BOSTON — A Massachusetts man and two friends tried and failed to get into terrorist training camps and then plotted to kill two prominent U.S. politicians and randomly shoot people at American shopping malls, authorities said Wednesday.

Tarek Mehanna, who recently taught at a Muslim school in Worcester, was arrested early Wednesday at his parents' suburban Boston home. Mehanna was charged with conspiring with two other men – an American now in Syria and another man who is cooperating with authorities – to provide support to terrorists.

Ultimately, the trio never came close to pulling off an attack. Authorities say they never got the terrorist training they sought – that the men told friends they were turned down because of their nationality, ethnicity or inexperience, or that the people they'd hoped would get them into such camps were either in jail or on a religious pilgrimage.

The men abandoned the mall attack plans after their weapons contact said he could find only handguns, not automatic weapons.

The men used code words such as "peanut butter and jelly" for fighting in Somalia and "culinary school" for terrorist camps, and talked extensively of their desire to "die on the battlefield," according to court documents.

Mehanna, who has taught math and religion at Alhuda Academy, made a defiant court appearance hours after his arrest. He refused to stand to hear the charge against him and finally did – tossing his chair loudly to the floor – only after his father urged him to do so.

"This really, really is a show," his father, Ahmed Mehanna, said as his son was being led away in handcuffs. When asked if he believed the charges against his son, he said, "No, definitely not."

Prosecutors said Mehanna worked with two men from 2001 to May 2008 on the conspiracy that, over time, intended to "kill, kidnap, maim or injure" soldiers and two politicians who were members of the executive branch but are no longer in office. Authorities refused to identify the politicians and said they were never in danger.

Acting U.S. Attorney Michael Loucks said the men justified the planned attacks on malls because U.S. civilians pay taxes to support the U.S. government and because they are "nonbelievers," Loucks said. He refused to identify the targeted malls.

Mehanna – who received a doctorate in 2008 from the Massachusetts College of Pharmacy in Boston, where his father is a professor – allegedly conspired with Ahmad Abousamra, who authorities say is now in Syria.

Mehanna, 27, is being held without bail until his next court appearance on Oct. 30.

"I'm confident that the American people will put aside their fears and instead rely on the fairness guaranteed by our Constitution," said his attorney, J.W. Carney Jr. "Mr. Mehanna is entitled to that."

Rola Yaghmour, 20, of Shrewsbury and her family are friends with the Mehannas and she said she couldn't believe the new charges against Mehanna, calling him a "good man."

"He's not going to go crazy in a mall. There's no way he would do something like that," she said. "I read it and I was laughing, and I was like, 'They have to be kidding.' Because there's no way he would do something like that. It makes no sense. I was in shock. That's not like him at all nor his family, nothing of them at all."

Mehanna first was arrested in November and charged with lying to the FBI in December 2006 when asked the whereabouts of Daniel Maldonado, who is now serving a 10-year prison sentence for training with al-Qaida to overthrow the Somali government.

Authorities said Wednesday that Mehanna and his conspirators had contacted Maldonado about getting automatic weapons for their planned mall attacks, but he told them he could only get handguns.

Court documents filed by the government say that in 2002, Abousamra became frustrated after repeatedly being rejected to join terror groups in Pakistan – first Lashkar e Tayyiba, then the Taliban.

"Because Abousamra was an Arab (not Pakistani) the LeT camp would not accept him, and because of Abousamra's lack of experience, the Taliban camp would not accept him," Williams wrote in the affidavit.

Mehanna and Abousamra traveled to Yemen in 2004 in an attempt to join a terrorist training camp, according to court documents.

Mehanna allegedly told a friend, the third conspirator who is now cooperating with authorities, that their trip was a failure because they were unable to reach people affiliated with the camps.

Abousamra said he was rejected by a terror group when he sought training in Iraq because he was American, authorities said.

Here is a demand waiting to be filled ... the CIA and the United Kingdom's MI-6 should set up phony terrorist training camps in Yemen, Pakistan and elsewhere. A potential terrorist could go there and get some (flawed) training. In the process he could be photographed, DNA typed and de-briefed about his local network, if any.

Upon returning to his own country he and his fellow conspirators could be quickly and efficiently arrested by local authorities.

I don't see any downside on this. Even if it became generally known that some training camps were run by the CIA and MI-6 it would make all training camps suspect thereby reducing enrolment generally. Even better, a mis-information campaign to the effect that certain real terrorist training camps were phony would direct potential terrorists to the "real-phony" camps.

Read past the headline and this looks like either a dubious charge against Muslim citizens or a foiled plot by total idiots.

Automatic guns are legally available in the USA - what the hell is this article talking about? In fact, Congress has a bill, H.R. 3789, that intends to legalize carrying guns on trains!!!

Its an issue of oversight. The authorities had everything they needed before 911 to intercept commuincations and brought many terrorists like the first WTC bombers to justice. The NSA has no oversight to speak of and is not operating within the boundaries that we expect in a free society. The Mark Klien vs NSA lawsuit was stopped by the FISA vote but it is the heart of the problem. The NSA routes ALL communications through its splitters at the ATT hub in San Fransisco and elsewhere. And it is listening in. Recall the complaints recently that NSA was listening to servicemen overseas talking to their wives and loved ones, with no warrants and no oversight...
The FBI and others all had what they needed to get warrants and wiretap before 911. What happened afterwords and continues to happen is draconian.

Is this really a case of unconstitutional wiretapping? Sounds like a straightforward surveillance case to me. They suspect the guy of activity, they convince a judge with evidence, he gives them the green light and boom, profit.

No one has ever said anything about eliminating wiretapping, that's a Straw Man argument. They just have to be able to prove to a judge that it is justified. If they can't explain it to a judge, then they probably have no business looking at a person.

I don't understand why people hate the Constitution so much....

Where in this story do you read anything about "unconstitutional" wiretaps? And no one is arguing that there should be no wiretaps. The point is we have a legal system to obtain wiretaps & the Bush Admin. ignored that system and tapped illegally. And what you're referring to is a CIA operation. The arresting agency here is the FBI. They need only to present reasonable suspicion to a district or magistrate judge to obtain a wiretap. It is not difficult.

Illegal wiretaps are just that, illegal. There was a perfectly good system in place before that required getting a warrant.
Funny how some are so quick to give up their privacy rights in defense of one admin but then go out and protest about losing their rights to another admin.

Makes no sense at all.

Any given religion cannot be treated as a fixed object. Labeling Islam a religion of peace is as silly as labeling it a religion of terror. It, like any other religion, responds to given sociopolitical situations in a multitude of ways. A minority of violent practitioners doesn't eliminate the fact that the majority are peaceful, or that the bulk of the Quran emphasizes peace, any more than a majority of peaceful practitioners doesn't eliminate the fact that some groups have responded to modern social conditions in a violent way.

Presuming the charges are true, they caught this guy before damage was done. But they only caught Bernie Madoff after the damage was done, livelihoods were wiped out and lives were ruined. In that sense, Madoff's crime is worse at the moment, and he deserves every minute of the sentence he's serving.

In announcing his arrest, Mr Louks said: “Mehanna and the co-conspirators had multiple conversations about obtaining automatic weapons and randomly shooting people in a shopping mall, and that the conversations went so far as to discuss the logistics of a mall attack, including co - ordination, weapons needed and the possibility of attacking emergency responders.”

I would be quite surprised to find these guys were members of the NRA. In fact, I'd go so far as to say that the vast majority of criminals who use guns aren't members. I serious doubt they pay any attention to anything the NRA does, nor do they care about the strength or lack of existing gun laws.

They're criminals.

I think even more telling is that these guys probably wouldn't have been "radicalized" had we not attacked Iraq/Afghanistan and, instead, used a multinational police force and simply snatched or killed ObL at the first opportunity... Bush/Cheney is the gift that keeps on giving...

Clinton left Bush a submarine picket in the Gult that could put cruise missile on ObL at the first opportunity and one of the first things Bush did when he got to office was to order it to stand down.

Where the f... are Dick and Liz? ...

And results with no torture? ... how can that be?

I'm sure they will still find something that Obama is doing wrong ... perhaps it is leaving security to the professionals ... not some loud-mouth politicians ...

For once I would like to see Obama claiming credit ... but that would never shut up the Cheneys ... so just quiet determination and letting people do their job seems to be the order of the day ... what a pleasant departure from the prior administration ...

If you actually pay attention, you'll see that he was arrested in '08 -- and RELEASED ON BAIL. The new administration -- quietly, carefully and professionally -- got him to where they now have a prosecutable case. No torture, no dramatics, and, thankfully, no Cheneys!

mehanna was arrested in november 2008 for lying to the FBI, not conspiracy... it was just this week that he was charged with planning terrorist attacks.

so the bush administration doesn't deserve credit for knowing about these plans.

If YOU read the article, you would learn that the previous arrest resulted in a "lying to the FBI" charge, which obviously did not stick, because he was arrested again on Wednesday at his parents' home and charged with substantive terrorist activities.
