Obama To Promote New Job Ideas During Tuesday Speech

WILL LESTER   12/ 5/09 09:29 PM ET   AP

Obama

WASHINGTON — In his latest job creation effort, President Barack Obama is trying to find practical and politically feasible ways of spurring hiring among skittish employers.

Among the ideas expected in his economic speech Tuesday is an expanded program that gives people cash incentives to fix up their homes with energy-saving materials, senior administration officials have told The Associated Press. Obama is leaning toward new incentives for small businesses that hire new workers and new spending on roads, bridges and other public works, the officials said.

The president also is open to a federal infusion of money to cash-strapped state and local governments, considered among the quickest and most effective – though expensive – ways to stem layoffs.

The officials spoke on condition of anonymity because the package and Obama's speech were being developed. The officials emphasized that Obama probably won't mention in his speech every job idea he will eventually support, and that his address is meant only as one step in a debate that's sure to keep going.

Obama said in his Saturday radio and Internet address that the country is emerging from an "economic storm" and that he's working to put people back on the payroll after a painful recession.

Two years of drastic job cuts all but ended in November, according to the latest figures, and the jobless rate inched down to 10 percent. Putting that in perspective, he said in the address, "For those who were laid off last month and the millions of Americans who have lost their jobs in this recession, a good trend isn't good enough."

The White House is not yet commenting publicly on the details of Obama's speech.

Job losses in the U.S. have been the worst since the 1930s, but new statistics out Friday showed a relatively moderate loss of 11,000 jobs last month. The unemployment rate dipped from 10.2 percent in October to 10 percent in November, but remains at a troubling double-digit level.

Rising frustration over joblessness threatens the president's agenda. The president must connect with voters to boost the chances of his legislative efforts and for Democrats in the 2010 midterm elections and his own in 2012.

Obama held a jobs forum at the White House on Thursday, made a trip Friday to visit business owners, workers and the unemployed in Allentown, Pa., and set the jobs-bill speech for Tuesday at Brookings Institution, a Washington think tank.

"History tells us this is usually what happens with recessions – even as the economy grows, it takes time for jobs to follow," Obama said in the weekend address. "But the folks who have been looking for work without any luck for months and, in some cases, years, can't wait any longer."

Obama said he has no intention of backing off his administration's efforts to overhaul health care, improve education, invest in a clean energy economy and deal with mounting federal debts. All, he said, are vital to strengthening the economy long term.

"I didn't run for president simply to manage the crisis of the moment while kicking our most pressing problems down the road," he said.

Thinking about the political debate around job loss...

Today, a guy from the Water Dept. informed me he would replace my water meter and everyone's water meters will be replaced with electronically read meters. That makes sense. Why have people, nationwide, drive around monthly reading water, gas or electric meters when they can be read electronically, that data can be fed directly to a computer, processed into a bill and automatically be billed to your bank account. Many processes can easily be automated, eliminating many jobs, just at the water dept.

How many job losses will there be just from this minor advance in technology? Over time, thousand of little advances in technology get implemented one by one. Good news?

It will reduce available jobs nationwide.

Has our society matured technologically to a point where full employment is not needed? Can our needs be met with fewer workers?

Central ideas in the debate around job loss should be:
- Why punish worker because we are technologically advanced and can meet human needs with fewer workers?

- Why should products of advanced technology benefit the few and penalize workers?

I think we have developed an ethic, call it a work ethic, compelling us to work, primarily to prove we are not lazy. But what if society doesn't need all of us to work, what then - I think that is the central question needing to be debated.

Idea: Make the next extension of unemployment benefits contingent upon the recipient performing some sort of public service. Imagine how much better shape our country would be in if every person who receives their unemployment benefit is mandated to perform 10 hours of public service for every month they receive their benefits. Sure, it gets complicated to keep track of it but even a 50% compliance ratio would be awesome.

People who don't want to do the work would simply be ineligible for any additional extension of benefits, once they reach the current limit. It seems fair to me.

How about encouraging people who have received unemployment benefits for more than one year, to start a small business? These Economic Stimulus Micro Enterprises can have very specific requirements associated with them, including mandatory small business education courses, offer expedited licensing or permitting for certain SEC codes, and provides hiring bonuses that are triggered by longevity of employment.

This is simplistic and would surely need to be fleshed out but, really, a pilot program could be up and going in no time. We have to figure out how to enable those who are smart, motivated and hard working, to take a risk and build a micro-business. The future of America is in the creation of micro-enterprises, not allowing Wall Street Banksters to loot the Treasury.

So now what, slick?

Obama's starting to look like the incompetent shade tree mechanic whose diagnostic approach is to replace parts in the hopes of finding the one that doesn't seem to be functioning. He has no idea how a free-market economy works.

When are we going to start seriously suggesting to this yahoo that he step down and go back to ward heeling in Chicago. Maybe Mayor Daley can use him to run errands. This farce of a regime has failed and we can't afford to sit and wait out the rest of his term until the 2012 elections. Somebody say "Im" and I'll say "peach."

NOBODY REMEMBERS OBAMA AT COLUMBIA

Looking for evidence of Obama's past, Fox News contacted 400 Columbia
University students from the period when Obama claims to have been
there, but none remembered him.

Wayne Allyn Root was, like Obama, a political science major at
Columbia who also graduated in 1983. In 2008, Root says of Obama, "I
don't know a single person at Columbia that knew him, and they all
know me.

I don't have a classmate who ever knew Barack Obama at Columbia. Ever!
Nobody recalls him. I'm not exaggerating, I'm not kidding."
Root adds that he was also, like Obama, "Class of '83 political
science, pre-law" and says, "You don't get more exact or closer than
that. Never met him in my life, don't know anyone who ever met him.

At the class reunion, our 20th reunion five years ago, who was asked
to be the speaker of the class? Me.

No one ever heard of Barack! And five years ago, nobody even knew who
he was. The guy who writes the class notes, who's kind of the, as we
say in New York, the macha who knows everybody, has yet to find a
person, a human who ever met him. Is that not strange?

It's very strange." Obama's photograph does not appear in the school's
yearbook and Obama consistently declines requests to talk about his
years at Columbia, provide school records, or provide the name of any
former classmates or friends while at Columbia.

Yeah, another speech!! The lighting will be superb, the reverb set just right. Hopefully it is as good as his speech on how he will end DADT.

Just an idea and this wouldn't cost much to do this :

Why not take a look at the 405,644 (H1B visa) workers in 2008;
426,596 (H1B visa) workers in 2007; and
385,409 (H1B visa) workers in 2006 and

see if any of these 1,217,649 jobs can be filled by out of work americans?

...and don't forget the 1,000,000's of undocumented dark-fiber internet workers offshore who tunnel under our borders every night into every corner of our country to steal away jobs 81% of Americans in private industry who work in service sector, then these aliens disappear again before the sun rises...

After the completely useless community-organizer forum, now he's giving more speeches.

He will do absolutely anything to get out of working and actually accomplishing something besides destroying our ecnomy and getting more of America's children klIIed.

I am shocked your post was permitted.
Glad to see there are a few not singing the mmmmm, mmmmmm, mmmmmm song.
Keep in mind too those Republicans that are supporting this war escelation.
They are definitely not worthy of being Representatives.

"And now for something completely different."

One more proposal that has long term benefits.

Lease for 100 years one of the thousand islands off the coast of Greenland.
Build a Federal prison complex/camp. Nothing extravagant.
Initially house any person that commits a crime with a gun or has a life sentence.
Limit food to Meals Ready to Eat ---- (what those in uniform are given now).
Limit prisoner services to the bare minimum.
States have the option to either house them in their prisons or turn them over to the federal prison system. Which will they choose?

Benefits:

* Free up billions in state tax dollars. Wasted education, housing, excessive state prison costs, medical, welfare, etc.

* Long term removal of hundreds of thousands that contribute nothing positive to society.

* A few jobs created (at and in support of the prison complex).

* Saved tax dollars could be used for useful purposes.
03:01 PM on 12/07/2009
you dont mention all the jobs lost there is the not just the gaurds and people at the prison there are all the contractors that work for the prison, generally the entire town is somehow connected to the prison, saving tax dollars is raising unemployment.
12:38 AM on 12/07/2009
Another propoal that will probably not be on his list, but should be highly considered.

Reduce tax dollars immediately going to the UN, World Bank Organization, and other type international organizations by at least 75% for the next 5 years.

Reduce tax dollars going to overseas countries that provide nothing in return (military bases, resources, etc) by 100%.

Use those dollars saved to help create private sector jobs in the U.S. Or put it towards the deficit or something useful.
12:30 AM on 12/07/2009
Here's one proposal. Not a solution, but it has more long term benefits than most others.

Assume we spent XXX dollars for these govt jobs that he will most likely mention. Roadworks and other infrastructure. Those will create temporary jobs.

So why not spend the same money on ICE raids and border security?

Benefits:
Creates temporary govt jobs.

Opens up 5 to 10 million low paying jobs. (Assuming about 1/2 of the illegals are holding down jobs).

Creates jobs in the housing market (and when the economy does turn, it'll be seen in housing. Americans will benefit with jobs, not illegals).

Increases tax revenue by removing 20 million from our social tax system (education, medical, etc)

Creates cash flow for America vs those paychecks going to Mexico.

He had Union (SEIU) leaders in his office more than any other visitor.
And they were huge Obama backers.
They have yet to get their Card Check into Congress.
So he (Obama) owes them.

So you must assume they (Unions) are partially driving any decision.
I don't see a lot of good coming out of that.

Better find a way to create jobs, otherwise how will all of those people pay for MANDATED health insurance. Oh that's right, build more prisons (job creation) and hire more prison guards (job creation) so when those MANDATED health insurance scofflaws can't pay they'll have somewhere to go that will have three meals a day, a college education and cable TV!

Brilliant MR. President! You are such a visionary...12 dimensional chess...unprecedented...historic!
