JERUSALEM — Israel said Friday it will construct hundreds of new housing units in West Bank settlements before any slowdown in building, an announcement that drew harsh criticism from Washington, which demands a complete settlement freeze as a prelude to renewing Mideast peace talks.

Israeli officials painted the move as a concession to the U.S. demand because it might bring a temporary halt to other construction. But since it would also mean building the new units and finishing some 2,500 others now under construction, it looked more like defiance than acquiescence.

Israel's proposal also does not include any freeze in building in east Jerusalem, which the Palestinians hope to make their future capital.

The Obama administration's response did not mince words.

"We regret the reports of Israel's plans to approve additional settlement construction," White House press secretary Robert Gibbs said in a statement Friday. "As the president has said before, the United States does not accept the legitimacy of continued settlement expansion and we urge that it stop."

Palestinian President Mahmoud Abbas also slammed the Israeli plan.

"For us, this idea is completely unacceptable," he told reporters after meeting French President Nicolas Sarkozy in Paris. "We are asking the Israelis to freeze the settlements and to go towards the next phase of peace talks."

Senior Palestinian negotiator Saeb Erekat went further, saying, "I think the only thing that will be suspended by this announcement is the peace process."

Israeli Prime Minister Benjamin Netanyahu appears to be trying to keep his right-leaning coalition together by building in the settlements while at the same time trying to placate the U.S., which has made halting settlements a cornerstone of its Mideast diplomacy.

In recent weeks, however, the Obama team has appeared to back down somewhat from its earlier insistence that Israel halt all building in the settlements, hinting that a less than complete moratorium might be acceptable. The issue has the potential to seriously damage Obama's credibility in the Arab world, since he came out so forcefully in the beginning of his presidency in favor of a complete freeze.

At the very least, Friday's announcement looked likely to either force the U.S. into a fresh showdown with Israel or into admitting that it no longer hopes to achieve a full halt to Israeli settlement building on lands the Palestinians claim for a future state.

Peace talks have been suspended since shortly before Netanyahu's election, but there are expectations of a first meeting between Netanyahu and Abbas at the U.N. General Assembly in New York later this month.

Abbas, however, hinted Friday that such a meeting would not take place while settlement construction continues.

"Everything will depend on the decisions that will be taken concerning the freezing of the settlements," he said.

Two Netanyahu aides said that in the next few days, the Israeli leader will approve the construction of hundreds of new apartments in the West Bank.

They did not give a specific number, but said these units would be in addition to the 2,500 that are already under construction and will continue to be built. The construction will be centered in the main settlement blocs, areas Israel hopes to retain after any peace deal.

The two Netanyahu aides spoke to The Associated Press on condition of anonymity because the government has made no official announcement. The information also appeared in major Israeli media Friday and was clearly intended for public consumption.

In exchange for a settlement suspension, Netanyahu would expect the Arab world to take steps toward normalizing relations with Israel, the aides added. The U.S. has been pressing Arab countries to make moves toward normalization, an effort that so far has enjoyed only limited success.

Ophir Pines-Paz, a dovish lawmaker whose Labor Party is part of Netanyahu's coalition, said issuing new building permits was "unnecessary and damaging."

"I fear that issuing new permits will foil the next step – a settlement freeze that would build confidence and allow negotiations to resume," he said.

Israeli settlement activity and the Palestinians' failure to rein in militants are perhaps the biggest stumbling blocks to an eventual peace deal that would divide the Holy Land into separate Jewish and Arab states.

Today, about 300,000 Israelis live among about 2.5 million Palestinians in the West Bank. An additional 180,000 Israelis live in east Jerusalem neighborhoods built since Israel captured the area in the 1967 Mideast war. Israel evacuated its 8,000 settlers in the Gaza Strip in 2005, two years before the territory was taken over by Hamas militants.

Gaza and the West Bank, located on opposite sides of Israel, are together supposed to comprise a future state of Palestine.

By approving new construction, Netanyahu is eyeing his hard-line allies and trying to "sweeten the pill" of impending settlement restrictions, prominent Israeli columnist Nahum Barnea wrote Friday in the daily Yediot Ahronot.

"But there is one option he should give up: An attempt to have his cake and eat it too. That won't work in Washington. It won't work here," Barnea wrote.

The israelis are always telling us they are a peaceful and democratic bunch. It's only a matter of time before they accept that the simple solution to two people sharing the same land is legitimate democracy. The Zionists get to look at a great big Israel on the map and the Palestinians get to manage as the obvious majority. It's not only logical, and obvious, it's the only way Israel survives. Sure there are a bunch of racist, xenophobic Israelis who believe they can continue to be the only country on earth founded of racist and religious purity but this just isn't going to hold up in the international community much longer. Where are the Afrikaners?

A Palestinian homeland has been in existence since 1922. The creation of Transjordan was undertaken to establish a Hashemite kingdom and to serve as a homeland for those Arabs unwilling to live among the Jews.
As for the Jews, Israel is our historic homeland and I can see no reason why we cannot be allowed to exist peacefully on our little slice of the Middle East. It seems to me Israel living in our current borders is a workable idea.

I have absolutely no sympathy for Isreal. They elected this clown "Netty", and now they are on the march again. Isreal is part of what is wrong with this country -- we are stuck supporting these people. Let them go it alone without any further US aid. See how many more houses they build then.

What do the people in these settlements do for a living? Are they supported by the government? Are they supported by American donations? How does a government find hundreds of people to move to settlements unless they are employees of the government or part of a progrom to rid the area of natives? I'd like to build a Baptist settlement in Central Park across from the Dakota; nice place to live. I don't know what I would do for work; however, the government and funding from other Baptists would be enough money for me.

With a little more time Israel will have to embrace real democracy, as in one man one vote. It's simple concept and the international community will force the issue. No two state solution necessary. Just the retirement of an old worn out racist concept.

ALL ISRAELI CITIZENS HAVE A RIGHT TO VOTE. PERIOD.
It is a highly disingenuous argument to claim for Palestinains should have the right to vote in Israel. Especially in the light of the view that they have a de facto government of their own.

Of course, Israel does not recognize the Hamas government just as Israel declined for many years to negotiate with Fatah (then known as the PLO) while it was the popular voice of the Palestinian people.

It is highly disingenuous to claim 1) Palestinians have a de facto government of their own while refusing to negotiate on the grounds 2) Palestinians do not have a legitimate government of their own.

To blame Israel for the two state solution is entirely wrong since this was the original UN solution to the Jewish settlement problem. Israel has, however, strongly demonstrated that the two state solution isn't working. Lebanon indicates that a split government doesn't work. Having to rely on toleration and brotherhood is enough to make a person break out into a sweat, but think about it for a moment -- these are the only things that make any possible humane solution workable. Why not play it straight?

Many Arab citizens feel that the state, as well as society at large, not only actively limits them to second-class citizenship, but treats them as enemies, impacting their perception of the de jure versus de facto quality of their citizenship. The joint document The Future Vision of the Palestinian Arabs in Israel, asserts

"Defining the Israeli State as a Jewish State and exploiting democracy in the service of its Jewishness excludes us, and creates tension between us and the nature and essence of the State." The document explains that by definition the "Jewish State" concept is based on ethnically preferential treatment towards Jews enshrined in immigration (the Law of Return) and land policy (the Jewish National Fund), and calls for the establishment of minority rights protections enforced by an independent anti-discrimination commission.

Obviously, they already have a democracy. The question is, what will happen when there are more Palestinians than Jews in Israel? Within a few years the Arabs will constitute a majority, and then the state will be in grave danger. Which makes it all the more mystifying why the ultra-religious (read "fascist") right wing in Israel is so opposed to any two-state solution.

It's time for the flow of US dollars and weapons to stop.

One must conclude that the Israeli's aren't really interested in peace.

They have a historic opportunity. But it looks to me like they are happier with the devil they know - hostility and hatred and paranoia - than one they have never dealt with - long term peace. If peace reigned in the Middle East they would have to learn how to get along with the global problems all countries must deal with of providing for the future with balanced energy requirements and changing climates.

Jimmy Carter just came back from Israel and declared that the two-state solution may not be the road to peace after all, rather, a one-state solution (from the Mediterranean to the Jordan) should be in play. Carter's word's are a green light for Jewish settlement throughout the historic Mandate and the right of Jewish settlement everywhere.

AIPAC is an agent of a foreign government that is subverting the U.S. government. They spy for Israel but the powerful Lobby makes sure they don't pay the price. Now Rosen and Weissman will sue AIPAC and reveal that AIPAC regularly spies on the U.S. AIPAC should be registered as an agent of a foreign country.

AIPAC is using American traitors (Pollard was one of the few who got caught) for the benefit of a foreign country. This has nothing to do with freedom of speech, it has everything to do with putting the interests of a foreign country over American interests.

Arabs hate Israel because it is home to Jews. It doesn't matter where the boundaries are, Israel is hated because it is not an Islamic state. There's no point in negotiating.

Maybe they are building them for the future Palestinian occupants as a means of keeping their economy going. Sort of a stimulus.

At this point, Israel has to be the country that is officially holding up peace, and need to be held accountable.
