The Blue Dog Coalition is engaged in a member-to-member whip operation in the House, beginning with a survey of its 52 lawmakers, to find out where they stand on critical health care issues. The principal focus is the public insurance option, but the canvass also touches on various tax and revenue increase proposals to pay for reform.

The pressure is being mounted after three House committees already passed reform bills and House Democratic leaders are working to merge them into a final floor package.

For the first time since they formed in 1995, the Blue Dogs have been out-organized by their liberal counterparts. The Congressional Progressive Caucus completed its first survey and began whipping back in the spring. They launched a final whip count last week that will be finished by Wednesday evening.

The whip count builds on an earlier letter that 60 members of the progressive caucus signed, pledging to oppose any health care bill without a "robust public option."

"We're going back to those people and saying, 'Hey, are you still with the letter?'" said Rep. Raul Grijalva (D-Ariz.), co-chair of the CPC. "And if there's been slippage, how much? And if we have a committed core, how many?"

Grijalva is asking members to back the public option all the way through the process, not simply on the first vote on the House floor.

The count comes in advance of a critical House Democratic caucus meeting Thursday morning in the Capitol, where leadership will take their own whip count. The fate of the public option in the House will be largely determined by the parallel whip efforts -- and how aggressive each bloc is in pushing for its priorities. In other words, it comes down to which pack wants it more, the Blue Dogs or the progressives.

House Speaker Nancy Pelosi (D-Calif.) has insisted that a bill without a public option wouldn't have the votes to pass because her more progressive members would oppose. Her top lieutenant, Rep. Steny Hoyer (D-Md.), has long been closer to the Blue Dogs and took a different position, saying that the public option may have to be scuttled to get a package through the House.

Blue Dogs were alarmed when Pelosi said that a sizable number of their crew in fact back a public option. So they resolved to find out.

"It's just confusing to a lot of people when the Speaker says that, you know, there might be 18 or 20 Blue Dogs that might vote for a strong public option," said Blue Dog Rep. Allen Boyd (D-Fla.). "We don't know if those numbers are there or not. That's the kind of thing they're trying to figure out."

Boyd said that the survey of members is ongoing, but the idea of health care cooperatives, which emerged among conservative Senate Democrats as an alternative to the public option, is something the Blue Dogs will likely get behind.

"I think that's one of the things that we'll talk about in that caucus [meeting], and you'll see the Blue Dogs weigh in," he said. "I think there'll be more clarity. We're taking positions on certain parts of it."

One Blue Dog they can't count on is Rep. Jane Harman (D-Calif.).

"I'm for a robust public option and I filled out my survey to say I was," Harman told the Huffington Post.

Grijalva said that the progressives' count has gone well.

"The progressive caucus whip count has done very well maintaining the support we had a month ago. In fact, in some areas it's increased for the public option," said Grijalva.

"I won't know until this afternoon" what the exact count is, he added, because he has about eight members of a whip team who plan to report back to him.

It's not entirely clear how far that team has penetrated, however. "We have a whip team?" asked Rep. Mike Honda (D-Calif.), a CPC vice chair, sounding both surprised and impressed. He hasn't decided yet whether to commit to oppose any health care bill that doesn't have a robust public option, he said, but he is leaning in that direction. He stressed that the bill that first passes on the House floor must include such a public option.

CPC leaders said that the emphasis on cost-savings, and Obama's decision to push the bill down to $900 billion over ten years, makes the public option all the more attractive. The Congressional Budget Office has estimated that a government-run plan could save $65-100 billion over that time period.

"It is beyond me, when they're the ones that are all about cost savings, that they don't get that the more robust the public option, based on an established rate system like Medicare, the more we save," said CPC Co-Chair Lynn Woolsey (D-Calif.).

That argument resonates with Harman, who said that a "number" of other Blue Dogs agree with her. The lack of forceful opposition to the public option from Blue Dogs can be explained: The idea has polled well in Blue Dog districts and the coalition has pushed for more spending on rural hospitals. Including a public option is one way to pay for that.

"I see it as a market-forcing mechanism to keep costs down. I think it will correct what is presently a market failure, where in some states there's only one insurance option," Harman said. "So if I'm right, a robust public option -- if I'm right -- fulfills the core Blue Dog mission, which is fiscal discipline."

After being told that Woolsey wanted to speak with her when the interview was over, Harman ventured: "She wants to make sure I'm not going to cave."

She walked over to Woolsey, put her hand on her shoulder, and looked her in the eye. "I'm not going to cave," Harman told her. It was that kind of support, Woolsey responded, that would carry the public option through.

But it all comes down to numbers. "I just don't believe that there are 218 Democratic votes in the House for any bill," said Boyd. "That means you've gotta have some votes from the other side."

Not necessarily. With 256 Democrats, Pelosi could lose 38 Blue Dogs and still pass a bill without the GOP.

"The Speaker knows this a little better than I do," Boyd conceded.

Grijalva will know how strong the progressive hand is by the time the caucus meets. "Tonight we'll see how the numbers add up," he said.

I want to know why the republicans aren't at the table with their own bill? Do they truly want the status quo? Is that what is good for America. You know things are going to hell, health care wise. Are you really going to try to get reelected while not giving your constituents anything? Give us something to dicker over. The whole health debate is lame. It should have ended weeks ago. For some reason it’s just as if we lived in a dictatorship, one where the food processing industry was designed to get us sick but not so sick we can’t eat, the medical industry was designed to keep us perpetually sick but not so sick we can’t work, and then when too old to work, have a deathcare industry designed to consume our lifesaving until nothing is left for grandkids to remember us by.

Thank you. Interesting your belief is that premiums won't vary much and won't change things markedly for the insurance companies that administer it. I'm following this and will watch for one of your posts. Curious as to why insurance companies are so scared of a public option. I have friend in group insurance and he's strongly opposed.

The U.S. Postal Service was established in 1775 - they've had 234 years to get it right; it is broke, and even though heavily subsidized, it can't compete with private sector FedEx and UPS services. The U.S. Postal Service will lose over $7 BILLION this year and will require yet another "bailout."

Social Security was established in 1935 - they've had 74 years to get it right; it is broke. There is nothing in the Social Security Trust Fund except IOUs from the government.

Fannie Mae was established in 1938 - they've had 71 years to get it right; it is broke. Freddie Mac was established in 1970 - they've had 39 years to get it right; it is broke. Together Fannie and Freddie have now led the entire world into the worst economic collapse in 80 years.

The War on Poverty was started in 1964 - they've had 45 years to get it right; $1 trillion of our hard earned money is confiscated each year and transferred to "the poor"; it hasn't worked.

Medicare and Medicaid were established in 1965 - they've had 44 years to get it right; they are both
broke; and now our government dares to mention them as models for all US health care.

Most of our politicians are capitalists and bless their darling hearts, the do work so hard to make government look stupid and unable to do anything right but make war. And so:

(1) For many years all the taxes collected for Social Security above operating costs, they have been diverted to other departments.

(2) Fannie Mae and Freddie Mac were created by capitalist politicians, and all their defects were the result of the illusion that capitalism should never be regulated.

(3) The War on Poverty was designed by capitalist politicians to increase poverty, nothing like hunger to keep the laboring class fearful and in submission to authority.

(4) Medicare and Medicaid were designed by capitalist politicians in a way that did the least damage to the excessive profits in our capitalist medical industry.

AMTRAK was established in 1970 - they've had 39 years to get it right; last year they bailed it out as it continues to run at a loss!


This year, a trillion dollars was committed in the massive political payoff called the Stimulus Bill of 2009; it shows NO sign of working; it's been used to increase the size of governments across America , and raise government salaries while the rest of us suffer from economic hardships. It has yet to create a single new private sector job. Our national debt projections (approaching $10 trillion) have increased 400% in the last six months.



"Cash for Clunkers" was established in 2009 and went broke in 2009 - - after 80% of the cars purchased turned out to be produced by foreign companies, and dealers nationwide are buried under bureaucratic paperwork demanded by a government that is not yet paying them what was promised.



So with a perfect 100% failure rate and a record that proves that each and every "service" shoved down our throats by an over-reaching government turns into disaster, how could any informed American trust our government to run or even set policies for America's health care system - - 17% of our economy?


Maybe each of us has a personal responsibility to let others in on this brilliant record before 2010, and then help remove from office those who are voting to destroy capitalism and destroy our grandchildren's future

Actually, most statistics show that the Stimulus program IS working. The process is slow; you can't just expect the economy to jump right back up.

Cash For Clunkers was explicitly designed as a temporary stimulus program, and it did just that. In fact, all of the "problems" it faced were due to it being TOO successful. It was so popular its funding ran out early and they had trouble keeping up with the paperwork. It was never designed to last more than a month or two.

As for the deficit, you can only blame Bush for it. He left us with both a 1.6 trillion dollar deficit AND a crippled economy. Rescuing the economy required further deficit inflation. Blaming Obama for the current deficit problem is pointless. What you SHOULD pay attention to is how he handles the deficit from here on out.

Republicans want 50 million new customers to fatten insurance corporation wealth, but reforming and maximizing profit is as far as they intend to go.

Blue Dogs, being more conservative than many Republicans, stonewall it pushing for a Trigger Option that about half of Congress refuses to except, and the other half want it designed such that it could never be pulled.

Comes now Democrats to pretend they want a Public Option, when they know full well that it would spell the end of capitalist medicine, so whatever they give us will surely have no teeth in its regulation.

Dog Fight is right. These senators have the humanity of dog fighters if they vote against health care for all. Vote them Out. Vote them Out. Vote them out. Any state reelecting Blue dogs should be boycotted. If the Democratic Party gives any of these people funds for the next election they will lose their power and control because millions will desert the Party, myself included. We already compromised. We should be getting single payer. That's what would really save our economy. But our economy is not what these people care about , it is the money of the Elite. Senators working for the Elite must count on the Elite for their votes because the rest of us will do everything in our power to see them sent home. They tricked Democratic voters and they must go. No two ways about it.

It is time we hold these people accountable to us, We The People, who elected them with the agenda of Healthcare for all. In Article 1 section 8 of the Constitution of the United States it says"The Congress shall have Power To lay and collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for the common Defence and general Welfare of the United States; but all Duties, Imposts and Excises shall be uniform throughout the United States;"
In the Declaration of Independence it is stated;"We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable rights, that among these are life, liberty and the pursuit of happiness. That to secure these rights, governments are instituted among men, deriving their just powers from the consent of the governed. That whenever any form of government becomes destructive to these ends, it is the right of the people to alter or to abolish it, and to institute new government," It is time that we hold them accountable, all of them. We know the Republicans are not going to help, but if any of the Democrats are obstructionists, get them out and run someone new. Fire Them!

The public Option will be a first and mighty step in taking this for-profit health out of the hands of profiteers, and it's something our nation actually needs to accomplish to grow up, and really learn to fly right.

It's actually a shame that no politician has had the foresight and vision to proclaim the patriotism in this action and have the actual FAITH to rally us behind what can be one of the best things this government ever did. For a chance for our Government to finally do something of such a huge domestic importance, and lay down the example for doing it right. Not perfect, of course, but right. Where having healthcare in this country is no longer a luxury, but a right.

We accepted a lot of damage to our country when we let that politician long ago tell us that Government was not the solution, it was the problem. He may have been right in a partial, abstract sense. However, he was not right to the point to where we should simply hand over so much responsibility and power in the hands of private corporations, and let the chips fall where they may... We've learned that those chips are actually real flesh and blood families, and too much of our actual well being that meets devastation at the hands and effects of outright greed.
