that's probably because it is a ill-conceived idea
which would better be scrapped all together than
actually implemented!...

Not the best of ideas. One odd thing from the article. I noticed that the last snow removal date was April 15. What would happen if we got nailed with a nice little snowstorm on April 16? Would they get paid more to do the plowing or would the contracted company just say to to plowing?

I can remember at least one snowstorm that dumped over a foot of snow around April 2nd back in the day. We have seen snowflakes in May.
