CAMBRIDGE, Mass. — The head of an ethics program at Harvard University strongly defended the choice of former New York Gov. Eliot Spitzer to deliver a lecture on integrity in the nation's financial markets.

Spitzer, driven from office by a prostitution scandal, did not make reference to the episode during the more than hourlong speech Thursday to an audience of about 300 at the Ivy League school. Spitzer, a graduate of Harvard Law School, said only government can enforce integrity and transparency in the markets, and that its failure to do so helped trigger the Wall Street meltdown.

"We didn't need new laws, we just needed regulators to use the power we already had," he said.

Spitzer was introduced by Harvard Law School Professor Lawrence Lessig, the faculty director of the Edmond J. Safra Foundation Center for Ethics, which invited the former governor to speak.

"No one doubts what Governor Spitzer did was wrong," said Lessig, referring to the personal behavior that led to Spitzer's resignation.

But Lessig went on to call Spitzer "the most important living prosecutor of a wide range of corruption."

Harvard students who attended the lecture expressed support for bringing Spitzer to campus, dismissing any irony of the invitation coming from an ethics program.

"I thought Harvard was courageous to bring him, because we need to hear these voices now," said Tara Jayaratnam, a mid-career student at the John F. Kennedy School of Government.

While the former governor's personal behavior could not be condoned, Jayaratnam said many public figures have been given second chances and Spitzer deserves one because of his extensive knowledge of regulation, corporate governance and other issues.

Evelyn White, a student at Harvard Business School, said she was very impressed with what she heard from Spitzer.

"About a year ago, I don't think I really would have wanted to hear him speak, but I heard from enough students at other schools who said they had heard him and that he still has a fire and a spark," she said.

As governor and previously as attorney general in New York, Spitzer vigorously pursued deceptive practices and other alleged wrongdoing by major financial companies.

"When the choice had to be made between integrity and market share, integrity and profits, they made the wrong choice," he said in the speech.

Spitzer, a Democrat, resigned in March 2008 after it was revealed he was "Client 9" in a court document that listed the exploits of customers of an escort service. Four people who operated or worked the escort service have pleaded guilty to various federal charges; Spitzer has not been charged with a crime.

Since his resignation, Spitzer has worked in his father's real estate firm and served as an adjunct professor of political science at City College in New York.

According to a description on its Web site, the Safra Foundation was formed in 1986 to provide "serious scholarship in practical ethics in a wide range of fields." The center helps develop ethics programs within the university and also advises other colleges and universities in the U.S. and around the world, according to the description.

Spitzer was the Govenor. This is a higher position than the attorney general of New York. He was suppossed to respect the law. Had he not been caught, he'd probably still be doing what he was doing. He is not a baseball player, rock star, TV evangelist.. he was the Govenor. He was suppossed to be obeying the laws not breaking them under the cover of night. Why didn't he stay out of the limelight for at least 10 years to show some respect for what he did to his wife and the state of New York. I guess he just can't let a catchy name like Elliot Spitzer go to waste. I'm a hard core liberal and quite proud of it but I don't trust this dude.

Spitzer's sex scandal doesn't bother me at all, it's a reflection of the puritanical religious influence in government that makes no sense. He was the governor of New York and I wish he had controlled his proclivities, but I'm not interested in joining the circus of judgment.

If Obama brought in Spitzer, and truly-empowered sensible ex Fed Chairman Paul Volcker, by letting them craft policy, break up J.P. Morgan and Goldman Sachs, force a 100% dollar-requirement on the secretive derivatives exchanges and all the other parts of Dylan Ratigan's 4-step plan, then we'd know he's being serious (for only Volcker and Spitzer have the guts, experience and savvy to take these faux-bulls by the horns)..

But by letting Larry Summers and Tim "I can't even convince my own reflection that I'm not lying through my teeth" Geithner to run things, Obama is making a shrewd-but­-destructi­ve political calculation based on needing a fall-guy later on.

What's really going on is Obama is hoping things will resolve themselves if the public's panic is assuaged and the supposedly­-legitimat­e bank-audit results create a self-fulfilling prophesy cycle that leads to an actual recovery.

Problem is, that we're way past this point, so wishing and speech-making only succeeds in convincing the media (while the bottom-lines of our unsustainable trade and growing budget deficits are beyond persuasion and convincing when the inevitable consequences arrive).

So all Obama is accomplishing is buying himself time for the whole mess to be blamed on him and his party (since, the other shoe will drop far enough into his term that he will be forced to own it).

I would like to see Spitzer on every major talk show in the country on a recurring basis. We need his voice of sanity against the voices of those owned by Wall St., Geithner and Sumner who will only do what is in the best financial interests of the banks and not what is in the best interests of this country.

Spitzer did more to fight Wall St. corruption while he was attorney general in New York than any other. Wall St. should not be allowed to silence him.

word. spitzer has always known where the bodies are hidden on wall street, and he would have seen more reform through, given the time. every time paterson crows about his accomplishments, i rue the day spitzer was forced from office. keep this story front and center, eliot!!

I concur. By installing Spitzer, along with Sheila Bair and Elizabeth Warren into the highest positions in the government dealing with this mess, while at the same time dumping Larry Summers and Tim Geithner, the country would gain a lot more Faith in the prospects of something good actually being done.

...personally, i think prostitution is treated a lot like drug prohibitio­n....outla­wing it doesn't work...has been going on since the beginning of time...and WILL continue to a typical statistical area of 10%+/-...not to say there aren't abuses in it...drug or sex prohibitio­n.....basi­cally, they are "victimless" crimes....legalize it...regulate it...tax it....and think of the savings in the legal, justice and prison system....more than 3/4 of a million marijuana arrests annually....most for possession...aka someone just getting stoned with personal amount for consumptio­n....HELLO­???....and DUH!!!....­.statistic­s...aka science.....support the legalization and the reduction in crimes and violence so related to the current laws and effects of the "war on drugs".....about as successful as abstinence only sex education......if that.....

I hope Spitzer gets back in there. I think back in the day he was the only outspoken person with a platform going after wall street. I believe he was set up. I am sure he engaged in that behaviour for long time. The timing in curious.

Thank you Mr. Spitzer you are right on as usual!
Here is just a reminder of what happened and what needs to be done.
Our financial and economic system is fundamentally broke – period
Scrupulous speculation on Wall Street with Hedge Funds and Derivatives got us into this mess. Thanks to George Bush’s free market policies and Alan Greenspan who put everything in place.

All the big banks were completely bankrupt and had hundreds of billions of Dollar debt. Last fall we bailed them out which was a big mistake because now the tax payer is on the hook. By the way those banks are still hopelessly bankrupt and only because of fraudulent bookkeeping techniques which allow them to hide their real debt do they actually show profits!!!!
As a logical consequence of cancerous Corporatism and failed financial regulations, we as a country (and almost all the states) are bankrupt. That means our raw capitalistic model has once for all failed!!!!!
Globalization has failed. Wall Street is over.
We have to put an end on how Wall Street works.
Wall Street will play a much, much smaller role in the future.
We need to Banks to invest in the real economy again. In small and medium sized businesses.
We need a dramatic change!
Kill the Hedge Funds and Derivatives all together. We can no longer continue with business as usual.

Despite the fact Spitzer made a lot of enemies in his zeal to rid Wall Street of criminal corruption, his obvious hypocrisy regarding his ability to tell the truth and his moral failings, not to mention his involvement in illegal activities, leaves him in a dubious position from which to levy charges of accountability on anyone else.

It's hard to be righteous when you're wallowing in slime.

Paying a prostitute for sex on taxpayer's money is not a natural act.

I don't personally think it should be illegal, but it IS illegal.

It's pretty obvious what Spitzer's moral stance on that is.
