TIJUANA, Mexico — The mutilated body of a state official who authorities said was suspected of giving fake driver's licenses to drug gang members was found hanging from a bridge Friday in the Mexican border city of Tijuana.

Relatives identified the man as Rogelio Sanchez, a Baja California state official in charge of driver's licenses, said Prisma Perez, a spokeswoman for the state Attorney General's Office. Sanchez, 44, was kidnapped Wednesday as he left his home in Tijuana.

"The investigation indicates he had been giving licenses to organized crime," Perez said.

His body was found hanging from the Morelio bridge at 5:30 a.m. in an industrial zone of Tijuana, just as factory workers were beginning to arrive for work.

Mexico's brutal drug gangs often dump mutilated victims in public places.

Gang violence has killed more than 13,800 people since President Felipe Calderon launched a nationwide crackdown on drug cartels in December 2006. Many have been police and other government officials who are often attacked near their homes or inside their cars.

Calderon has acknowledged that rampant corruption is a major obstacle in his fight against drug trafficking. Hundreds of police – and many top-level government officials – have been fired or arrested for suspected ties to cartels under the Calderon government.

Tijuana, across the border from San Diego, is one of Mexico's most violent cities and the center of a bloody battle between the Arellano Felix cartel and a gang reputedly led by Teodoro Garcia Simental.

Also Friday, police in the Pacific coast state of Guerrero reported finding the bodies of 10 men, all apparently shot to death. Signs left next to the bodies read: "This is what is going to happen to all thieves and extortionists. You know what you're getting into. Respectfully, the Boss of Bosses."

In a statement, the Guerrero state Public Safety Department did not offer any immediate explanation of the message or information on the victims.

Most of the bodies were bound and dumped on roadsides. Several had their heads bound in packing tape. Police were alerted to the bodies by a series of telephone tips.

Officials in the western state of Jalisco said four suspects were killed and 17 arrested Friday in an hours-long gun battle between members of a criminal gang and soldiers and police in a rural part of the state.

The state attorney general's office said the clash began when the suspects were detected by police and took cover on a hillside.

Authorities called in police helicopters to fight the suspects, who fired at the aircraft and hit one. A Mexican army helicopter gunship was then called in. One soldier and a police officer were wounded in the battle.

Prosecutors said they seized grenades and other weapons.

Later in the day, authorities in northern Chihuahua state reported that gunmen killed a soldier in an attack on army vehicles near the hamlet of Colonia LeBaron on Thursday. Five men and seven women were detained.

The army has been patrolling the area since anti-crime activist Benjamin LeBaron and a neighbor were slain there July 7.

I just spent 5 months in mexico city and there are so many wonderful people and there are so many simple people and there is so much corruption and everything takes forever to get done and its a mess. Yes there are wonderful people everywhere throughout mexico and the culture is rich with art and food and music, the culture is also shattered and affraid and the government is corrupt and the workers are underpaid and the women are treated like wilma from the flintstones. its getting better in mexico but it still has a long way to go. The big money rules and the rest are stuck in what is a violent horrific country filled with violent corrupt gangs and cartels and government, the cycle will not be broken anytime soon. there are too many breaks in the system and it will take a revolution to change the way everything opperates in this country. is a beautiful sad place.

I am retired in Oaxaca, Mexico. And I am so damned tired of the media stubbornly sticking to it's 3-note policy on reporting about Mexico: drugs-gangs-immigration. There is so much more going on here that it worth knowing about, but you have to develop the story and the interest. Too much work, maybe? Does anyone have any correspondents that live and report from SOUTH of Mexico City?

As bad as these drug wars are, I have to wonder how the murder rate in Mexico compares to the USA?

I don't get it. What was the apparent motive? If this Sanchez was providing fake IDs to gang members, why would they want to kill him? It would seem more likely that Police or Army officials took revenge.

Maybe the same thing should happen here. There are plenty of corrupt officials here, from city, state and federal offices. And don't forget the corruption in the mega corporations and banks, these are the same people who are to blame for the state of the economy and misery that the people of America and the world are experiencing.

Do you really think the problem is that these officials wont say "no" to these gangs?

Or, more likely is that they CAN'T say no.

Many of these officials are truly caught between a rock and a hard place. They need outside help. If I was a government official and one of the all and empowered drug cartels came to me wanting something, if I say "no" how fast will my immediate family become endangered?

I am not saying there are not other ways of possibly getting out or avoiding the situation, but I can see how there are 2 sides to the corruption in Mexico's situation.

How many people have to die over a harmless drug before it becomes legal. It only took 14 years of prohibition of alcohol before it was decided enough people had died and that is a dangerous drug. It's already been 60 years of marijuana prohibition and people are being killed every day over it. It's just plain idiotic to continue this prohibition.

Mexico is on the way to a civil war... its a nearly failed state and if we don't get more involved, we will have an even bigger cesspool on our borders....

I don't know how many on this list have been to Mexico City but I have to say it, it smells like a garbage dump. It was in my hotel, in my clothes, my hair, the restaurant.... I couldn't wait to get away from it... Then came the barrios covering the hillsides on the way to Teotehuacan... the despair is palpable... Starving dogs in the streets, garbage everywhere, open air meat markets, suspicious food, water and drinks, a constant bombardment of beggars and peddlars, etc.... and that is just from the perspective of somebody who spent a week there on business... People live there, if you can call it living...

The countryside was much nicer, the food was good and the hospitality was very nice. Its all good in some little local economies but the cities are awful...

I see at least one was upset by the photo.

Perhaps an entire section devoted to real photos such as this might just be what the viewing (watcher) public needs.

Graphic, unedited photos of the impact of violence upon the people of the world.

Cut the crap, drop the bells and whistles, lay it all out.

Keeping it real is necessary and cd. help things out in the long run.

Personally I think it depicable to show images of killing for commercial purposes.

Didn't we learn anything from Prohibition?

Legalize it, tax it, and use the money now being used in the criminalization process for treatment and education.
Oh Lord! Supposed it was found out that ground up dandelions would give you a high. Would homeowners be arrested if their lawns produced these crops?
The only way the drug war will be won is by curtailing the demand.
As a retired teacher, I use to put a textbook under my jacket, and asked my students how much would they give me for it? Of course, I had no takers.
Then I took out a $10. bill, and I asked (not standing near anyone) who wanted the ten-spot. Everyone did.
Then I substituted $1.00 (which I could afford to give up). There were only a scant few who wanted it
My point. If there is diminished demand, and it became affordable, I believe the criminal element would drop off dramatically, and just like gambling, alcohol and the stock market it could be a regulated menace and would save countless lives.

Here in Texas we just had a bored teen looking for a cheap high OD this past summer from Poppy Seed Tea.
