COLLEGE STATION, Texas — Calling public service "the essence of our liberty," President Barack Obama on Friday urged Americans to step up and volunteer in their communities.

Speaking at a community service forum in Texas, Obama said there's only so much government can do in tackling the nation's problems. He said government can build the best schools, but it can't run the PTA. It can buy the armed forces the best equipment, he said, but it can't give a home-cooked meal to a military family stretched thin.

"The need for action always exceeds the limits of government," Obama said. "While there's plenty that government can and must do ... there's a lot that government can't and shouldn't do and that's where active, engaged citizens come in."

The event was hosted by former President George H.W. Bush at Texas A&M University. Bush was the first president to create a permanent White House office dedicated to promoting volunteerism.

The forum was affiliated with the Points of Light Institute, which honors people and groups who participate in community service.

Bush first spoke of the "thousand points of light" in his acceptance speech at the 1988 Republican convention, using it as a metaphor for all the things Americans do, individually and in groups, to help fellow citizens. He created the Daily Point of Light Award in 1989 to honor volunteers. Friday's event honored the 20th anniversary of his volunteer movement.

In recognizing that initiative, Obama said Bush "didn't call for one blinding light to shine from Washington, but for a vast galaxy of people and institutions to solve problems in their own backyards."

The president said he's optimistic about the future, despite the recession and security threats, because young Americans today are more engaged in service activities than any generation in decades.

"In the end, service binds us to each other and to our community and to our country in a way that nothing else can," he said.

Obama, a Democrat, initiated a "United We Serve" call to service in June that culminated in a national day of service on the eighth anniversary of the Sept. 11 terrorist attacks.

"Our 44th president is absolutely right," Bush said as he was introducing Obama. "There isn't a more important time than now for us all to get involved."

Obama cited Bush's long record of public service, which began as a young fighter pilot in World War II. He said Bush's "life of service is an inspiration to all of us."

Several hundred protesters gathered outside the auditorium where Bush and Obama spoke. Bush had said the event was not political, but the protesters gave speeches criticizing Obama's efforts to revamp health care. Many of the protesters were from anti-tax Tea Party groups that bused in members from around the state.

If the economy were in better shape, would the same number of people go into the military? (The typical media articles I've read don't have President Obama's optimistic take on the issue. There is no other context or ulterior context I am ascribing to.)

What? No one should ever smile now?

And, no, btw there are no economic indicators saying that this is the second great depression.(And in the first one, Roosevelt's smile and positive attitude helped a lot of people keep their spirits up).

My experiences working in an animal shelter taught me that, as important as money is, nothing is better for the animals than people showing up to walk dogs, fostering sick animals, talking to potential adopters. Donors are great, volunteers are even better. Hopefully, people do both.

The point is to hold them to their promises, but realize that all the solutions aren't in their hands -- we all have an obligation to help make better our communities, our country, and our world.

Community service is great, but why is there no real reform of our financial system so that there isn't an unprecedented need for even more community service in the future? (for a depressing update, google yahoo finance, Elizabeth Warren, "Wall Street is Winning")

Competent and fair governments don't rob trillions from average tax payers and hand it to a few so that they can buy up all the depreciated assets and give each other bonuses as a reward for having destroyed a middle class economy. Competent and fair governments do not create massive needs for community service and do nothing to stop more of the same sort of destruction in the future.

I do not hold President Obama responsible for our problems today, but for god's sake, let's also DO SOMETHING to address the root causes.

I was there at the Bush and Obama Community Service event in College Station. It was wonderful. Bush 41 was gracious and Obama was at his best talking to people from all over the country. He also spoke to the Aggies and other young adults about staying involved in their communities. I feel honored to have been able to be there. One Aggie received a Point of Light award.

I think that's great you had the opportunity to participate! Looks like A&M is breeding ground for a lot of future Texas republicans/conservatives who have bought into the propaganda of the base/fringe elements in the party. I would expect more scholarly dissension at an institution of higher learning than what was on display.

We get it Mr. President, and we agree, now let's see if we can find a more creative way of stating this without speaking to people as if many of them aren't already doing these things. How many speech writers does he have??

It is good that George H. Bush is encouraging others to do community service, but he himself did very little community service after he left office. I remember when he once toured Asia during the tsunami disaster. He had made a few trips overseas though to deliver a few speeches for millions of dollars. His own son, George W, Bush is currently recuperating from the eight years of hard labor for his country at the White House. It is interesting that contrary to former republicans Presidents, democratic Presidents, Jimmy Carter and Bill Clinton are doing tremendous job in serving communities here in our country and around the world. I wonder if the difference is due to personalities or Party affiliation.

Some people seek high public office to do something. Others are in it to be somebody. The pattern holds even after retirement from the White House. Dan Quayle is selling derivatives, which he can't explain. Al Gore is trying to reverse global warming. Jimmy Carter is buildling houses for the working poor. Walter Mondale is teaching a college course government. Clinton is raising money to fight aids. Reagan was sick and did nothing. Gerald Ford played golf. George HW Bush jumps out of planes and plays golf. Dick Cheney is busy writing disinformation regarding his White House years. G W Bush is at home keeping his head down. And therein is the difference between Democrats and Republicans.
