Israel Offers 10-Month West Bank Settlement Freeze

JERUSALEM — Israel on Wednesday proposed a 10-month halt to new construction in West Bank settlements as a step toward restarting Mideast peace negotiations. Washington welcomed Prime Minister Benjamin Netanyahu's offer, but the Palestinians swiftly rejected it because it did not include a building freeze in Jewish neighborhoods in east Jerusalem, the mainly Arab sector of the city they want as the capital of a future state.

The Obama administration welcomed the Israeli decision, but coolly.

Secretary of State Hillary Rodham Clinton issued a statement saying the Israeli decision was a helpful move toward resolving the Israeli-Palestinian conflict. The administration's special envoy for Mideast peace, former Sen. George Mitchell, also welcomed the move but said it fell short of a full settlement freeze.

"But it is more than any Israeli government has done before and can help movement toward agreement between the parties," he said, adding that he planned to return to the Mideast "in the near future" to resume his efforts to win agreement from the Israelis and Palestinians to return to the negotiating table.

Palestinian President Mahmoud Abbas has demanded a total halt to settlement construction before peace talks can resume, but the Obama team has struggled in dealing with that demand.

On the one hand, the U.S. rejects the legitimacy of Israeli settlements and has harshly criticized Israel's construction in east Jerusalem, but on the other, it wants the two sides to sit down and work out their differences.

Netanyahu said the "far-reaching and painful step" was designed to "encourage resumption of peace talks with our Palestinian neighbors." He added: "Israel's government has made an important step toward peace today," Netanyahu said. "Let us make peace together."

The freeze applies only to new housing, meaning about 3,000 units under construction can be finished.

"We will not halt existing construction and we will continue to build synagogues, schools, kindergartens and public buildings essential for normal life" in the settlements, Netanyahu said in a statement broadcast live from his office. About 300,000 Israelis live in West Bank settlements.

Chief Palestinian negotiator Saeb Erekat said there was nothing new in Netanyahu's announcement, pointing to the 3,000 new housing units under construction in the West Bank.

"This is not a moratorium," he said. "Unfortunately, we hoped he would commit to a real settlement freeze so we can resume negotiations and he had a choice between settlements and peace and he chose settlements."

Speaking a full day before Israel officially made its proposal, Abbas adviser Nabil Abu Rdeneh said the freeze would be unacceptable if it didn't include east Jerusalem.

"Any Israeli offer that doesn't include Jerusalem will be rejected immediately," he said in a telephone interview from Argentina, where he was traveling with Abbas. "No Palestinian, no Arab can cross this line."

Israel captured east Jerusalem from Jordan in the 1967 Mideast war and annexed it, a step no nation has recognized. Trying to cement its claim, Israel built new quarters around east Jerusalem, where 180,000 Israelis now live. Palestinians denounce them as settlements, but Israel considers them neighborhoods.

Israel committed to a total freeze in settlement construction in the West Bank in 2002, when it accepted the U.S.-backed "road map" peace plan, which is still considered a viable blueprint.

The plan, which sets up negotiations on the key issues of Jerusalem, borders, settlements and refugees after three stages of interim steps, got stuck in its first stage with disputes over settlements and Palestinian violence.

The road map specifically ruled out even limited construction for "natural growth" of the kind Netanyahu exempted from the freeze he announced Wednesday.

Until Wednesday, Netanyahu resisted declaring a freeze beyond his pledge not to build new settlements.

Netanyahu and his backers support settlement construction in principle. He has said that peace talks must resume without preconditions, and issues like settlements should be discussed in negotiations.

The settlement construction issue briefly overshadowed tense, indirect negotiations between Israel and the militant Islamic Hamas rulers of Gaza over a deal under which a captured Israeli soldier will be exchanged for hundreds of Palestinian prisoners.

After optimistic signs earlier in the week, it appeared Wednesday that a deal was at least a week away.

On Wednesday, Hamas officials said the talks had hit a snag over some of the top militants the Islamic group wants freed and a deal is unlikely in the coming days.

Khalil al-Haya, a Hamas leader in the Gaza Strip, blamed Israel for the delay. He told a local news Web site that Israel "has not yet responded to the demands of the factions holding Gilad Schalit," the soldier captured in a 2006 cross-border raid by Palestinian militants, who killed two other soldiers.

Israel is objecting to some of the names put forward by Hamas, a senior official of the militant group familiar with the negotiations told The Associated Press.

He said the German mediator shuttling between the sides has presented an alternative list of names provided by Israel, and Hamas leaders were studying it.

The official spoke on condition of anonymity because the talks were ongoing. Israeli officials, also speaking anonymously, said they did not expect a breakthrough in the coming days.

The West Bank is a political and financial liability to Israel, plain and simple.

1967 borders with some land swaps, East Jerusalem as the official capital of Palestine, a just compensation for Palestinian refugees, and recognition by the Arab world that they too robbed land from hundreds of thousands of Jews. If you want to throw in a peace and reconciliation committee, why not.

This is the only acceptable solution, and any steps to hinder its progress should be met by the international community with fierce opposition. I think we're all getting tired of hearing about a conflict that gets much more attention than it deserves.

I don't need to be objective. My mother's family was driven out of Baghdad in 1949. Two siblings went to Israel. If giving up compensation means that the Palestinians give up their right to return, then I'm all for it.

Israel just spent the past few months approving new construction in the areas they are not supposed to be building in.

So now they are offering a moratorium for 10 months that doesn't include these new builds they approved.

How is this a freeze? They will continue to build for the next 10 months and then approve new builds and maybe offer another "freeze"? Do they think people are stupid? Why doesn't the above article highlight this?

This is just another attempt to stonewall peace talks. Both sides need to participate instead of making excuses and trying to stall the process. Netanyahu is just trying to buy himself 10 months for his lobbyists to finish tanking the peace process.

Why is everyone so up in arms over Israel's proposal? This is a "hudna".

Many of you are eager for Israel to accept the Hamas offer of a "hudna", which basically means "we agree to stop trying to destroy you for a while, until we get our act together... if you comply with our every demand, perhaps we'll extend this 'time-out' a little longer."

So Israel is doing the same thing: we'll stop building for the time being, but we can always pick it up again if you ps us off too much.

Don't like it? Then how about some real negotiations? When Hamas gives up its visions of wiping out Israel, and quits teaching its kids that it's ok to murder Jews... then we'll talk.

Israeli Settlements in the West Bank are a violation of the Geneva Conventions that were passed to protect civilians (in this case the Palestinians) who are under foreign military occupation. The Roadmap to Peace demanded that Israel remove illegal settlement outposts and cease settlement expansion. Most importantly, however, Israeli settlement activity is an unequivocally aggressive action that belies any claims of desiring peace.

Current formulas for peace are based on the goal of two viable states living peacefully side-by-side. Israel currently functions as a viable state so discussion has focused on what boundaries are necessary for a viable Palestinian state. At the same time, Israel is building its so-called ‘security wall' deep into the West Bank along with the settlements, all-the-while claiming "facts on the ground" as a basis for territorial gains.

Wait a minute eveyone. When I first read this report here, it gave lead to the content of Hillary Clinton's statement issues by the State Department refering to the 1967 borders as basis for negotiations for a two-state solution. Now, that reference and lead have disappeared. Where is ti? What happened? Who censored that KEY peice of information? fortunately, knowing the American media, I did make a photocopy of the statement. anyone else observed this?

The 1967 borders as a basis for negotiations for a two-state solution is NOTHING new. UNSCR 242 adopted that principle in 1967 and has been the basis for Israeli-Arab negotiations ever since.

Have just read on the BBC website that the Israelis have just announced that they are planning on building 28 new schools for settlers in The West Bank. This the day after a 10 month freeze was declared. Who could trust such a government?

What kind of schools? It is my understanding that about 20% of the children in Israel are members of ultra-orthodox groups who do not allow their children to attend public school. Is the US tax dollar now going to be used to establish religious schools in other countries? If so, then, in all fairness, there should be no restricitsion on foreign to those conuntries for activities such as abortions, tubal ligations, vasectomies, or birth control.

actually the y will have to wait 10 months because it is the time the US administration and bureaucracy will take to approve the billions of US financial aid.

offically the aid would be to help the supply and education ......

in reality , half will go to private swiss accounts . the rest will be spent in building new settlements....

This is the result of Obama emboldening a politically weak leader in the middle east before thinking rationally. Ever sine he told Abbas he'll do whatever it takes to be cool with the arab world i.e throwing Israel under the bus. Abbas, who is to weak to forge a peace agreement as long as Hamas is in control of Gaza has been dragging his feet, under the guise of an all of a sudden right to demand Israel stop all settlement activity. First off every Palestinian leader including Arafat has understood the gigantic settlement blocs will be part of a land swap deal. ISarel couldn't evacuate them if they wanted to. No leader is that strong, neither is the Army. They still can't find a place for the 8000 settlers they removed from Gaza, let alone the 300000 that live in the west bank. This is before you even get to the point that they are more militant and will not go without a bloody civil war. This is all besides the very obvious fact THAT NOTHING CAN BE ACHIEVED WITHOUT NEGOTIATION. You don't negotiate to negotiate. You sit down and work it out. The settlements, E. Jerusalem, refugees. Everything. Nothing is the only absolute when no one talks and NOTHING will be solved unless Abbas stops acting like an entitled privleged baby and puts his money where his mouth is. AT THE NEGOTIATING TABLE.

Well, if the settlements are to exist even in the event of Palestinian independence, then the settlers in the West Bank should be presented with a simple choice - either become naturalized Palestinian civilians or leave.

Cohen confuses encouraging with emboldening. The purpose of either is to cause someone to move forward; If Abbas does that, Israel will lose another victim point. and cannot blame Palestine for being non-cooperative. My guess is that Cohen would interpret any statement by Obama other than "FO" as emboldening.

Israel is a well crafted shell game of religion, race and state. Shell number one is Israel is a democratic nation. Only if you are Jewish and allowed to become a citizen can you vote. They are a minority in that country, most are Muslim Arabs. Everybody else within the borders is second class at best. The second shell is that they are a separate race as the chosen ones. Chosen for what is rather unclear as in all theocracies. They make up their own brand of racial supremacy. The third shell is where you have to be a member of their chosen religion under the control of your local Rabbi to have any voice whatsoever. Jews that object are proclaimed self hating. All dissention by anyone else causes them to whine their coined term ‘anti-Semitic’ or ‘remember the holocaust’. They do utilize the shell game to great advantage especially when bombing neighbors, robbing them, erecting walls, stealing their properties by calling them settlements and thumping their version of their bible. I for one am ashamed that we as Americans are forced to pay for them. Time to cut off their free welfare payments for which we get nothing in return. They don’t even pay taxes here.

What an utter load of falsehoods, ignorance and inaccuracies. Arab citizens of Israel have full and equal civil and human rights that non-Arab citizens do including the right to vote. The majority in Israel are NOT muslim Arabs. Muslim Arabs comprise less than 20% of the population. The consept of the "chosen people" has no superiority component. It is a biblical reference. Many groups believe they are chosen - for example, Black liberation theology, as in Obama's former church, holds that blacks are God's chosen people. To suggest Arab citizens of Israel have no voice is pure nonsense. Arabs hold seats in Israel's parliament, the Knesset. Jews did NOT coin the term "anti-semitism. Look up Wilhelm Marr.
