KAZAN, Russia (AP) -- U.S. Secretary of State Hillary Rodham Clinton on Wednesday challenged Russians to open up their political system and embrace diversity and dissent, saying that Cold War-era thinking would limit their prosperity in the 21st century.

Clinton spoke to university students in Moscow and then traveled east to Kazan, the capital of Russia's religiously and ethnically diverse republic of Tatarstan. The informal meetings, which wrapped up a five-day tour of Europe, were aimed at helping redefine U.S.-Russia relations.

She stressed to the students that Russia's prosperity was dependent on its willingness to cultivate core freedoms, including the freedom to participate in the political process.

"Citizens must be empowered to help formulate the laws under which they live," she told about 2,000 students at Moscow State University. "They need to know that their investments of time, money and intellectual property will be safeguarded by the institutions of government."

Her message to the students appeared aimed in part at countering the fears of Russia's beleaguered liberal democrats that the U.S. would no longer seek to hold the Kremlin accountable for the rollback of democracy and violations of human rights in exchange for Russia's cooperation on Iran and Afghanistan.

"In an innovative society, people must be free to take unpopular positions, disagree with conventional wisdom, know they are safe to challenge abuses of authority," Clinton said.

"That's why attacks on journalists and human rights defenders here in Russia is such a great concern: because it is a threat to progress," she said, standing in front of the university auditorium's monumental Soviet mosaic topped by a red hammer and sickle.

Clinton told the students that one of the books that most affected her life was "The Brothers Karamazov" by Russian writer Fyodor Dostoevsky, in particular the parable of the Grand Inquisitor, which she saw as "an object lesson against servitude."

"I believe one of the greatest responsibilities we have as human beings is to open ourselves up to the possibility that we could be wrong," she said. "One of the greatest threats we face is from people who believe they are absolutely, certainly right about everything and they have the only truth and it was passed onto them by God."

Clinton returned to a favorite theme of President Barack Obama's -- the need to move past the Cold War.

"We have people in our government and you have people in your government who are still living in the past," she said. "They do not believe the United States and Russia can cooperate to this extent. They do not trust each other and we have to prove them wrong."

In closing, she expressed hope that Russians and Americans would come to feel like partners.

"I chose partnership and I chose to put aside being a child of the Cold War. I chose to move beyond the rhetoric and the propaganda that came from my government and yours," she said, telling them: "That's a choice every one of us can make every single day."

The students responded with polite applause.

The U.S. is seeking Russia's support for tough new sanctions if Iran fails to prove its nuclear program is peaceful. But Russian Foreign Minister Sergey Lavrov dealt Clinton a setback Tuesday, saying Moscow believed such threats were "counterproductive" and that only negotiations should be pursued now.

In an interview that aired Wednesday on ABC's "Good Morning America," Clinton insisted she was still "very pleased by how supportive the Russians have been."

"I believe if sanctions become necessary, we will have support from Russia," she said.

Prior to the meeting with students, Clinton attended the unveiling of a statue of the American poet Walt Whitman on the university's campus.

Clinton said she chose to travel to Kazan because she heard it's a beautiful city where Muslims and Orthodox Christians live peacefully together. "I want to see that for myself and hear how successful that has been," she said in an interview on Ekho Moskvy radio Wednesday.

She is the first secretary of state ever to visit Kazan, which bills itself as Russia's third capital, and Tatarstan, an oil-rich moderate Muslim-majority republic that is often hailed as a model of multicultural tolerance.

Clinton was met at the airport by Tatarstan's longtime leader, Mintimer Shaimiyev, who took her on a tour of the Kazan Kremlin, including its Kul Sharif Mosque and Annunciation Cathedral.

"You are well known as someone who has fostered religious tolerance," she told Tatarstan's president. "It really is a wonderful example of what can be done if people work together."

Clinton returns to Washington late Wednesday.

Here Hillary goes again. Has Hilary ever cited the novel as transformative in her life before? When did she read it? When she was bringing peace to Northern Ireland or dodging bullets in Bosnia? She does have a tendancy to "exagerate".

BTW - I think she read it right around the time that Obama was reading the Life magazine article that stirred a "r@cial awakening" in him. It's indelibly burned into his memory, ....

.... even though it doesn't exist.

Actually, that's not fair, since we have no way of knowing whether she read the book, or it's affect on her, but we DO know that Obama's Life magazine article doesn't even EXIST ...

btw, straw man alert. How am a suddenly saying Hillary never read a book. She went to Wellesley and Yale. I have never once suggested she was not intelligent or well-educated, just dishonest, lacking integrity and good judgment. She may have cited the book frequently as a source of great inspiration in her life. I do not know. Or maybe she "recalled" it like she did dodging those bullets in Bosina, when it made a good story, truth not being of particular concern.

I'm suggesting Hillary has a long history of inventing her biography to serve her EGO, embellish her accomplishments, and the advantage of the moment. It is one reason so much of the nation views her as dishonest and untrustworthy.

Most of the things you claim she has "embellished" are 100% factually accurate, yet you STILL attack her , and excuse Obama for doing the same thing. Funny how you're just fine with Obama inventing his Life magazine "racial awakening". You have no problem with him fabricating ties to the kenned ys by claiming they brought his father here from Kenya. Of course, ....

Dear Hillary Clinton,

Excuse me but you seem to have a distorted view of what the job of Secretary of State entails. You are supposed to work for greater cooperation and peaceful dialog with other countries. Occasionally you need to demonstrate a very firm tone with people who are our enemies. In case of hostility you are supposed to see that we have allies in place to join us in our efforts. Its all called Diplomacy.

Nowhere in the job description does it say anything about running around the world telling other people what to think or how to behave on the national news. If it was we would have nominated you as Global Nanny. You certainly have not noticed but people tend to react badly when a foreigner comes into their country and shows up on the news for telling them how bad they are.

Now we all know that you are a bit miffed at being sidelined by Obama but please try to pay attention to the actual duties of the office and stop with the Nanny Tours.

ps. I do like that you stopped handing out 1.7 million every place you stop as you did in Africa. Did Obama hack your expense account?
