BANDA ACEH, Indonesia — Lawmakers in a devoutly Muslim Indonesian province voted unanimously that adulterers can be sentenced to death by stoning, just months after voters overwhelmingly chose to throw conservative Islamic parties out of power.

With only weeks to go before a new government led by a moderate party takes over in Aceh province, hard-liners still in control of the regional parliament pushed through legislation Monday to impose steep punishments for adultery and homosexuality.

The chairman of the 69-seat house asked if the bill could be passed into law and members answered in unison: "Yes, it can." Some members of the moderate Democrat Party, which will lead the incoming government, voiced reservations, but none of them voted against the bill.

Human rights groups said the law violates international treaties signed by Indonesia. The province's deputy governor also opposed the legislation, saying it needed more careful consideration because it imposes a new form of capital punishment.

The Aceh Party is also believed to have a less strict interpretation of Islamic law, or Shariah, and some activists expressed hope that once in power, they would amend or tone down the law. Others were considering contesting the bill in court in the capital, Jakarta.

Aceh, where Islam first arrived in Indonesia from Saudi Arabia centuries ago, enjoys semiautonomy from the central government. A long-running Islamic insurgency in the province ended in 2005 in the wake of the Indian Ocean tsunami that killed 130,000 there.

A version of Shariah that was introduced in Aceh in 2001 already bans gambling and drinking alcohol, and makes it compulsory for women to wear headscarves. Dozens of public canings have been carried out by the local Shariah police against violators of that law.

The majority of Indonesia's nearly 200 million Muslims practice a moderate form of the faith, and surveys suggest they do not support such hardline interpretations of the Quran, the Muslim holy book.

Stoning is legally sanctioned in varying forms in Afghanistan, Iran, Pakistan, Sudan, Saudi Arabia, the United Arab Emirates and parts of Nigeria. Illegal stonings have also been reported in recent years in Iraq and Somalia. But its use is a point of contention among Islamic scholars.

The new Indonesian law also imposes tough sentences and fines, to be paid in kilograms of gold, for rape and pedophilia, but the most hotly disputed article was on adultery and states that offenders can be punished by a minimum of 100 lashings and a maximum of stoning to death.

It also imposes severe prison terms for other behavior considered morally unacceptable, including homosexuality, which will be punishable by public lashings and more than eight years in prison.

The bill violates national and international treaties signed by Indonesia protecting the rights of minorities and women, said a gay rights activist in Aceh who requested anonymity because he feared for his safety.

"It's discriminatory, and it's saddening, but we are quite sure members of civil society who are concerned with human rights will not sit by silently," the activist said, adding that he hopes the new moderate leadership in the province will overturn the law after taking power next month.

Aceh Vice Governor Muhamad Nazar said that even though his office opposed the clause on stoning to death it has no legal power to block it. "Whatever law is passed we have to enforce it," he said.

For those quick to condemn Islam, here are the last words of the article again:

This majority needs to be a much more vocal majority - in Indonesia and around the world. Take back your religion from the thugs and returning it to the 21st century.

Also note that the same could be said about conservatives hijacking Christianity.

It's so easy to condemn a whole group of people. I don't see anything wrong with Islam, except when some of it's practitioners act cookier than our evengelical bigots. I just don't understand why adultery? Why not people who throw rocks at other people?

It's time for reform but too many are afraid to bring it up.
We no longer have to shout to call someone's, we use phones. Much has changed and we have to make use of less cruel modes of punishments.

Who's business is it anyway? should it not be between the couples? and what if the husband has a grude against the wife and decides to lie? I assume that it is only women who are abused by this system. Where are the Human Rights groups to advocate for these people?

I think this form of punishment is harsh as well and it is probably misused by the powerful in countries where it is the law but to answer your question about a man (or woman) lying about adultery: According to Islamic law there must be evidence, if there is no evidence than there can be no trial, the woman/man is off the hook.
I do not think that this law is obeyed in many countries, I bet that many are killed by stoning even though there was no evidence because the accusers had money/power etc.

What stealthny is trying to say is do not condemn the teachings of the Quran as being whiny, childish nonsense and think that the Bible or the Torah are superior. Sharia law is almost exactly the same as OT law and Torah law. What he is saying is that Christian superiority sure sux when they point fingers at the Quran but know nothing about the teachings of the Bible.

.. and you have nothing to back up your response. Figures. Take a look at the statistics. Just as with bride burnings in India (which, btw, are still occurring despite being illegal along with the dowries that prompt them), women invariably suffer whenever there is an accusation of adultery or rape. In nearly every case, it is the woman's fault for either tempting the man or for not fighting the man's advances.

I suppose you also do not remember the case of the young girl in Iran who was sentenced to stoning for having the audacity to get pregnant after her brother repeatedly raped her. In every society where women are second-class citizens, it is the case that they are treated so vilely.

I suppose you also do not think that forced prostitution is also rampant in these societies, where young women and boys are stolen from the streets or their homes and are never heard from again.

You gotta stop watching FOX porn. They are only interested when a Democrat is involved.

If you really want to improve the lot of women, why don't you do something to stop prostitution in your home town? This is a Muslim country, implementing Islamic Law. It's just plain none of your business. People in the United States presuming that they have the moral authority to tell the world how to run their own affairs is exactly how the invasion of Iraq was sold to the American people. Stop your neighbor down the block from beating his wife. 'Buy a poor woman in your town clothing for a job interview. Help feed her children, take her to the supermarket. Cultural imperialism disguised as benevolence has really gotten old.
