What's In Max Baucus' Boxes?

Max Baucus is in the news today because he has "circulated the framework" of a health care reform bill of his own which Ezra Klein calls "not-that-bad" and "not-that-great" and which Matt Yglesias says succeeds mainly in that it stops short of being a total "disaster." Exciting!

It makes one wonder what transpired in today's Gang Of Six meeting, doesn't it? As if that wasn't mysterious enough, our own Ryan Grim sends along a photo, snapped right across the hall from the Gang's deliberations, of eight boxes, stacked in the hall, that are labeled "Max Baucus legislative files," from 2009. What's in the boxes? Does Max Baucus always over-prepare for his meetings? Do these files help him keep track of what various corporate interests have paid for, and how much?
