Nationalize the banks in their entirety. Straighten them out, then spin them off as lots of little banks with lots of competition, and ban forever the "too big to fail" nonsense we have now.
These banks are a classic example of why anti-trust is so important to a nations economy. They are able to extort trillions from the worlds governments to save themselves, and our respective countries treasuries are damaged as a result.
