Letters Reveal True Views Of UK Diplomats

LONDON — It's not exactly diplomatic – details of what British ambassadors really think about their foreign hosts were disclosed Sunday following the release of a series of frank, and sometimes outright rude, letters to London from embassies around the world.

Nigerians are maddening, Nicaraguans often dishonest, Canadians deeply unimpressive and Thai's commonly lewd, British diplomats claim in notes sent to Britain's Foreign Office over the last five decades.

The letters, disclosed to the BBC under Freedom of Information laws, also reveal how diplomats were bored by endless rounds of cocktail parties, and exasperated by the British government's failure to shake off its stuffy image overseas.

Until 2006, ambassadors retiring from their post or moving country traditionally sent a valedictory dispatch to London, offering their candid personal assessment of the country in which they had served.

In a 1967 memo, Roger Pinsent, Britain's outgoing ambassador to Nicaragua, was scathing in his criticism.

"There is, I fear, no question that the average Nicaraguan is one of the most dishonest, unreliable, violent and alcoholic of the Latin Americans," Pinsent wrote.

Two years later, David Hunt – then high commissioner to Nigeria – said the West African country's leaders had "a maddening habit of always choosing the course of action which will do the maximum damage to their own interests."

"Africans as a whole are not only not averse to cutting off their nose to spite their face; they regard such an operation as a triumph of cosmetic surgery," Hunt claimed in his letter.

Lord Moran, high commissioner in Ottawa, Canada, between 1981 and 1984, claimed Canadians had limited talents.

"Anyone who is even moderately good at what they do – in literature, the theater, skiing or whatever – tends to become a national figure. And anyone who stands out at all from the crowd tends to be praised to the skies and given the Order of Canada at once," Moran wrote in his letter, according to files released to the BBC.

Anthony Rumbold, Britain's ambassador to Thailand from 1965 to 1967, mocked his hosts for an apparent lack of culture. "They have no literature, no painting and only a very odd kind of music; their sculpture, ceramics and dancing are borrowed from others, and their architecture is monotonous and interior decoration hideous," Rumbold wrote.

"Nobody can deny that gambling and golf are the chief pleasures of the rich, and that licentiousness is the main pleasure of them all," he said.

Other diplomats used their letters to criticize British bureaucracy, and the sometimes dull world of international relations.

"One of the great failures of the diplomatic service has been its inability to cast off its image as bowler-hatted, pinstriped and chinless with a fondness for champagne," David Gore-Booth wrote in 1999, as he prepared to leave a posting in Delhi.

"Indeed cocktail parties are death as, I am sure 99 percent of diplomatic service colleagues would agree," Gore-Booth wrote, bemoaning the countless receptions ambassadors are expected to host, or attend.

The Foreign Office ended the tradition of valedictory letters in 2006, after a message from Ivor Roberts – Britain's departing ambassador to Italy – was leaked to the media.

Roberts criticized the ministry's management culture, and fondness for buzzwords. "Can it be that in wading through the plethora of business plans, capability reviews ... and other excrescences of the management age, we have indeed forgotten what diplomacy is all about," he wrote.

The dude talking about Canada was absolutely right. We often do reward people too highly for showing a little bit of talent. By omission, it's implied we don't have any exceptionally talented people, however, and that's just flat out false. I suspect that, strangely like (economically) developing countries, we're just a young nation still finding its confidence.

In making an idiotic statement, I was trying to highlight the idiocy of the comments made by the poster I replied too. I thought that was obvious, and whats an "American board?", the thousands of Americans who clog British boards, The Mail, The Guardian, etc don't seem to differentiate.

Even though many of these comments were birth out of prejudice I personally can't condemn honesty. The truth sometimes hurts, but it is still the truth, and it is a fact that the truth shawl set you free. Look at America today. Half the population is still living the propaganda dream "America is the greatest" etc. etc. while the country is collapsing. Only by accepting the honest truth about ourselves and those around us can we heal and move into a healthy future.

If there's one thing I love about the Brits, it's their gift for the finely tuned put down :) That line about "a triumph in cosmetic surgery" for example is priceless ! Unfortunately it seems this kind of command of the language is becoming a lost art :( Who cares about one person's opinion of another country. He/She certainly does not speak for the government and certainly not for the country as a whole. What do you think American, Canadian or Thai ambassadors said of their host countries after a stint there ? I'd imagine it would be pretty similar to the British comments, and I would love to hear what any French ambassador to the UK had to say of that country, and vice versa.
One thing is clear however.... I now understand why the Brits ceased the practice of "personal reports" by their ambassadors. They offer very little of any value to the government for the amount of political embarrassment they might create !

As a Brit, I'd like to make a few comments about some of the comments I've seen here

Diplomats from the 1960s - Do not reflect the current views of the British people.

Anti-Americanism - When you delve deeper in Britain is generally anti-republican Party. George Bush was like an alien from another planet to us. On the other hand, in a recent opinion poll, Barack Obama had an 87% approval rating amongst the British.

Canada - Lots of us have emigrated there. I don't know of any anti-Canadian feeling over here. We have a very high opinion of Canadians.

Africa - Largely messed up thanks to us. Handing over power to Mugabe, unforgivable.

Teeth - When I was at school we used to joke about how creepily white American teeth (or "Osmond teeth") was. Whitening teeth looks like embalming of the mouth to us, very creepy.

Surveilance Cameras - We have more than anywhere in the world. For the little crime they prevent, they are a massive abuse of civil liberties. At the same time, the Police are now campaining to prosecute you if you film them. Fight this nastiness all the way America.

And a few other things while we're at it.....

Accents - Please, if you come over here, don't put on a British accent. Spinal Tap are the only Americans that have ever been able to do them convincingly. Also, Britain has more regional accents per population than anywhere else in the world. Highlander, Glasweigian, Aberdonian, Geordie, Brummie, Liverpudlian, Yorkshire, Northern Irish, Mancunian, Posh, Estuary, Cockney, South Wales, North Wales, West Country, and I'm still generalising wildly. There is no such thing as "the British accent". Though if you want to be smacked in the mouth by a Brit or pointed and laughed at, type

Oh I really wish you hadn't bought the cctv camera thing up, there are some people on here who are convinced that there is a jackbooted, leather clad secret policeman monitoring each and every one.

A few weeks ago I heard that for every 2,000 cameras only one is watched, unbeliveably

I suppose the new ones that talk to people are good for stopping drunkards urinating in the streets.

Ha brilliant. ou guys think (or used to think) our teeth were messed up for being white and people here spend millions to get them that way. I think this just shows that we can be different, have different opinions, point fun at each other and all have a laugh about it in the end without people getting mad or outraged.

I love the British Americans that I know....
but when I visit London/England they are not really super easy to talk to...Nice in the hotels ....
I'm always ready to be back in the good ole USA when I've spent some time in Europe.
I would definitely rather live here.

Am I the only one who finds these letters hilarious? Such fine use of the English language.

As to the xenophobia and bigotry and general ennui: it's not hard to see how serving in far flung countries will make you lose it a little. Those last letters are their chance to vent after years of holding it in.

They would make a fantastic book. Honestly, anyone who has to spend years being diplomatic is bound to have a few nasty remarks to make at the end. The only people who should take it seriously are those who were hosting those cocktail parties.

Canadian literature is better than much of what is coming out of the US and UK. Take a pot shot but be truthful. He was dead on in his assessment of Canadian theatre at that time-its much improved in later years-but Canadian lit know. Maybe he never read a book.

I don't think better is the way to put it....America has been turning out excellent literature for two centuries...The English have done so for even longer......not to say there are none, but at the moment I can't think of one Canadian Author of note?? Care to make a suggestion....?

Sorry should have said current Canadian literature from the seventies onwards. I would never claim that Canadian literature over all is better than the US but certainly in the last thirty years it has been very strong indeed and more interesting than what is coming out of the Us and Britain in the same time period.
