JERUSALEM — In a surprise deal announced Wednesday, Hamas will give Israel a videotape providing a first glimpse of a captured Israeli soldier to prove he is alive in return for the release of 20 Palestinian women held in Israeli prisons.

It marked the first tangible sign of progress in more than three years of talks aimed at a larger prisoner exchange, and it could lead to an end to a crippling blockade of the impoverished, war-torn Gaza Strip, which is ruled by militant Islamic Hamas.

Israel said the video-for-prisoners exchange would take place Friday.

Up to now, the only signs of life from the soldier, Gilad Schalit, were several letters and an apparently carefully scripted audio tape, released just months after he was captured in June 2006. Hamas-linked militants tunneled under the Gaza-Israel border, attacked an Israeli army base from the rear, killed two soldiers and hauled a bleeding Schalit off into captivity.

Hamas is demanding the release of as many as 1,000 Palestinian prisoners in exchange for the soldier, including many convicted of deadly attacks against Israelis. Israel says it will not ease the blockade until the soldier is freed.

Hamas and Israel are bitter enemies who do not talk directly to each other, so Egypt, joined recently by Germany, has been mediating in on-again, off-again contacts.

The first sign of progress came Wednesday when Israeli Prime Minister Benjamin Netanyahu's office released a statement disclosing the deal – a recent videotape of the soldier in exchange for freedom for 20 Palestinian women prisoners.

The statement described it as a "confidence-building measure."

In Gaza, Hamas spokesman Osama Muzini confirmed the deal, which he said was struck after German mediators asked for information on Schalit's health, and Hamas responded that "nothing is free."

"Twenty prisoners will be released in exchange for the Zionist enemy's learning about his life through a cassette that shows him and reassures the enemy that he is still alive," Muzini said.

A Hamas Web site reported that the videotape was about one minute long. Israeli officials said it would include proof that it was taken recently. They did not elaborate.

Commenting on the deal, Israel's ceremonial president, Shimon Peres, called it "a positive step in the negotiations, but the road to (the soldier's) release is still long."

Such a deal could be critical for the 1.4 million residents of Gaza who are mired in poverty and facing shortages of vital supplies because of the punishing blockade, imposed after Hamas overran the territory in 2007 and expelled forces loyal to Western-backed Palestinian President Mahmoud Abbas.

The shortages have prevented Hamas from repairing the massive damage caused in Gaza by an Israeli military offensive last winter, aimed at stopping daily rocket fire.

On Wednesday, Israeli warplanes attacked three smuggling tunnels between Egypt and Gaza – the main lifeline into the blockaded territory – in retaliation for rocket attacks over the past several days, the military said.

The captured soldier's long plight has become a festering sore in Israel, with large, tearful rallies on his birthdays and frequent media appearances by his father. Reflecting wide support for the cause, one Israeli TV anchor ends his daily newscast by mournfully reciting how many days the soldier has been held captive.

Lately, however, Israeli opponents of such a deal have been speaking out, warning that releasing top Palestinian militants could result in the deaths of many Israelis in renewed attacks – as has happened after previous exchanges.

Earlier this month, Defense Minister Ehud Barak told a group of high school students to "stop whining" when they challenged him about the Schalit case. Barak then said soldiers must realize that "fulfilling their missions requires a willingness to risk their lives."

Barak endured a storm of criticism for his blunt remarks, but some praised his attitude, crediting his military record. A famed commando who rose to become military chief of staff, Barak, 67, is Israel's most-decorated soldier.

Also Wednesday, a 17-year-old Palestinian was run over and killed by an Israeli army jeep in the northern West Bank village of Yabad.

The military said as Palestinians threw rocks at an Israeli army patrol, a jeep "experienced mechanical difficulties" and accidentally hit the youth.

Gilad Shalit is as much a victim of Israel's decades long insane pursuit of conquest in the West Bank and Gaza as are the people of Gaza and the West Bank. Israel can end this mess anytime it wants. Israel just doesn't want peace based on how it behaves.

None of this discussion is relevant since Hamas will not release any such video. Shalit is dead and has been for some time. This is all part of Hamas' competition with Fatah to show the Palestinian people who can do more against the hated Israelis. If Shalit was alive they would have broadcast one of those Islamic Hostage videos where he declares that Israel is doing war-crimes blah blah blah.

Hamas saw how Hezbollah lost street cred once it gave up its hostages (again corpses) and they don't want to lose what little leverage they have. A couple of months ago it was announced the Pres. Carter was going to escort Shalit out through Egypt, of course it never happened, even with Carter fasting for Gaza. Hamas just wants to keep this game going, I guess that it sure beats compromising with the Israelis, giving up on their dream of destroying Israel and taking out the trash.

It's hard for me to say it, but you're most likely right. Hamas is the worst thing that has happened to the Palestinian people. Look how many have died as a result of their greedy rule and stagnation of the Peace process with Israel. People like to blame the Israelis for everything. They should blame Hamas just as much if not more for their unwillingness to hold themselves accountable for their misdeeds.

Of course my character will probably be attacked for saying what I said. I can live with that.

Both sides are in violation of the Geneva conventions. Israel has actively defied the conventions in it's illegal annexation of Golan Heights, and its attempt to displace and eradicate the native population. They are both rogue states.

But Israel is mostly responsible for the rise of Hamas. They actively assassinated the legitimate leaders of the Palestine, because their continual appeal for international intervention and law were seen as a threat to Israel. So they effectively destroyed the scholarly/legitimate leaders and the people turned to the the alternative.

I thought that one of the most basic principles of law was "inocent until proven guilty", and, since thousands are imprisoned without any trial, guilt cannot have been proved and those, at least, should be released.

It is not comfortable reading, and unfortunately tends to suggest that conditions in Israeli jails are quite some way short of minimally acceptable.

I would like to point out that this is a religious war for israel...and it is being perpetrated by religious extremists who do not happen to be islamic. It is religious intolerence pure and simple to declare yourself a "Jewish State" when a high percentage of your population is (or was before they were forced out) either muslim, christian or athiest. To demonize only isalmic extremism neglects the true nature of Jewish and Christian extremists.

Excellent! I agree with every word, especially "To demonize only Islamic extremism neglects the true nature of Jewish and Christian extremists." To expect the Palestinians whether Muslim, Christian or of no religion to recognize Israel as a "Jewish state" is the same as asking Americans to give up their rights of citizenship for themselves & all of their descendants. This is immoral, inhumane & inexcusably racist. The Obama people who are referring to Israel "as a Jewish state" ought to be ashamed of themselves.

There are hundreds of Palestinian prisoners held by Israel, and we do not know their names. Several of them are duly elected members of the Hamas Parliament. That said, I also wish for the release of Gilad Shalit, and hope he is in good health. The people of Gaza hardly have enough water to live, and very few medical supplies.
For those who say these women and children are suicide bombers, those activities have stopped as Hamas has ordered. Any forward movement, any sign of trust building is positive. The news we receive is slanted strongly toward Israel, which surely has a right to stand. But there is another nation on that land, and its people also deserve to live in peace.

This shows quite clearly how each side values life differently. In exchange for information about a kidnapped soldier, Israel is willing to release 20 jailed Palestinian women. God knows how much Israel will have to pay for Shalit. May God help him.
And let it be clear for everyone that he was KIDNAPPED, not arrested. Regardless of his military status, when the other side negotiates to prove that a captive enemy is alive, that is enough to call it a kidnap.

Wrong. Prisoners of war have certain legal rights that Shalit is being denied. He is not a POW, he's a hostage. If he were a POW, he'd be allowed Red Cross visits.

This sentence in the story is written in a way that allows the events to be misunderstood:

A better writing would be:

Yes, there are so many points in this article that do not present a fair viewing because the AP article frames the event very selectively delineating violence perpetuated by one side only, for the most part with only a vague nod at the end of the article to "frequent friction between Palestinians and Israeli settlers, with the Palestinians mentioned first even though they are the victims of the vandalism. Nothing about how the settlers are armed; how many settlers have harrassed & killed peaceful Palestinian protesters et al.

Israel "will release," or "the Israeli "cabinet approved the deal" but Hamas "is demanding" or "Egypt is trying" or "Palestinians complained." Positive actions on one side are emphasized. The familiar context about Gilad Shalit is given for how the Israelis feel. Very little if no context about exactly how many Palestinian prisoners, many of them children, remain in Israeli prisons or how their families might feel about them. But of course once again we are reminded of how his family & Israeli society at large feels about Gilad's capture by "Hamas-linked militants" who also killed two crewmen on the tank. We are also told Hamas is demanding release of prisoners "serving violent attacks on Israelis." AP, this method of news-reporting is becoming increasingly more ridiculous because it does not show the violence coming from both sides.

Only the other day there was a piece here I believe showing the latest cartoon character - a bear who prods the audience - no doubt the Barney the purple dinosaur set, to kill the Jews

What's really ridiculous is how some people choose to filter out all the reality that provides the proper context for how its reported.
