WASHINGTON — President Barack Obama signed a $24 billion economic stimulus bill into law Friday, giving tax incentives to prospective homebuyers and additional jobless benefits to those idled by the business slump.

The bill-signing came a day after the House, displaying rare bipartisan agreement over the troubling employment picture nationally, voted 403-12 to pass the measure. The Senate had approved it unanimously on Wednesday.

The White House said the law, which also includes tax cuts for struggling businesses, builds on provisions in the $787 billion stimulus package enacted last February to avert an economic meltdown.

"The need for such a measure was made clear by the jobs report that we received this morning," Obama said, citing Friday's government report the jobless rate hit 10.2 percent last month, the highest since 1983.

He called it a "sobering number that underscores the economic challenges that lie ahead" and vowed that "I will not rest until all Americans who want work can find work."

For their part, lawmakers stressed that the fourth unemployment benefit extension in the past 18 months was necessary because initial signs of economic recovery have not been reflected in the job market.

"The truth is that long-term unemployment remains at its highest rate since we began measuring it in 1948," said House Majority Leader Steny Hoyer, D-Md. About a third of the 15 million people out of work have gone at least six months without a job.

The law provides another 14 weeks of benefits to all out-of-work people who have exhausted their benefits or will do so by the end of the year, estimated at nearly 2 million. Those in states where the jobless rate is 8.5 percent or above get an additional six weeks.

The Labor Department reported Friday that that employers shed another 190,000 jobs in October. Obama said job creation traditionally lags behind economic growth, but he acknowledged that is small comfort to those seeking work.

"So although it will take time and it will take patience, I am confident that our economy will recover," Obama said. "I'm confident that we're moving in the right direction. And I promise that I won't rest until America prospers once again."

Later, presidential spokesman Robert Gibbs sought to put the unemployment numbers in context.

"You've heard me say for months that we believe that 10 percent was going to come," Gibbs said. He said the White House is heartened by the decrease in unemployment claims and the fact that, overall, the economy is growing again.

"But I believe – I think most would tell you – that the (unemployment) rate is more likely than not to get a little worse before it gets better," Gibbs said.

The extra 20 weeks could push the maximum a person in a high unemployment state could receive to 99 weeks, the most in history. Unemployment checks generally are for about $300 a week.

The tax credits, added by the Senate, center on extending the popular $8,000 credit for first-time homebuyers that was included in the stimulus package. The credit, which was to expire at the end of this month, will be available through next June as long as the buyer signs a binding contract by the end of April.

The program is expanded to include a $6,500 credit for existing homeowners who buy a new place after living in their current residence for at least five years.

The cost of the unemployment benefit extension, about $2.4 billion, is offset by extending a federal unemployment tax that employers must pay.

Something I'm not hearing from anyone, yet...

High unemployment states ARE NOT getting the promised 20 weeks of extended unemployment benefits. California, New York, and many others will not get 20 weeks of benefits.

Why?

The law passed Friday breaks the 20 weeks of extensions into two parts. Part one is 14 weeks and part two is 6 weeks. Part one (14 weeks) must have been exhausted before the application for part two (6 weeks), and part two has to be applied for BEFORE 12/31/09. Now, there are only roughly 7 weeks left in 2009. That means it is impossible to apply for part two BEFORE 12/31/09..­. and that means no high unemployment state will see the promised 20 weeks of extended unemployment benefits.

Is thus true?

Yes. The State of California Employment Development Department has already published the warning that only 14 weeks of benefits will be available, and I have read a few newspaper reports on the subject. Also, I contacted my State Senators (D. Feinstein and B. Boxer) and confirmed this through their offices. Still, I have yet to see word of this by any large media outlet.

We have been stiffed and most people don't even know it.

No more bailouts. No more too big to fail. more effort needs to be done to make work. Instead, unemployment keeps climbing as well as the deficit. Tax cuts and toehr stupid gimmicks aren't the answer.

George Bush never did anything wrong in his life!! Even when the economy was tanking he said it was fine and his cheering section led by FOX said yeaahhhhhh­hhhhh.. Come September of 2008 and the bottom fell out, John McCain said the fundamentals of the economy are fine FOX and the penny section cheered and said yeaaaaaaaa­aaahhhhhhh­!!!!!!!

It's a good start. Now he needs to do something for all the folks who drained all their 401k plans and retirement funds just to stay afloat this past year while the economy crashed and they lost their jobs.

We have reached the point of no return to full employment and a healthy economy, most economist privately will tell you this. There is no political will to manage the fed budget or deficit. Now we are faced with business unable to borrow to expand and foreign investors unwilling to purchase our debt. Most educated un or under employed are not going to work for minimum wage jobs forever. Pretty soon the feds will need to reign in the excess money supply or risk massive inflation and interest rates. With all the massive spending on govt and its debt there is not going to be any money to borrow .
If our dollar continues to fall it may help exports but we may not have anything to export.

Obama and the democrats care so much. We should be so grateful that they are running the country. Fortunately, the $787,000,000,000 stimulus II plan will keep unemployment under 8 percent. Oops, the smartest president of all times is financially and economically stupid.

Increases in government spending do not improve the economy. Keynes was wrong, Mises was right. So, instead of enabling the economy to heal, the President makes remaining unemployed more comfortable.

The elections of 2010 and 2012 will usher in great conservatives legislators.

All are a result of $787,000,000,000 stimulus plan (#2) that would keep unemployment below 8%...???

Read economics, especially Mises and Keynes. Decide for yourself which is the correct path. Today our elected "leaders" are Keynesians, but it is clear that is not working. All that is occurring today is a transfer of wealth to the investor class.

Nobody is saying he has literally done nothing. Its about priority. The GOP and Dems both like to pass these bills for unemployment benefits because it takes off pressure from real reform.

Bush also passed such extensions. Bush passed lots of good bills too. For example, Bush created the largest marine wildlife preserve in history (near Hawaii). But Bush was overall a disaster.

Obama has done lots of things but mostly for Wall Street and GM and other failures. These things like Cash for Clunkers and the new homebuyers tax credit are just gimmicks.

The real change we need are things like: end H-1B and the other work visa regulations that distort the labor market, ending NAFTA, ending China most favored nation trade status, and implement e-verify. These are the real changes we need. Obama isn't doing any of these things.

Instead of e-verify it appears that Obama is moving towards amnesty. That will be a disaster for working class folks.

It really does not matter which side of the issue you support the bottom line is that the middle class is once again the scape goat for congressional stupidity. Ultimately the middle class worker will pay for this bandaid solution.
