A new mailer being sent to senior citizens warns that Democratic-considered health care reform would result in the rationing of care and the creation of a massive database that would endanger the privacy of personal medical information.

Authorized by the Senior Citizens League, the piece seems tantamount to the Holy Grail of health care reform scare-tactic mailers.

Sent out under a cover letter from former Congressman David Funderbruk (R-N.C.), the literature starts by raising the frightful specter of private medical data become widely accessible to the public.

"How would you like it if your doctor, your clinic, or other healthcare providers -- without either your knowledge or consent -- gathered up your, along with your family's medical history, and sent your most intimate conversations to a central data bank in Washington D.C. to become a part of the largest computer network ever created?" Funderburk writes.

Here is the mailer:

The piece, which was passed along to the Huffington Post from a concerned recipient, goes on to make other dubious claims about health care reform. The author -- Senior Citizens League Chairman Dan O'Connell -- warns that doctors will have to consult the massive new database before they can provide care for seniors. "The theory," the mailer reads, "is that this new approval system will enable Medicare to deny claims because it will allow government experts to disapprove treatment, prescriptions, surgeries and other care they feel is inefficient or inappropriate -- and approve care they believe is appropriate."

The accompanying, seven-question survey, pushes many of these same points: warning seniors that their private medical information will be hacked, their care rationed and their medical priorities handed over to government bureaucrats.

Health care reform, of course, pushes no such rationing. Instead, Democrats along with the administration and even some congressional Republicans have argued that advance health information technology and coordinated care could cut down on unnecessary administrative costs -- in the process, allowing doctors to provide better, more efficient treatment.

The Senior Citizens League doesn't acknowledge these points. Instead O'Connell's claims are footnoted to former New York Lt. Governor Betsy McCaughey -- a highly partisan and largely discredited voice in the debate.

"One of the major savings the plan's creators are counting on is the imposition of rules by a new government health review board to approve the use of surgery, other treatments, diagnostic procedures, and medications ONLY when it is 'appropriate and cost effective'" the mailer reads.

"[I]t will inevitably lead to a two-tier system of treatment - older patients will receive a lower level of care than younger, stronger patients who are expected to have longer lives ahead of them."

Asked for comment on the mailer, Shannon G. Benton, executive director at the Senior Citizens League, said the group was "concerned with issues related to patient privacy and how patient information will be used by Medicare to determine appropriate treatments."

"Those concerns have not been fully addressed by Congress or the administration," Benton added, "and it is our obligation to make sure that seniors don't suffer breaches of privacy or shortages of care."

As part of the process of protecting the priorities of seniors, the group appears to be planning a lobbying push in Congress. The mailer, O'Connell writes, "is the best and most effective way that Medicare beneficiaries can make their views known." The results, he adds, will be "rushed to Members of Congress, decision makers at the White House, policy makers in government and officials at Medicare..."

"If a significant majority of Medicare beneficiaries who complete this survey are clearly opposed to specific parts of the plan, then Congress, the Administration and the bureaucrats WILL respond."

"BUT, once the computer system and approval process is in place they will be virtually impossible to change."

The group also asks recipients for small donations of five, ten or fifteen dollars to help get the survey attention. "Remember," O'Connell writes in the postscript, "your future health, your privacy, and your security are at stake."

The Senior Citizens League, which claims to be "one of the nation's largest nonpartisan seniors groups" with 1.2 million supporters, has been accused of sending misleading mailers to seniors in the past. In July 2001, the organization denied -- in a congressional hearing -- being behind deceptive mailings that, among other things promised seniors government money in the form of slave reparations.

PLEASE tell seniors what to expect in 2010. How much will Medicare premiums and deductables increase? We know Medicare Supplement and Drug Insurance will increase.

This is deliberate and emotional violence against a segment of our society who have no one to rely on for the truth about their health care. A public apology and a follow up letter of apology for this deception and fear mongering should be in the works, now!. Fear is a weapon used when intellect is missing.
Please, lets reach these vulnerable seniors NOW, I am a senior 77 yrs. & daily I meet others who are misinformed to the point that it is frightening. Help the Seniors who are being lied to and or have no one to get the truth to them, there are many. There are many who are also very well informed I want to add.
We must act now, any e-mail address for these culprits?

Local senior centers might help get the word out. The AARP has been trying to get the truth out and thus might be a resource. The problem as I see it is, who will these seniors trust?

My 91 year old mother has gotten quite a few of these scare mailings this year. Fortunately, she's intelligent enough to question their claims and seek her own answers, but many of her friends are quite scared that their Medicare will be curtailed, that "death panels" will deny them needed medication or surgery, and on and on. Dick Armey and his cohorts has cynically set upon a campaign of false information and scare tactics which unfortunately are working quite well.

We have our work cut out for us, we need to reach the Senior Citizens that have been frightend half to death by the Republicans and put them at ease. I find some Seniors that I talk to have their minds made up but others ability to reason is quite refreshing.

It is a coward that picks as their targets the old, young and less educated, they consider them easy pickings and they must be haulted in their tracks.

The Republicans are master manipulators and must be challenged on every lie they tell.
The problems is the Media let them get away with too much and when they lie the Media who don't challeng them look like the cat that just swallowed the canary.

Media Do Your Job, our Seniors should not be lied into an incorrect postion because you were to scared to do your job!!!!!!!­!!!!!!!!!!­!

i don't think older people are dumb. i think they're individuals.

my dad's folks have always been very politically minded and are pretty good at ignoring a lot of the pointed adds, and determining their choices based on research and conversation. my mom's mom is another story though. she's highly intelligent but also a bit of a shut-in, and makes decisions based solely on propaganda. if politicians have the right to try to manipulate her, i figure i have the same right to try to argue points and change her mind.

intelligence is only one factor of many in the ability to be led.

Younger people don't think older people are dumb. But they ARE easily confused by a barrage of information and misinformation. Everyone is. Lots of older folks don't have access to the internet or to any source that could debunk the lies for them. And they are easily frightened as well. Republicans know this and exploit it.

Wait until you are old and you will understand. We might think we're invincible now, but as we age we become more vulnerable and therefore, more easily manipulated.

Clarification: I'm not saying ALL old people, I'm saying old people in general. That's why Republicans are targeting them.

It has nothing to do with age. It is all about staying connected to the world.

When I saw the world heading toward the internet (chat boards at that time) I started the task of educating myself in this new media. I am 62 now and build all my own computers, have a network of 3 systems with 4 OS's, and write some of my own scripts as needed. I am not any more intelligent than the next guy, but I refuse to be shut out by technology. I also want to keep up with my kids and grandchildren so that they don't feel they have to "talk down" to grandpa.

I have kept the grandchildren in up to date computers since they were old enough to learn the keyboard and I am their "tech support". Seniors, get involved. There are classes every day at libraries, online, senior centers and community colleges that will keep you in the mainstream.

Yes, batbird, this is exactly what private insurance companies do now. Duh! This is exactly why people can't get insurance who have pre-existing conditions and the imposition of lifetime caps. This doesn't affect just seniors. They're soooo worried that the government will have acess to all the senior's HC information. I got news for them, health and life insurance companies have more medical data about you than your doctor. It affects all of us.
This despicable mailer conveniently fails to mention that. Senior Citizen League should be ashamed of themselves, using seniors for their own political gain and those of their campaign contributors and industry lobbyists. They are just another PAC appearing to be support a particular constituency but under the covers, they are really supporting their own grab for power and influence.
This is one senior who demands the truth. These folks will shortly be getting an earful from me along with David Funderbruk, and my senator, representatives and the WH. I am sick and tired of the right wing of the Republican party using seniors for their own political gain. They could care less about seniors in this country.

If senior citizens are so concerned about the Government takeover of healthcare, then why do they keep collecting medicare?

How about we make a law that forbids people who oppose the public option from receiving it when it passes?

If you don't want it, you can't get it.

I would have been in favor of doing the same for the stimulus bill.

The insurance companies have told us that they are going to raise our premiums whether we pass health reform or not, so it's better to just pass a public option and remove the insurance companies from the whole equation.

We can't let health care costs keep going up at the rate that they are and insurance companies are just trying to block any changes that might make them tighten their belts.

They should be concerned. The CBO says over $400 billion dollars will be cut from Medicare, Medicaid, Chip, and other programs by the proposed bill.
