The White House on Friday renewed its push for a consumer financial protection agency with President Obama and a senior economic official warning Congress and the U.S. Chamber of Commerce, the nation's biggest business lobby, not to get in the way.

"...It has never been more important to have a watchdog function like the one we've proposed," Obama said. "And yet, predictably, a lot of the banks and big financial firms don't like the idea of a consumer agency very much. In fact, the U.S. Chamber of Commerce is spending millions on an ad campaign to kill it."

Referring to the messages in those ads, Obama said they're "completely false."

In a conference call with bloggers, Austan Goolsbee, a member of Obama's Council of Economic Advisers and the chief economist for the White House Economic Recovery Advisory Board, reiterated the anti-special interest line, but also added that lobbyists determined to kill or defang the new consumer-focused agency continue to hold great sway with members of Congress.

"It's really important that we keep the focus on what is in the public interest," Goolsbee said. "But without that focus this thing just becomes yet another bill that's down in the bowels of the Banking Committee and Congress, and it gets chewed up and pushed by special interests, which is basically how we got to the regulatory environment we were in before that burned down and burned down the whole neighborhood with it."

Obama made a similar claim.

"But all this hasn't stopped the big financial firms and their lobbyists from mobilizing against change. They're doing what they always do - descending on Congress and using every bit of influence they have to maintain a status quo that has maximized their profits at the expense of American consumers," he said. "And since they're worried they may not be able to kill this agency, they're trying their hardest to weaken it - by asking for exemptions from this agency's rules and enforcement; by fighting to keep open every gap and loophole they can find. And they're very good at this, because that's how business has been done in Washington for a very long time. In fact, over the last ten years, the Chamber of Commerce alone spent nearly half a billion dollars on lobbying - half a billion dollars."

The ambitious original proposals to protect consumers and reform the financial industry have already been scaled back.

"Unfortunately, the damage from corporate lobbying in Congress may have already been done," said John Taylor, president and CEO of the National Community Reinvestment Coalition, a pro-consumer association of more than 600 community-based organizations. "We thought Senator [Dick] Durbin (D-Ill.) made an apt and figurative statement when he said that the banks owned Congress, but perhaps his comment was meant to be literal. The ability of the proposed Consumer Financial Protection Agency (CFPA) to protect the most financially vulnerable individuals and communities has already been undermined by substantial changes to the bill."

Remarks of President Barack Obama--As Prepared For Delivery Consumer Financial Protection Event Friday, October 9, 2009 Washington, DC

Good afternoon. For the last several months, this administration has been working with Congress to reform an outdated system of financial regulations and lax oversight that helped lead to last year's crisis. And I want to thank Chairman Chris Dodd, Chairman Barney Frank, and Senator Richard Shelby for the leadership and enthusiasm they've shown throughout this process.

Part of our reform effort involves putting in place new safeguards that would help prevent the irresponsibility and recklessness of a few from wreaking havoc on our entire financial system. We want to close gaps in regulation, eliminate overlap, and set rules of the road for Wall Street that make fair dealing and honest competition the only way for financial firms to win and prosper.

But a central part of our reform effort is also aimed at protecting Americans who buy financial products and services every day - from mortgages to credit cards. It's true that the crisis we faced was caused in part by people who took on too much debt and took out loans they couldn't afford. But my concern are the millions of Americans who behaved responsibly and yet still found themselves in jeopardy because of the predatory practices of some in the financial industry. These are folks who signed contracts they didn't always understand offered by lenders who didn't always tell the truth. They were lured in by promises of low payments, and never made aware of the fine print and hidden fees.

Secretary Geithner and I just finished meeting with some of these Americans who've joined us here today. You already heard from Patricia, who was forced to pay thousands of dollars in interest on a $550 payday loan. We also heard from Susan Chapman, who had excellent payment history until she was contacted by a broker who told her that she could lower the monthly payments on her mortgage. Instead, the loan they sold her ended up increasing her debt, and her principal has now gone up $20,000.

We talked with Karen Cappuccio, who is still fending off foreclosure because her mortgage company duped her into taking out two expensive loans when they had originally promised her one low, fixed rate mortgage. We talked with Maxine Given, whose bank hit her with four separate overdraft charges because of one mortgage check that they ended up rejecting the very next day. And we talked with Andrew Giordano, whose bank made a mistake that cost him over $800 in overdraft fees. And when he caught their mistake, the bank only refunded part of the fees.

As we've seen over the last year, abuses like these don't just jeopardize the financial well-being of individual Americans - they can threaten the stability of the entire economy. And yet, the patchwork system of regulations we have now has failed to prevent these abuses. With seven different federal agencies each having a role, there is too little accountability, too many loopholes, and no single agency whose sole job it is to stand up for people like Patricia, Susan, Maxine, Andrew and Karen - no one whose chief responsibility it is stand up for the American consumer and for responsible banks and financial institutions.

Under the reforms we've proposed, that will change. The new Consumer Financial Protection Agency that I have asked Congress to create will have just one mission: to look out for the financial interests of ordinary Americans. It will be charged with setting clear rules of the road for consumers and banks, and it will be able to enforce these rules across the board.

This agency will have the power to make certain that consumers get information that is clear and concise - in plain language - so they can compare products and know exactly what they're getting into. It will ensure that banks and other firms cannot hide behind those ridiculously confusing contracts - pages of fine print that no one can figure out. It will have the ability to enforce and build on the credit card reforms we passed earlier this year, so that consumers aren't hit with unfair rate hikes, penalties, or hidden charges. It will require brokers to look out for the interests of families if they give advice about mortgages. And it will ensure transparency and fair-dealing for other financial products, like bank overdraft services and payday loans.

In a financial system that has never been more complicated, it has never been more important to have a watchdog function like the one we've proposed. And yet, predictably, a lot of the banks and big financial firms don't like the idea of a consumer agency very much. In fact, the U.S. Chamber of Commerce is spending millions on an ad campaign to kill it. You might have seen some of these ads - the ones that claim local butchers and other small businesses will somehow be harmed by this agency. This, of course, is completely false - and we've made clear that only businesses that offer financial services would be affected by this agency.

Contrary to what some have argued, this agency would not restrict consumer choice and innovation. Nothing could be further from the truth. In the past, a lack of clear rules led to innovation of the wrong kind: the firms that did best were the ones that did the best job of hiding the real costs to consumers. By contrast, the consumer agency we're proposing would set ground rules so that firms don't have to compete to confuse families, but to give them better choices. This will also help small business entrepreneurs who often rely on credit cards and home equity loans to finance their start-ups.

But all this hasn't stopped the big financial firms and their lobbyists from mobilizing against change. They're doing what they always do - descending on Congress and using every bit of influence they have to maintain a status quo that has maximized their profits at the expense of American consumers. And since they're worried they may not be able to kill this agency, they're trying their hardest to weaken it - by asking for exemptions from this agency's rules and enforcement; by fighting to keep open every gap and loophole they can find. And they're very good at this, because that's how business has been done in Washington for a very long time. In fact, over the last ten years, the Chamber of Commerce alone spent nearly half a billion dollars on lobbying - half a billion dollars.

Well the stories we heard today remind us that the American people cannot afford business-as-usual any longer. These Americans cannot afford high-priced lobbyists to argue their case. They are counting on us to be their advocate; to be their voice; to restore a sense of responsibility from Wall Street to Washington. That's why we need a Consumer Financial Protection Agency that will stand up not for big banks and financial firms, but for hardworking Americans. That's why we need regulatory reform that will reward innovation and competition instead of short-cuts and abuse. And that's why we cannot let the special interests win this fight.

We have already seen and lived the consequences of what happens when there is too little accountability on Wall Street and too little protection for Main Street, and I will not allow this country to go back there. It is time to move forward. It is time for real change. And I am confident we will get it done. Thank you.

The first order of business for the Congress should be to get its own affairs in order before attempting sweeping reforms in major industries; key Congressional leadership is way too cozy with the industries they’re claiming to reign in. We have Senator Chris “Thanks AIG!” Dodd chairing the Banking Committee. “Mandate” Max Baucus, who is basically elected to office by the largess of the health insurance industry, is heading up healthcare reform. Are these the people we want protecting us? It is highly unlikely top officials like these have the interests of the people in mind at any time other than election day.

And you call it what ... "lobbying?" "Campaign contributions," perhaps?

Why don't we call it what the Supreme Law of our Land calls it, and do what the Supreme Law says (Article 2, Section 4), to wit:

"The President, Vice President and ALL CIVIL OFFICERS of the United States, S-H-A-L-L be removed from Office on Impeachment for, and Conviction of, Treason, B-R-I-B-E-R-Y, or other high Crimes and Misdemeanors."

Kindly notice:
(1) ALL CIVIL OFFICERS are included, up to and including the top-dogs.
(2) "SHALL BE" is an imperative verb-phrase. It does not allow "no thanks, I'd rather not."
(3) BRIBERY is called by its true name.
(4) ... and it sits adjacent to the word, "TREASON."
(5) The due process of law (impeachment...) is maintained, but the obligation to pursue it is quite clearly also unconditional.

It's rather hard to imagine how a group of less than 700 people could consume $500,000,000.00 in the first place. (You do the math.) But the Supreme Law of the Land clearly convicts them thereby of a Felony that it rates equally with Treason. (And you may recall what the military does to traitors?)

This administration believes that ANY opposition to their policies is either racially motivated or corporate lobbyists motivated.
They do not want to hear a debate on th e issue because "the debate is over", to quote Al Gore on climate change.
They feel like they are morally perfect in the policies they propose, and therefore any opposition is beneath them.
This administration is no different than a type of theocracy really. They just have a different God. The public interest.
Doesn't anyone realize that the "public interest" can be defined in a myriad of ways, and that one person's purlic interest is far different from another's public interest.
Progressives like this "public interest God", because, just like with racism, it allows them to feel morally superios and to attack all opponents as being against the purblic interest God, without addressing the merits of the policies.
I believe that the vast middle right/independent america is seeing through this hollow strategy.
I hope, for the sake of our country, that they are.
We don't need a public interest God ordering us around anymore than we need a religious God ordering us around.

As a merchant who has to deal with credit card fraud in my business I can tell you from experience that there are many city, state, and federal agencies to contact about consumer fraud.

Sure, you can submit your complaint on-line or through the mail. And you will get back a standard response tanking you for your information and they will look into it.

And that will be it.

In the state of California the criminal companies, EBay and PayPal, are in cahoots with the State so forget about getting any help from them and their fangs are into Congress.


Obama is 100% FOS with this stuff. He is was honestly serious he would look into why the multitude of existing federal and state and city agencies charged with such tasks do next to nothing. O just wants this is an achievement notch and it is as phony as his pending Nobel PP.

Impugning the motivation of a President who's working very hard - you can't imagine the former President even thinking about protecting consumers - is looking a gift horse in the mouth.

What are u doing about it. Im a small business owner too. Join with your local chamber of commerce and address your issues to Attorney General Jerry Brown. Mr. Brown is known fro reigning in the corporate crooks lioke the mobile phone, cable, energy companies so why not ebay and paypal. Secondly the Consumers Protection the POTUS is talking about is watching the credit and financial services industry as they create policies like 0% intro offers or subprime lending offers or hedge fund rules etc. And about B.O being FOS. Ask yourself what would McCain being doing about this-NOTHING

The Kansas Chamber of Commerce supported the building of coal fired plants. They talked about the jobs it would provide. It would provide few jobs and more than likely, most of those jobs would come from outside of Kansas, including, quite likely, illegal aliens. They said that Kansas needed the power, while 85% or more of the power would go to other states. They ran ads on TV constantly to support this nonsense. They were aware that the scientists in Kansas would not give a permit to build these plants because of the level of pollution it would cause. They had already rejected the plants. We eventually learned that the mining, transportation and energy companies were all tied in together, making big profits from this gravy train and instead of accepting the science, the clear evidence of pollution and health problems, their profits were much more important. They are worse than drug dealers in my opinion. When Sebelius went to work for Obama, within hours, the new governor, Parkinson, made a deal with these thieves. Now, it will be up to the feds to overrule this corrupt decision.

We need to know exactly what was compromised on this bill and who supported it, if in fact it was already compromised. We need to know the major points and what is a loophole. Until we can get to a place that each element in a bill that is relevant is attached to a lobby and congressperson, it is impossible to penetrate the wall of congress broad-brush rhetoric.
We must get to specifics so we can act in a responsible and cohesive manner and not spin our wheels. Ideological broad brushing must stop and yes, we need to get in the weeds a bit and then expose those that truly are going against an effective bill. Plus on the other hand, we need to hold Obama accountable if a bill is in fact passed without teeth or is in fact a net giveaway in a business as usual manner.
More facts. Please.

There are few organizations as ANTI American workers/taxpayer/consumer at the Chamber of Congress. It actively encouraged an increase in H1B and other visas while applauding companies shipping jobs overseas.

It opposes EVERY major inititives from climate change to pollution and industrial waste control. It's an organization that puts corporations ahead of morals, ethics and national interests.

It's a reflection of the corporatism that created the mess we're trying to endure.

The same way the White House has decided recently to answer swiftly to any misinformation, distortion, and just plain lies that come from the right wing screed machine, they should similarly put the likes of Elizabeth Warren out there front and center to refute the lies coming from the right, concerning this subject, and all things financial.
This woman is truly a gem. It cannot be overstated how necessary it is to have her voice heard, in the midst of this debate. She offers simple and sober explanations for what is happening and how we should address them, for the betterment of the American people.

Do you think he does things alone? Do you really think it is that simple? Sitting around grousing about what you perceive as having been done or not, gets us nowhere. I don't assume to know how engaged you are, or are not, in the ongoing fight for our survival as citizens of this country, but I do know this.
Unless you are involved, and unless you can find a way to grouse less and support the efforts of the President more, collectively we will go nowhere.
I'm not talking about blind obedience and subservience, just that if you're going to be contrarian, do it constructively. Don't whine like a child who believes he's been lied to, suggest a different idea or course of action. Push your fellow citizens to get involved or start a movement of your own. There are many ways to do something helpful; whining doesn't help.

In my personal opinion I feel lobbying is an act of treason, to do things to negatively affect our nation for your own or others best interests and not the peoples when you interfere with how the government is run by paying congress or any other government official, you are breaking the vow to speak for the people whom elected you.

If your decisions are guided or influenced by outside factors i.e.lobbyist or corporations spending money to weigh in on laws and rights . that should be illegal and punishable like treason for doing harm to this nation. Think about it lobbying is bribery and bribing a public official is a crime ! so lock the lobbyist up and those who take the money.
Or just shoot them for treason !

The whole time the mortgage crisis was developing, the Fed had the power to stop it. They were asked to act again and again on abusive mortgages and absolutely refused to act.

Consumer protection must be in a separate organization, an organization with just one function, protect consumers, so that if they fail in that one function, they will be called to account.

I hope for many reforms so the abuses of the last 8 years don't happen again, but everything from the wuss in the white house is merely a suggestion, he'll never stand up for anything.
