BIG CREEK, Ky. — A part-time census worker found hanging in a rural Kentucky cemetery was naked, gagged and had his hands and feet bound with duct tape, said an Ohio man who discovered the body two weeks ago.

The word "fed" was written in felt-tip pen on 51-year-old Bill Sparkman's chest, but authorities have released very few other details in the case, such as whether they think it was an accident, suicide or homicide.

Jerry Weaver of Fairfield, Ohio, told The Associated Press on Friday that he was certain from the gruesome scene that someone killed Sparkman.

"He was murdered," Weaver said. "There's no doubt."

Weaver said he was in the rural Kentucky county for a family reunion and was visiting some family graves at the cemetery on Sept. 12 along with his wife and daughter when they saw the body.

"The only thing he had on was a pair of socks," Weaver said. "And they had duct-taped his hands, his wrists. He had duct tape over his eyes, and they gagged him with a red rag or something."

Two people briefed on the investigation said various details of Weaver's account matched the details of the crime scene, though both people said they were not informed who found the body. The two spoke on condition of anonymity because they were not authorized to discuss the case.

"And they even had duct tape around his neck," Weaver said. "And they had like his identification tag on his neck. They had it duct-taped to the side of his neck, on the right side, almost on his right shoulder."

Authorities have refused to say if Sparkman was at work going to door-to-door for census surveys before he died.

Both of the people briefed on the investigation confirmed Sparkman's Census Bureau ID was found taped to his head and shoulder area. Weaver said he couldn't tell if the tag was a Census ID because he didn't get close enough to read it. He could see writing on Sparkman's chest, and could read that it said "fed."

Authorities said Thursday that a preliminary cause of death was asphyxiation, pending a full medical examination. Even the details behind that were murky. According to a Kentucky State Police statement, the body was hanging from a tree with a rope around the neck, yet it was in contact with the ground.

Weaver, who works for a family topsoil business in Fairfield, said the body was about 50 yards from a 2003 Chevrolet S-10 pickup truck. He said Sparkman's clothes were in the bed of the truck.

"His tailgate was down," Weaver said. "I thought he could have been killed somewhere else and brought there and hanged up for display, or they actually could have killed him right there. It was a bad, bad scene.

"It took me three or four good nights to sleep. My 20-year-old daughter ended up sleeping in the floor in our bedroom." he said.

Clay County Sheriff Kevin Johnson declined to comment on the investigation because the department is only playing a supporting role but said patrols have increased in the Daniel Boone National Forest since the body was found.

The Census Bureau has suspended door-to-door interviews in the rural county pending the investigation.

State Trooper Don Trosper said it was clear this wasn't a natural death but said all other possibilities were being considered.

"This case has many facets," he said. "To investigate cases, you have to rule out different scenarios. We are not able to rule out many scenarios at this time, and that's what makes this a difficult case."

Although anti-government sentiment was one possibility in the death, some in law enforcement also cited the prevalence of drug activity in the area – including meth labs and marijuana fields – although they had no reason to believe there was a link to Sparkman's death.

"Now they're taking their meth lab operations into the rural, secluded areas," the sheriff said. "We've had complaints in the area, but not that particular location."

I'm confused, if it is not mentioned in the Constitution, then we don't have to worry about it? Isn't this an awfully narrow view of both constitutional and human law...... Wdw505, do you advocate vigilantism when someone is murdered who has been doing a really bad thing, like child abuse. Shouldn't the perpetrator be given a fair trial? Don't think I am some kind of bleeding heart, but private citizens cannot take the meting of justice into their own hands.

I'm sorry to be the one to break it to you, but the government(IRS) already knows all it really is interested in.....and that is how much you earn, and how much you owe in taxes.

This is confusing: does it make sense to apply duct tape to the victim's neck? Seems it would strengthen the neck in the fall, preventing lethal injury. Also, unless "tar and feathering" is involved, victims are generally lynched in their clothes, historically speaking. Finally, a higher branch is usually chosen to ensure death; I suspect the victim was killed off-site and brought to this terrible crime scene.

If this is about lynching, the perps are REALLY STUPID REDNECKS who failed to do a proper job and were "lucky" to have killed this poor man. If it was about sex, why write "Fed" on his chest to bring in the FBI and other outside investigators?

Classify this as weird and strange.

a hate crime is a made up phrase........if a person is beaten to death while nothing is said.......the crime is murder.......if a person is beaten to death while having nasty things said to him. is he anymore dead.........the crime is murder.......

if a person is beaten down while nothing is said.......the crime is battery is he any less hurt because those nasty words were not used.......if a person is beaten down while having nasty things said to him. is he hurt more by those words........the crime is battery .......

Unless the judge can know without a doubt what was in the accused head when the crime occurred, the words should cause no more time added to his sentence.....

If indeed the time served for murder or battery is not long enough. then change the penalty.....don't add in some stupid law with no basis in fact or proof...... if a person murders or beats another it is never a love crime.........

hate speech.......is just a spin off of the unjust hate crimes laws.......

The Republican party insistence on creating division and stroking the flames of hate...is responsible for the violence that emerges out of their venomous monologue echoed in these Town Hall gatherings of insanity. The Republican party leaders that fails to reign in the outlandish outburst of madness...are equally responsible for not only denouncing the eradicate behavior from some of their members...but their silence is speaking volumes of their guilt.

Words matter and words have an impact. Words can inspire and words can incite violence. The Republicans desire to have power by any means necessary is creating a climate in this country that is most dangerous and they need to be held accountable.

Remember the outrage over the horrific way those contractors bodies in Iraq were so horriflcally desecrated and displayed? Yet Americans perpetrate a similar heinous crime on another American, barely a passing mention in the MSM. If this had happened to a good ol' Southern boy sightseeing in NYC, I assure you it would be splashed all over the news, the charge of course, led by FOX.
In a way I hope it was drug dealers, but my sense tells me,... no this is not the case. We should be outraged as a people, demand justice and fight this type of insanity when it rears it's ugly head. However do not cower or be afraid, for fear is what they want to achieve with these shocking displays.
Over a Census mind you........what next?

Excellent point. In fact we don't even need to guess, we have a real example. Remember that McCain worker who claimed that she was attacked by a big black man and had a "B" carved into her face? She wasn't even that seriously injured, let alone killed the way this guy was and she was all over the news, much more than his story has been. Not to mention it turned out she faked the whole thing.

I concur, blisster ... good analogy. I was outraged and upon seeing the HuffPost headline posted it to my FB page ... I couldn't believe that we were just hearing about this ... way after the fact ... I even raised the question 'was the date of discovery a typo'. No, this story had been buried until now ... and why? That is another scary element here ... I wonder if this is what Pelosi was tearing up for when she spoke out about heated rhetoric reminding her of the 70s in San Fran. I pray they find the creeps who perpetrated this crime.

I don't know if the other comment I made here is going to show up. I just don't think we Americans love each other enough. Something like this happens because of the ill will and malice people have, and people respond to it with more ill will and malice. Get mad, sure, but if you're going to keep piling more ill will and malice on top of what's already there, we're never going to get past it. To me that's what patriotism is, loving each other enough that we see the commonality we all share, and wanting the best for each other. I think loving the ideals of freedom and bearing ill will towards people who exercise that freedom to disagree with us is as wrong as loving the flag and bearing ill will to some of those it flies over.
