WASHINGTON — Democrats struggled mightily to obtain their filibuster-proof Senate majority, persuading a Pennsylvania Republican to switch parties and pushing Massachusetts to change its laws to quickly replace the late Sen. Ted Kennedy.

But with showdown votes approaching on wide-ranging health care proposals, the numbers mask a more complicated reality: President Barack Obama and Democratic leaders have only modest leverage over several pivotal Senate Democrats.

Some of these senators are more concerned about their next election. Others feel they have little to lose by opposing their party's hierarchy.

Democrats and their independent allies control 60 of the Senate's 100 seats. But Democratic leaders' limited leverage will complicate the push for contentious provisions, such as letting the government sell insurance in competition with private companies.

Democratic Sen. Blanche Lincoln faces a potentially tough re-election race next year in Arkansas, where Obama lost to Republican John McCain by 20 percentage points. She says she will base her health care votes on what is best for Arkansans.

Choice and competition among insurers are good, Lincoln said, but "I've ruled out a government-funded and a government-operated plan."

Sen. Mary Landrieu of Louisiana, where Obama lost by a similar margin, said she might be willing to let some states try "fallback or trigger" mechanisms that would create a public option if residents don't have enough insurance choices.

But she told reporters, "I'm not for a government-run, national, taxpayer-subsidized plan and never will be."

Another Democratic senator, who also may prove wary of Obama's overtures, takes the opposite stand.

"I would not support a bill that does not have a public option," said Sen. Roland Burris, D-Ill. "That position will not change."

Burris' willingness to bend could prove crucial this fall if Obama and Senate Majority Leader Harry Reid, D-Nev., need every possible vote in crafting a compromise, such as a national public option that is triggered if certain insurance availability targets aren't met.

But Burris may be in no mood to play ball. Obama and other top Democrats sharply criticized his appointment to the Senate in December by an ethically tainted governor, Illinois' Rod Blagojevich, and they forced Burris to abandon hopes of winning election in 2010 by making it clear they would not back him.

In short, Burris, 72, has virtually nothing to lose by defying his party's leaders and voting as he pleases.

Sen. Joe Lieberman of Connecticut is another potentially crucial senator with tenuous ties to the Democratic Party's hierarchy. Rejected by Connecticut's Democratic voters in the 2006 primary, he kept his Senate seat by running as an independent. He now calls himself an Independent Democrat.

Lieberman has criticized the health care bill that emerged from the Senate Finance Committee, but it and other health bills are undergoing changes.

Another centrist Democrat whose vote is uncertain is Sen. Evan Bayh of Indiana, a political battleground state.

"I want to know what works for families and small businesses," said Bayh, adding that he might back public insurance options run by states, not the federal government.

It's possible that Obama and party leaders eventually will ask Democrats such as Bayh, in the name of party loyalty, to vote to block a GOP filibuster of a health bill even if they plan to vote against the bill on final passage. The strategy might enable Democrats to muster the 60 votes needed on a crucial procedural question and then pass the bill with a simple majority.

Bayh said that if a party leader "is asking some of us to enable the passage of legislation that we think would be harmful to the people of our state, I don't think that's a fair thing to ask."

It's possible that centrist Democrats are holding out for favors from Obama and party leaders, such as pet projects for their states or help in their next campaign. Obama already has lavished special attention on some of them.

He invited Bayh to the White House last week for a chat about health care and the deficit. In an interview that led to good publicity back home, Bayh told Indiana reporters that the president "was asking for my leadership on both of those issues."

When lawmakers face a tough vote, their uppermost thought is "survival," said Alan Simpson, a Wyoming Republican who spent three terms in the Senate.

On a very few occasions, Simpson said, then-President George H.W. Bush asked him to cast a vote likely to cause him political problems back home. That was perhaps three times in 18 years, said Simpson, who held a GOP leadership post. "I swallowed hard and went over the cliff," he said.

But it's a sacrifice that presidents and party leaders should not count on, he said.

I hope they dont vote for each state being able to opt out of the public option. I live in Texas and it is run by republicans. I have contacted my representatives a number of times, and all I get are form letters telling me that a public option would be just another government takeover. It will not be fair to the Texans who need health care reform.

A two part solution for fixing health care would make reform simple, straight forward, and save hundreds of billions of dollars annually.

A pure public option, with government sales tax funding, replacing insurance, along with distributing all government funded care only through government owned and operated hospitals, staffed by government employed doctors and health care providers, using VA systems, is the best solution for fixing half of the health care problem.

The second half of the solution is to have a pure private option, with private insurance and only private funding, paying for care and medications dispenssed by private providers, that would not be subjected to any government mandates.

Nobody can collect the money to pay for health care as cheaply as the government can through a national sales tax, and nobody can deliver high quality care and medications as cost effectively as the VA.

President Obama commented that “governments unfair advantages” would not be allowed to disrupt private health care’s businesses, however a CBO study to compare all proposed reforms, to a dual public/private plan, would scream that “governmments unfair advantages” offer the only solutions to save lives and prevent bankrupting families, employers, and our country.

Everyone choosing public care could have it no restrictions, no insurance, no co pays, free period.

Employers who select federal public care for their employees would not be required to pay for or have any further involvement with health care.

The best thing Blanche Lincoln and Mary Landrieu could do is stand up for a public option and tell explicitly why it helps the people of their states. The simple fact is the two of them are from states where health care is miserable, folks are finding it less and less affordable, and more and more people are losing jobs and benefits (hence, health care). Blanche Lincoln and Mary Landrieu fool no one with bogus 'concerns' about 'the role of government' and 'fiscal restraint' and so on. There is one and only one reason to support a public option and that's to benefit American citizens. There failure to that will mark their political end; courage to stand for American citizens ... that used to be what Democrats did, and they got elected and re-elected.

Government is not the solution when Republicans are elected. The facts speak for themselves, no matter how much you try to re-write history or pretend it did not happen.

What I found most delightful about Reagan was that he would forego critical work if the 'Sound of Music' was on so he was absolutely correct, he just left out a few words (which happened quite often with him). 'Government run by Republicans is not the solution to our problem; government run by Republicans is the problem'

When a President makes comments like this..."Go­vernment is not the solution to our problem; government is the problem.", then we really do have problems. Too many have taken this quote to heart and will do anything to make sure Government does not work.

For me that is part of the problem we are having with health care right now. Too many people distrust the Government.

This country need to grow up and move forward. Not backwards.

If they pass a bill w/o puiblic option but with mandates and premiums soar.(and will, the insurance companies have said so).. their future will surely be sealed and our country's as even more jobs move to single payer countries do to the cost here and more Americans go broke supporting a single industry that is killing all other industries in this country.

Not even DEMs will vote for them when each month they see that increased insurance payment, when the problem was the cost were already too high!

Big problem. Where are the people going to get health care reform and a public option if not from the Democrats? Does anyone really believe that the GOP is going to deliver HCR and a public option if they vote out their Dem Representatives? Seriously? This is exactly why we (Dems, Libs, Progressives, Indies) have no real leverage. We cannot vote out the Dems if the choice is the much worse Republicans. That would be really du.mb on our part. A third party would have to be really strong and hugely supported in order to overtake the Dems and GOP. I do not see that level of support for a third party occurring when we are Party loyalists and tend to be lazy citizens.

This could be settle overnight if the president would act, make an executive decision like Nixon did with biochemical weapons we had stockpiled, and kick the lazy, self-serving, selfish, inhumane, and untruthful Republicans in the rear end by permitting anyone who wanted to sign on with CMS to do so, based on income level costs. That would give everyone time to work on health care reform, and stop the insurance industry's lying, maligning, and fraudulent business practices put on the U.S. public. Once the Medicare Advantage and "Plus" plans are cancelled, everyone will have to find something anyway, and those plan paid for by Medicare as it is, do not provide for the policy holders what Medicare does in the first place, but WE are all paying for them!

Frankly, this is the end of Party Politics, for many Americans. It's been a tiring, dangerous, and useless battle, and worse to see those we elected fighting, being dishonest (I guess they don't think we watch and hear them on C-SPAN), and increasing their own incomes while being public servants. ENOUGH.

Congress should not be a lifetime career. Its a position of public service and as soon as the Senators and Representatives reveal by their votes and actions that they are there to enrich themselves with corporate cash and a revolving door position in private industry they ought to be voted out of office by the people they were hired to serve. People who vote for their career instead of the well-being of their constituents should be tossed out on their ear because they just don't get what public service is all about--service to the public and not the public corporations! How can anyone in America be happy with the health care services we are now forced to endure? Even insurance company employees hate turning people down because they know one day it will be their turn to get turned down too. Its gotta hurt. There should be no mercy for these politicians who refuse to bend to the will of the public rather than their top contributors. Its cold-hearted and mean-spirited.

Pearlswan, I agree with almost everything you said. The corporations do spend a lot of money in Washington. But, they have too. We the people have allowed the Federal Govt to mass enough power to take over any business that will not pay to play. Currently we are watching the insurance and health care industries get rolled. It's been done to energy companies, car companies, airlines..­..you name it. When the Fed needs money and power they pick a legitimate industry, tell you your life would be better with them running it, guarantee you that someone else will pay and then proceed to make back door deals. WE let them empower themselves by being too busy trying to live. That's why the Constitution was written to allow the Fed to do ONLY what is specifically stated in the constitution. We aren't suppose to have to watch them so we didn't. Now, most people on this thread have been convinced that their life will not be complete unless they have something they have never had before, no idea if it will work, being promised by people they distrust and who have a brilliant track record of failure. Now that is CRAZY!

I understand your feelings, but your wrong, it's not a goverment takeover. It's too late the goverment has been taken over. It was done over the last 40 years by wall street, the big banks, & corperations. Largly, by lobbiests & cash, with the conivance of corperate medea. Of course it also took the indifference of the voters. to support this supposition, you only have to track the last year of the melt down of our & the word economy. the dominant position of "Goverment Sachs", the shear no. of ex goldman sachs expatriots in the treasury dept. A Govt. takeover would be less scary than the way it's gone down.

Blanch Lincoln is looking at her future and not what is good for people in Arkansas. Blue Cross and Blue Shield has more than 70% of the business in Arkansas so where is the competition Blanch? How many people in Arkansas don't have insurance Blanch but use the emergency room as their primary care provider? This is shameful and so disrespectful to the people of Arkansas. She needs to go home and volunteer for the Free Clinic in November to get a better understanding of the health care needs of real people in Arkansas!

I suggest you have your friends and family in Arkansas call her up directly and insist on her appearance at the free clinic in November. Its time to turn up the heat and pressure these laggers so that they realize that Americans everywhere are not going to take NO for an answer on health care reform and we want Medicare Part E--Medicare for EVERYONE! Call her and keep calling her until you get her to show up and see for herself what people are suffering with and enduring every day all over America. Its time to face facts then act!

I will work tirelessly to get Landrieu out of office if she continues this ridiculous deaf act. I will dedicate every spare minute I have to get her out of office. Of course, in Louisiana, that means a republican would replace her, and that's fine with me. At least, we will have an excuse then for being the least educated, the least healthy and the poorest.

No Senator or Congressperson has come up with a valid reason why the public option is bad for ordinary Americans.­Each and everyone of them who is fighting like the devil to retain the status quo,should be tossed out of office.Dem­ocrats,Reb­uplicans and Independents alike...ie Bauchus,Sn­owe,Liberm­an,Landrei­u and Ron Paul...the whole lot of them...GOO­D RIDDANCE.
