As an extreme cold snap continues to cover most of the country, people who can't afford to keep their utilities on are especially hard hit.
In Memphis, Tenn., the mayor hopes to prevent deaths and other problems from the inclement weather by funding heat and electricity for everyone in the city until the cold passes, CNN reports.
