WASHINGTON – President Barack Obama said Wednesday he planned to nominate an openly gay lawyer as the U.S. ambassador to New Zealand and Samoa. If confirmed by the Senate, David Huebner would become the third openly gay ambassador in U.S. history and the first pick by this administration. In a statement released from the White House, Obama said he looked forward to working with Huebner and is confident he will represent the United States well in the Pacific region.

Huebner is based in Shanghai, where he handles international arbitration and mediation cases for a U.S. firm. A graduate of Princeton University and Yale Law School, he is also the Gay and Lesbian Alliance Against Defamation's general counsel and previously served on the group's board.

He also has chaired the California Law Revision Commission, served as president of the Los Angeles Quality and Productivity Commission and taught at the University of Southern California's Gould School of Law.

Obama's announcement is a gesture just days before he speaks to a gay rights fundraising dinner on Saturday and gay activists march on Washington on Sunday.

Obama's relationship with gay activists has been rocky since his election. Gays and lesbians objected to the invitation of evangelist Rev. Rick Warren's to participate in Obama's inauguration because of Warren's support for repealing gay marriage in California. Obama responded by having Episcopalian Bishop V. Gene Robinson, the denomination's first openly gay bishop, participate at another event.

As president, Obama hasn't taken any concrete steps urging Congress to rescind the Clinton-era "don't ask, don't tell" policy that allows gays and lesbians to serve in the military as long as they don't disclose their sexual orientation or act on it. Some former chairmen of the Joint Chiefs of Staff have acknowledged the policy is flawed.

The office of the current chairman, Adm. Mike Mullen, signed off on a journal article that called for lifting the ban, arguing that the military is forcing thousands of military members to live dishonest lives.

Obama also pledged during the campaign to work for repeal of the Defense of Marriage Act, which limits how state, local and federal bodies can recognize partnerships and determine benefits. But lawyers in his administration defended the law in a court brief. White House aides said they were only doing their jobs to back a law that was already on the books.

Officials said Obama's slow and incremental approach to the politically charged issues has produced some gains.

"The president made commitments on those issues — not just, quite frankly, in a presidential race but ran on some of those commitments in a Senate race," White House spokesman Robert Gibbs said. "They are commitments that are important to him and he is intent on making progress on those issues and is working with the Pentagon to ensure, at least in 'don't ask, don't tell,' that we make progress on it."

Obama has expanded some federal benefits to same-sex partners, but not health benefits or pension guarantees. He has allowed State Department employees to include their same-sex partners in certain embassy programs available to opposite-sex spouses.

On Wednesday, Gibbs said the administration was working with the Office of Personnel Management to expand those benefits.

But that remains far short of his campaign rhetoric.

"At its core, this issue is about who we are as Americans," Obama said a 2007 statement on gay issues. "It's about whether this nation is going to live up to its founding promise of equality by treating all its citizens with dignity and respect."

2nd attempt at this post: Here is a link to David Huebner's page at his law firm: http://www.sheppardmullin.com/attorneys-296.html He appears to be very qualified to be an ambassador to me, certainly better than Bush's appointment to the Netherlands a few years ago. That man's chief qualification appeared to be that he had been a big contributor/fund raiser for the Republican Party. The Republican had become rich running a subprime mortgage company which financially ruined countless Americans.

I am tired of seeing people called out for theor gender, race or sexual orientation. The less often we call someone the "first" woman or the "first" gay person to serve, the sooner it will become the norm. Every time we identify someone according to just one aspect of who they are, we are furthering the divide and highlighting our differences rather than our commonalities.

Been done before. Frankly I am not at all impressed. I would much rather see a piece of legislation that allowed me the same civil rights and protections as a straight person than see one person elevated as an act of token politics.

God knows I have no problem with the Gay community. But, like everyone else, the Gay community wants action by the President RIGHT NOW. I still say, give the President a chance. He has been in office nine months and working hard ever since. I just believe the President preserves the RIGHTS of all Americans. Not like in the past. No one is discriminated against under this Administration. I believe always, we, the gay community and any other impatient persons should give the President a chance.

You are sadly mistaken. People's careers and sometimes lives are being ruined everyday by this administration's lack of initiative on DADT. People's spouses are denied benefits coverage, financial security, and legal security. Maybe he didnt pass the legislation that runs the machine, but he could choose to stop it-as he promised- and he has not. I ask you to consider what ONE day would be like with yourself denied the same benefits and opportunities EVERYONE else has. It would be one day too many.

I agree, it takes time to implement decisions, and he has not even completed one year. But I do expect to see some positive action on his part regarding this issue, before his term is up.

I'm in New Zealand and can assure you it wont be an issue.

We have openly gay people in many elected positions of power....t­he only criteria is whether they are good at their job. Sexual orientation simply is not an issue that we get excited about. Each to their own.

Just so you know we are cool with it in NZ. We had a transexual MP Georgina Byers and she did a great job. We believe in the rights of the individual down here and our "socialist" health care system isn't too shabby either

The New Zealand Department of Labour recently announced it will begin requiring a blood test that screens for HIV, hepatitis B, and liver and kidney function for all foreign visitors who plan on staying in the country for more than one year.

Sigh. We have a long way to go.

I hate to burst your bubble, but your children probably already have gay people around them, you just don't know it yet, and perhaps neither do they. In fact, maybe one of your kids IS gay. If so, how will you deal with it?

A certain percentage of the population is and will be homosexual, just as a certain percentage will have red hair or blue eyes. No matter where you go it's tough to hide from DNA.

How can your children possibly make life choices without 'influence'? It's precisely because we experience things and events which influence us that enable us to make choices in our life.

If you want your children to grow up to be happy, healthy, moral and good human beings, then I would think your aim should be not to deny them experience of a wide range of view, opinions and knowledge but to allow them to embrace the world in all its many forms.

Lets see Tolby. Have you really truly and firmly checked the sexual orientation of every person your child has come in contact with and do you really believe you can insulate your child from everyone in the world who is gay??

How about the gay teacher who may be the one who gets your kid into college? The gay doctor that may be able to save their life some day? How about the gay firefighter that may have to show up at your house? Or any of the other people in the world that may be gay and have to supply a service?

In your little bigoted world you may believe that Junior does not come into contact with gays but the truth is that if your child is alive and comes into contact with other people he is meeting gay people all the time.

I pity your child, growing up in a bigoted household and afraid that everyone he meets may be one of "them"

I believe in and will fight for human rights and equality for all. However, IMO being "gay" is not a gender or race, but it does have a face. IMO it is a personal preference, and it should definitely not be a national issue. In so speaking, (heteroly(sp)), I will never understand, but will remain tolerant.

The rights and privileges afforded by marriage are exactly a national issue. Without a federal level law or recognition of these rights, state laws are only a bandaid. Welcome nonetheless, but still not what we as a country need.
