WASHINGTON — Shaking off a summer of setbacks, President Barack Obama summoned Congress to enact sweeping health care legislation Wednesday night, declaring the "time for bickering is over" and the moment has arrived to protect millions who have unreliable insurance or no coverage at all.

Obama said the changes he wants would cost about $900 billion over decade, "less than we have spent on the Iraq and Afghanistan wars, and less than the tax cuts for the wealthiest few Americans" passed during the Bush administration.

In a televised speech to a joint session of Congress, Obama spoke in favor of a provision for the federal government to sell insurance in competition with private industry. But in a remark certain to displease liberals, he did not insist on it, and said he was open to other alternatives that create choices for consumers.

Obama said he remains ready to listen to all ideas but added in a clear reference to Republicans, "I will not waste time with those who have made the calculation that it's better politics to kill this plan than to improve it."

In an unusual outburst from the Republican side of the House chamber, Rep. Joe Wilson, R-S.C., shouted out "You lie" when the president said illegal immigrants would not benefit from his proposals. The president paused briefly and smiled, but from her seat in the visitor's gallery, first lady Michelle Obama shook her head from side to side in disapproval of the interruption. Wilson later apologized for his "lack of civility."

In general, the president shied away from providing lawmakers with a list of particulars he wants to see included in the legislation, and there was nothing in the speech to invite comparisons with Bill Clinton's pen-waving veto threat more than a decade ago on health care.

Obama's speech came as the president and his allies in Congress readied an autumn campaign to enact his top domestic priority. Republican opposition, contentious town hall meetings and drooping polls have contributed to their woes. An AP-GfK survey released hours before the speech showed public disapproval of Obama's handling of health care has jumped to 52 percent, an increase of 9 percentage points since July.

While Democrats command strong majorities in both the House and Senate, neither chamber has acted on Obama's top domestic priority, missing numerous deadlines leaders had set for themselves.

In a fresh sign of urgency, Sen. Max Baucus, D-Mont., announced that his Senate Finance Committee would meet in two weeks to begin drafting legislation, whether or not a handful of Democrats and Republicans have come to an agreement. The panel is the last of five to act in Congress, and while the outcome is uncertain, it is the only one where bipartisanship has been given a chance to flourish.

Obama said there is widespread agreement on about 80 percent of what must be included in legislation. Any yet, criticizing Republicans without saying so, he added: "Instead of honest debate, we have seen scare tactics" and ideological warfare that offers no hope for compromise.

"Well, the time for bickering is over," he said. "The time for games has passed. Now is the season for action."

"I am not the first president to take up this cause, but I am determined to be the last," he added.

The president was alternately bipartisan and tough on his Republican critics. He singled out Sen. John McCain, R-Ariz., for praise at one point. Yet, moments later, in a line apparently aimed at McCain's former running mate, Sarah Palin, Obama accused Republicans of spreading the "cynical and irresponsible" charge that the legislation would include "death panels" with the power to hasten the death of senior citizens.

In one gesture to Republicans, Obama said his administration would authorize a series of test programs in some states to check the impact of medical malpractice changes on health insurance costs.

Responding on behalf of Republicans, Rep. Charles Boustany, R-La., said the country wants Obama to instruct Democratic congressional leaders that "it's time to start over on a common-sense, bipartisan plan focused on lowering the cost of health care while improving quality."

"Replacing your family's current health care with government-run health care is not the answer," said Boustany, a heart surgeon.

In a reflection of the stakes, White House aides mustered all the traditional pomp they could for a president who took office vowing to change Washington. The setting was a State of the Union-like joint session of Congress, attended by lawmakers, members of the Cabinet and diplomats.

The House was packed, and loud applause greeted the president when he walked down the center aisle of the House chamber.

Additionally, the White House invited as guests men and women who have suffered from high costs and insurance practices, seating them near first lady Michelle Obama. Vicki Kennedy, the widow of Sen. Edward M. Kennedy, D-Mass., was also on the guest list. Kennedy, who died last month, had made health care a career-long cause, and Obama spoke movingly of his efforts.

Obama intends to follow up the speech with an appearance Saturday in Minneapolis, the White House announced.

Despite deep-seated differences among lawmakers, Obama drew a standing ovation when he recounted stories of Americans whose coverage was denied or delayed by their insurers with catastrophic results.

"That is heartbreaking, it is wrong, and no one should me treated that way in the United States of America."

The president sought to cast his own plan as being in the comfortable political middle, rejecting both the government-run system that some liberals favor and the Republican-backed approach under which all consumers buy health insurance on their own.

Obama said the legislation he seeks would guarantee insurance to consumers, regardless of pre-existing medical conditions, as well as other protections. "As soon as I sign this bill, it will be against the law for insurance companies to drop your coverage when you get sick or water it down when you need it most," he added.

The president assured those with insurance that "nothing in this plan will require you or your employer to change the coverage or the doctor you have."

Obama also said the legislation he seeks would help those who lack insurance to afford it. "These are not primarily people on welfare," he said in a line that appeared aimed at easing concerns among working-class voters. "These are middle-class Americans."

The president also said he wants legislation that "will slow the growth of health care costs for our families."

Obama said a collective failure to meet the challenge of overhauling health care for decades has "led us to a breaking point."

The so-called government option that Obama mentioned has emerged as one of the most contentious issues in the monthslong debate over health care, with liberal Democrats supporting it and many moderates inside the party opposed. An early draft of Baucus' plan calls for an alternative consisting of nonprofit co-ops. Sen. Olympia Snowe of Maine, the Republican who seems most inclined to cross party lines on the issue, favors a different approach, consisting of a standby in which the government could sell insurance if competition fails to emerge in individual states.

Wow! I'm a freedom loving Aussie and I find this paranoia over decent pubic health care amazing.

We've had Public Option for almost 30 years.

I've expounded on this in many of Huffo's threads but let me simply say... America you deserve better, do not believe the Conservative lies.

NB: It took two goes in my country to get universal Medicare established. The Conservatives got rid of it when they got voted back in. The Labor Party re-established it at the next election after that. And although they have undermined it every time they got back into power the Conservatives don't dare try to get rid of it again. What I am getting at here is you have to push HARD for it- it's NOT going to happen through bi-partisanship.

PS: I just found out my wife is pregnant over a fortnight ago :) , two days after we went and had the first ultrasound, yesterday we had the second, all at no cost. We have complete confidence in our system.

I've been surfing the poliitcal net since last night and there are THOUSANDS of Republicans from South Carolina and all over the country that are embarrassed and ashamed of congressman WILSON and they are letting him know it. It's really nice to know that there are Reps out there who are honest and have integrity. It's nice to FINALLY hear what these people are saying - they have been shouted down for so long now by the LIMBAUGH & HANNITY far right machine. I guess last night was the fire under their feet that was needed to get them to start talking and it's refreshing to know that there are many many Reps that want this healthcare reform.

I sure hope they keep talking because it's so hard to hear what's real anymore because of the far right hate and fear mongering wing nuts.

Obama brings tears to my eyes nearly every time he speaks. Last night he made me proud to be an American. Something I haven't felt that many times in my life. I am truly happy he is our President. Cantor is a dev.iant for texting during the President's speech. And the person who yelled, Wilson from South Carolina, should be impeached for his disregard for common courtesy. His actions are resulting in his fifteen minutes of fame. He has apologized but is continuing to spread his lies. They are based on the earlier lie that because emergency rooms have to treat you if you are near death that you actually have health care in this country. The Republicans are also using that lie to disingenuously reduce the number of uninsured in this country. Wilson and Cantor with their utter disregard for common decency and respect represent the worst in America and the worst in the Republican Party.

I remember when Reagan when to the Na.zi Cem.etery and gave a speech there. I have been a chronic insomniac most of my life so I was up at three a.m. when CNN showed his speech. It was a terrible speech in the middle of it he wandered off into a tale about his days in radio. The next day I told one of my co-workers just how incoherent Reagan had been. My boss was livid at my comments. He told me if I couldn't respect the man I should respect the office. Obviously Wilson and Cantor have no such respect for the President or the Office. As for me, I am beginning to trust this President to do what he has promised. I no longer think he will abandon those who worked and voted for him. He has the passion and the intellect to be the finest and most productive president we have elected since FDR!

Obama says, "families will go bankrupt. More businesses will close. More Americans will lose their coverage when they are sick and need it most. And more will die as a result.".

1. If people will die why doesn't Obamacare take effect immediately the day it is passed? Instead it doesn't take full effect until about 4 years later, so it's acceptable for all those additional people to die due to lack of insurance for the next 3 or 4 years.

2. Obamacare doesn't take effect for years, so why the rush to pass this legislation in weeks?

One plain fact should outweigh all the words of Barack Obama and all the impressive trappings of the setting in which he says them: He tried to rush Congress into passing a massive government takeover of the nation's medical care before the August recess -- for a program that would not take effect until 2013!

If the urgency to pass the medical care legislation was to deal with a problem immediately, then why postpone the date when the legislation goes into effect for years-- more specifically, until the year after the next presidential election? (until after obama leaves office, disgraced)

If this is such an urgently needed program, why wait for years to put it into effect? And if the public is going to benefit from this, why not let them experience those benefits before the next presidential election?

If the administration truly cared about health care WHY wait 4 years to implement?

The reason? They don't care.

First: There is a big difference between when a program is implemented and when it will finally be fully operational. The plan would be implemented as soon as the bill passes but it would not be fully operational until 2013. And as he said last night, there is a mechanism to begin helping people with care immediately.

Second: The reason for the lag time in a fully operational system is that the bureaucracy has to be in place to being offering the people a selection of medical choices. A public option isn't something that you can just start offering the day after the bill is signed. Even Bush couldn't wage war with Iraq as long as he had been planning it until he had the troops in place and that took two years.

Third: Again it will go into effect immediately but the organization won't be established immediately thus the intermediate program he announced last night based on an idea that John McCain offered during the Presidential Campaign.

Fourth: You obviously didn't listen to the President's speech very carefully or you wouldn't be insisting that he didn't make clear what I have said here. Perhaps you need ot take some time, put on your glasses and read the spech. And if it still isn't clear you could re-read it as he suggested all students do when they don't understand something in his propaganda speech to the students on Tuesday.

Qwerty, that is a good question and the President actually answered it for you last night in that speech. I also would like things to kick in earlier than 4 years, but I understand why it is needed.
FIrst, the 4 year time span is NOT set in stone and the Potus made that clear. He also said that he wants to take the time to set it up the RIGHT way. Spending most of his political capital on this issue, he wants to make sure it IS going to work and to get it right the first time.
Secondly, he announced that he has decided to incorporate an idea that Sen John McaCain had during the campaign. That is to have a safety net in place in the interum until things kick in. Last night Obama said that it will come in the form of Medicaid or something like it. THey will expand the qualifications so that many more people can take advantage of Medicaid.
I know it isn't perfect but it's the closest we've come so far to actually seeing the light at the end of the tunnel.
Have patience. For over 70 years we have been beating our heads against a brick wall in fighting against the insurance companies propaganda and lobbying prowess. We aren't all going to get everything we want but it's a very good start!

Socialism in contrast to Capitalism is defined as government intervention or partial or full ownership of the free market. What the Bush administration did to avert the credit market collapse is one good example of "govt. intervention". Like it or not we are slowly and steadily being dragged in to a socialistic society. Many in our society, for various reasons cannot take care of ourselves or protect ourselves from predators in the free market. We need the Govt. to protect us and spread a socialistic net when we fall through the cracks. The degree to which we want the Govt. to stick its nose in our affairs may vary. But nevertheless we cannot survive as a society if every body was out for him/her self. This is what Barak Obama was talking about and GOP has been criticizing as though it is a disastrous and catastrophic word. Don’t you want your aging grandparents or a disabled child or sibling given special concessions in our society? Healthcare has today evolved in to a huge industry with a lot of profit potential. Many in our society can no longer go it alone. The result is that we have to protect the weak and sick. Call it socializing healthcare if you want. But that is what we need.

NO! It is impossible for this President's plan to work:

1. He's a Democrat. (The most liberal one EVER I believe they once said. Tee hee)
2. It's not a Republican Plan. (Of course that is an oxymoron)
3. He's too "exotic." (Everyone knows your Exotics can't possibly be master chess players)
4. If Republicans are persistent / committed enough, they can stop this. (Tee hee)
5. Big money and airwaves are not going to permit it. (They ALWAYS win, right?)
6. If Republicans keep obstructin­g/insultin­g him, he'll crumble, cry and go back home. (Not so far)
7. Republican's fallback position as a banished minorities is untenable. (Works for me)

At the 1:30 mark, obama definitely lied. He said, "I can stand here with confidence, and say that we have pulled this economy back from the brink."

Let's look at that statement.

Back from the brink? Under obama unemployment has soared to 7.6% to 9.7% since his takeover. Unemployment is now in excess of 10% in 15 states and 3,766,000 jobs lost.

Back from the brink? The National Debt, in the first 230 years of the Republic, grew to $11.67 trillion. Under obama, $9 trillion has been added to the national debt in six months.

Back from the brink? Under obama, the GDP has dropped 6.5%.

Did obama Lie? Yes and these numbers are still growing.

Wilson may have broken protocol, but he was correct in pointing out that the emperor had no clothes.

Oh and just for the record, Unemployment is actually at 16.7% (not 9.7%) if you count:

• People who have lost their full time jobs, and are working part-time unable to find a full-time job.
• People who have been laid off for more than 6 months who are still unable to find a job.
• People who have just given up looking for work.

It's kind of like the 47 million figure for Americans without insurance. As soon as you start peeling back the lies from the onion, the truth begins to stink stronger.

If what might've happened this past year actually did happen, you'd be whining in a bread line, not here on HuffPo.

I mean why stop at the Bush Admin's Hank Paulson corruptly feeding TARP money to AIG's CDS holders, such as Goldman Sachs? What if Bernanke and Geithner had RAISED Fed interest rates? What if the O admin. had been as unreservedly stoopid as the monetarist idiots running Herbert Hoover's Repub admin were. What then?

Your litany fails to remotely comprehend O's main point - 'back from the brink' means back from a complete collapse of the global economy, ala 1929, but this time actually much worse, with our globally interlinked economies. This would've entailed, a) a real run on the banks, forcing them to shut their doors, ala 1929, b) the equity markets tanking, not by a mere -40% and recovering to -25%, but by -80%, like 1929, but WORSE.

During the Great Depression the economic indicators turned around by 1934, but it was ten years before the employment levels returned to their 1928 levels. The economy has been pulled back from the brink, the economic indicators are all going up. Employment is unfortunately hte last thing to improve in any recovery. You need to finish school before you start posting here as if you know something. And if you already feel as if you have finished school you better return for some remedial courses because as evidenced by your comments here I would say you need quite a bit of schooling in a far ranging set of subjects including linguistics, logic and economics.
