Well, according to the article, prosecuting can be very difficult, but "in the cases in which criminal charges were filed, 83 out of 90 resulted in convictions." Okay, great! Except... "the vast majority of the penalties resulted in sentences of less than one year of prison time."

What the-- ?! Less than a YEAR?
Penalties like that don't exactly scream "top priority."
