Obama Not Demanding Public Option Be Part Of Health Care Reform, Aides Say

WASHINGTON — The White House will not commit to health care legislation that would cap insurance premiums or tax benefits, taking a wait-and-see approach as congressional negotiators seek a deal, advisers said Sunday.

President Barack Obama will not demand that a final bill include a government-run plan as a way of driving down costs through competition, though that's his preference, they said.

"There will be compromise. There will be legislation, and it will achieve our goals: helping people who have insurance get more security, more accountability for the insurance industry, helping people who don't have insurance get insurance they can afford, and lowering the overall cost of the system," aide David Axelrod said.

Asked on ABC's "This Week" if Obama would sign a bill that ended the antitrust exemption for the insurance industry and allow caps on premiums, Axelrod said, "We'll see what Congress does."

A 1945 law lets states regulate insurers without federal interference.

Axelrod was similarly noncommittal when pressed about whether Obama would support taxing insurance benefits, a proposal that has brought criticism from labor unions and others. "I think that this thing is going to be adjusted as we go along," he said, "so let's see what the final proposal says before we talk about what the president will or won't sign."

The White House and lawmakers are trying to blend five House and Senate committee versions of health care legislation into a bill that will pass both houses. Near unanimous Republican opposition is expected.

House Democrats are insisting on a government-run plan, known as a public option. In the Senate, Republicans and some Democrats oppose the measure, meaning inclusion of the public option would foreclose winning the 60 votes needed to advance a bill.

Obama "will obviously weigh in when it's important to weigh in" on the possibility of a public option, chief of staff Rahm Emanuel said. Added Obama senior adviser Valerie Jarrett: "He's not demanding that it's in there. He think it's the best possible choice."

The president promoted his health care initiative Saturday in his weekly radio and online address and challenged policy makers to resist special interests. He accused the insurance industry of "filling the airwaves with deceptive and dishonest ads" and paying for studies "designed to mislead the American people."

Jarrett said the president's criticism was a sign of his frustration with the insurance industry's efforts to "tank this bill."

A study commissioned by the industry reported that the Democrats' health care effort would drive up premiums for the insured, a conclusion faulted for taking a decidedly narrow view of legislation. The industry also has been running an ad that could easily be mistaken as asserting that basic Medicare coverage is at risk.

"I think that the message that we've seen from the president and the huge momentum that is moving through Congress shows that the American people are ready for health care reform," Jarrett said. "And they're ready for it this year, and nothing's going to stop that."

The bill approved last week by the Senate Finance Committee drew the only Republican vote yet cast with Democrats on the health care overhaul. Even then, Sen. Olympia Snowe, R-Maine, did not commit to supporting the final version of the bill.

Labor groups say plans to finance health care reform by taxing insurance companies would end up costing middle-income Americans because the industry would simply pass along the taxes with higher premiums.

Emanuel, while not directly disputing that claim, insisted Sunday that the Senate Finance Committee bill "hits the insurance companies and the high expansive and expensive plans."

"One of the most effective ways of putting downward pressure on health care premium increases is a disincentive to ever-expansive and expensive plans," Emanuel said. "I find it ironic because some of the critics on the right were the people that called for, in fact, eliminating the tax exclusion. Now they've become the biggest defenders."

Emanuel spoke on CNN's "State of the Union" and CBS' "Face the Nation" while Jarrett appeared on NBC's "Meet the Press."

The press likes to play 'word games' and the WH is not falling for it. Jarred plainly stated that the president is "pushing for a strong Public Option", then Gregory tries to get her to say that the president is "demanding" it. This president and his team don't operate by demanding things. The WH is usually two to three steps ahead of the press. My guess is that there are other provisions in the bill that are being worked out and the Public Option is a settled matter (it will be in the final bill).
The sticking point may be how to tax the high end insurance plans in such a way as to not affect the unions.

Doesn't Arianna have enough clout to get someone on the inside of the WH to read these posts over all these months?

Don't Rahm and O KNOW they won't be re elected if they do not deliver SOME KIND of universal system that includes a public administered plan to compete with the Health Insurance Cartel?

I consider myself an educated guy and I was inspired by the turn of events through the election cycle. But as happy as I was, I am twice as distressed by the events since as Obama has shown himself through policy and appointments to be just one and the same as Bush...just in a prettier package.

Are their tryouts before an editorial board of Bilderbergers or something we don't know about?

Many of us are breathless in our amazement that nothing has really changed and that our entire country has been swindled by war and banks and our "man of the people" has done ABSOLUTELY ZERO" TO CHANGE COURSE.

Goodbye Obama...you lost me at bailing out banks instead of foreclosed families and you drove the nail into the coffin with your lack of drive for a public option.

I wish you luck with your speaking tour, book deal, and insider investments after you are demolished in 2012.

I took the President at his word on quite a number of things when I voted for him.

With retreat from positions boldly stated now the hallmark of his Presidency,...
I'm left to ask: Is the President's word EVER any good??

It's hard to figure what the EF is going on in the White House. Hopes get raised then they're dahsed only to rise up again to be dashed again. I can only hope that we, on the outside looking in, are not getting the full scoop on what's happening behind the scenes. They better be twisting arms, banging heads, and cursing up a storm for the public option, or else.

I think they're desperately hoping the public will soften on this (and in a moment of blind and mindless adulation for Obama, support reform even without a public option). The only reason for this back-and-forth dance is to test the level of public outrage if the public option is dumped.

They got a pass on the Wall Street bonuses (and here we are poised for round two)--there was no revolt by progressives. IMO, they're looking for a replay, this time on healthcare.

They can do it because there is very little difference in their true goals. Obama and the DLC Democrats want to preserve wealth for the wealthy and keep corporations in charge of the markets just like what's left of the Sane GOP does. So the ineffectual Right raises a stink and the corporate Democrats claim that as their excuse for doing what they're getting paid to do anyway.

We need a third party.

I understand the subtext: the legislation has to come from Congress, the president can't own it since he's already become too controversial a figure in this debate. However, he's controversial for that same minority of americans for whom the emancipation proclamation is a controversial subject. Any man who's cowed by a media amplified cadre of raving lunatics lacks the cajones for the office.

We need to bombard the president and blue dog constituents with e-mails. The AHIP report makes it clear: this will be a disaster without a Public Option.

The best way by far is to send letters, they view the internet as manipulatable and the phones are the same thing, a good old fashioned letter with a return address saying your a voter is most effective. I still send emails though

Let's see, let's see, let's see. We've already seen. Obama needs to stand up and follow the mandate from American people who voted for him. Compromise is impossible since it's obvious the Republicans have only the next election in mind. We cannot count on compromise. The democrats need to show a UNITED front and make these changes happen or WE WILL HAVE A REPUBLICAN ADMINISTRATION THE NEXT ELECTION. That spells doom for the poor and middle class as the Repugnants continue with their rightwing fringe agenda to bring this nation down.
