RAMALLAH, West Bank -- Palestinian election officials on Thursday recommended calling off January's presidential vote, a step that could result in embattled President Mahmoud Abbas staying in office indefinitely.

Abbas, who must approve the recommendation, had vowed not to run for re-election because of his frustration with stalled peace efforts. But few think he will resign outright if no election is held.

Hanna Nasser, chairman of the Palestinian election commission, blamed the rival Hamas militant group for holding up the vote. He said Hamas, which controls the Gaza Strip, had refused to cooperate with election workers, making it impossible to hold the Jan. 24 election.

"We planned to go to Gaza to figure out how we can conduct elections there," Nasser said. "In the meantime, we received an answer from Hamas that we are not welcome in Gaza. It is clear now that we cannot hold an election in Gaza."

Nasser did not propose a new date for the balloting, in effect recommending that the election be postponed indefinitely.

Abbas was in Jordan Thursday and did not immediately comment. Palestinian officials said he might send the decision to the PLO Central Committee, which meets next month and would be expected to endorse the postponement.

Abbas told his people a week ago that he did not want to run for another term, but many of his backers believed then that he was posturing to seek additional support for his policies. The recommendation by his election commission, just days after his announcement, has reinforced the view that Abbas did not really want to step down.

"President Abbas will make the appropriate decision after he returns," said his spokesman, Nabil Abu Rdeneh. "Hamas' decision to ban the election commission from working in Gaza proves that Hamas is not eager to reach national unity and reconciliation."

The Palestinians have been divided between two governments since Hamas violently seized control of Gaza in 2007 from Abbas' Fatah movement. Abbas' Western-backed government controls only the West Bank. The Palestinians hope to establish an independent state in both territories, located on opposite sides of Israel, with east Jerusalem as their capital.

Abbas set the election last month after the latest round of reconciliation efforts with Hamas failed. Hamas has repeatedly said it would not cooperate with the vote.

In Gaza, Hamas spokesman Sami Abu Zuhri said his group opposed the election because it was declared unilaterally by one side. "Without reconciliation, there will be no election."

Two senior Fatah officials said Abbas has not yet made a decision, but it is all but certain there will not be an election in January. They said the party is divided about whether to pursue further reconciliation talks with Hamas, or eventually to hold elections in the West Bank only. The officials spoke on condition of anonymity because they were discussing internal policy discussions.

The rivalry with Hamas is just one of Abbas' many problems. Last week, Abbas said he would not contest the election, citing his frustration with the lack of progress in peace efforts with Israel.

Since then, both Palestinian supporters and members of the international community, including Israel, have urged him to reconsider. The delay in the election will likely give Abbas the pretext he needs to stay in office.

The Palestinians have refused to resume peace talks with Israel unless Prime Minister Benjamin Netanyahu freezes construction in Jewish settlements built on lands claimed by the Palestinians.

Netanyahu says he's ready to restart negotiations immediately, but he has refused to halt settlement construction.

Palestinian leaders have also privately expressed frustration with President Barack Obama, saying he has backed away from initial demands for an absolute freeze in settlement construction.

Even if Abbas stays in office, the Fatah officials said he would not open negotiations with Netanyahu, despite pleas from international leaders to do so.

There was no immediate Israeli reaction to the election commission's announcement Thursday.

A Palestinian (Arab) Nidal Malik Hasan,
using his American citizenship, infiltrated the US Military as an Army Psychiatrist, where he committed an act of terror by mass murdering his fellow soldiers in what was an ultimately unsuccessful suicide attack, as he lived.
If a Palestinian or any Muslim had committed this same act in Israel, Iraq, India, Pakistan or Afghanistan, this would have immediately been labeled an act of Terrorism and Hasan a Terrorist.

Unless you have proof of your claim that he's a terrorist (There really is a specific definition, despite what your friends at Faux News have told you), keep your hysteria to yourself!

What difference does it make if he fits the definition of "terrorist" or he is a Muslim unwilling to fight in a war against other Muslims, or a disgruntled employee or temporarily mentally unhinged. No other arab or Muslim can or should be judged or treated differently because of the actions of this one individual. If this type of incident re-occurs a couple of times over the next couple of months, then we'll have something to look into and maybe will have to make some difficult decisions. But otherwise this is an isolated incident involving one individual, which means it lacks any significance (except for the victims killed and wounded, and their loved ones.)

read my post, i said if he had committed this terrorist act in another country, he would have been labeled a terrorist. as americans, we are having a difficult time coming to grips as to what to call this deplorable act.

I know it's upsetting to you, but may Netanyahu will ask the Congress to do something about labeling him a terrorist. They seem to jump whenever they are asked to jump. Will Kraznet be happy then?

Hasan's family was smart enough to come to the US where they were given citizenship and access to all that America has to offer. Had he gone to anywhere in the Arab world in 1948 he would still be locked up in a refugee camp.

The fact that Hasan rejected all that America gave him and started a murderous rampage speaks first to his own psychosis but also to the a too large component of Muslim culture which celebrates and embraces killing of non-Muslims. I realize this is a minority view, but not-minority enough. He did, after all scream "Allah-Ahkbar" during his killing spree.

Until the Muslim culture roots out this violent virus, all Muslims will be under suspicion. I know, I know, there are violent members of every religion, but we are talking scale here. There are many, many Hasan's for every Timothy McVeigh.

This line is repeated often enough to warrant serious annoyance. Its mealy mouth version of events is designed to make it sound like Hamas took over in a coup.

FACT: Hamas was ELECTED.
FACT: Israelis and US backed FATAH attempted to violently prevent Hamas from taking power.
FACT: Fatah failed

Hamas is anti-free speech, anti-free religion, anti-free assembly, in fact they are basically anti-anyone who doesn't agree with what they say.

Not to pull a Godwin's Law, but Hitler was elected too. Just because a group of people won the majority of votes doesn't mean they are supporters of democracy. In other words, there is more to democracy than elections. Shouldn't you know that?

what does it all mean? that peace talks can't mean anything. The West Bank is now so dependent on Israeli favors that Abbas and Fatah won't act in the interests of all Palestinians, but may act in such a way to create the possibility of a :gelded" Palestinian protectarate administered by Fatah but controlled in every significant way by Israel. Gazans, on the other hand, will be cut off and left to wither by Hamas and the international community until dreadful privation in the strips ends the standoff in favor of a refugee colony with no govwernment at all.. It's worth noting that the wedge that's desytroyed Palestinian aspirations for statehood has been created and driven by the Palestinians themselves. And all the while the settlements grow and greater Jerusalem expands to the Jordan border....

They have no power. Israel walled it up and began fireing artillery into it, while cutting the electricity, reducing the water supply and food, and overflying in fighterbombers which regulary break the sound barrier to frighten the population.

the coast is patrolled by Israeli warships which attack people on the beaches, the air belongs to Israel and the whole area is fenced and walled off - thats "power"? please.

The Palestinian state needs to be split up. One side in the West Bank, and one side in Gaza. It is ludicrous to think that there will be a united Palestinian state when there are two opposing factions ruling the state from two separate pieces of land. It is especially difficult when one side wants a democracy and the other side wants a theocratic dictatorship.
