PORTLAND, Ore. — Oregon has set aside its history of shooting down tax increases on statewide ballots, with voters endorsing higher taxes on businesses and the rich amid a brutal economic slump.

Democrats in the Oregon Legislature made it as easy as they could for the voters to raise taxes on somebody else, and the electorate responded Tuesday by approving Measures 66 and 67.

The increases approved Tuesday will hit people with taxable income upward of $125,000 – estimated at fewer than 3 percent of filers. Many businesses who had been paying an annual $10 minimum will see that rise to at least $150.

With 91 percent of the vote counted, the vote was 54-46 on Measure 66 and 53-47 on Measure 67.

Oregon voters have consistently rebuffed legislative attempts to take more in tax revenue – such as a cigarette tax to pay for health insurance for children three years ago, two previous income tax measures that would have hit most Oregonians and nine sales tax measures over the decades.

A Democratic legislative leader, Senate President Peter Courtney, said he was, just in case, preparing a statement acknowledging defeat just before the results were reported Tuesday.

"This is a tax vote?" he exclaimed later when the victory was evident. "This is indescribable ... It's Oregon being Oregon."

The vote affirms the two-year budget the Legislature controlled by Democrats adopted last year, and spares it $727 million worth of budget cutting during a four-week session that begins Monday.

Courtney's counterpart in the House, Speaker Dave Hunt, says the session will focus on legislation to spur job creation and to help people hurt by the slump that has boosted the unemployment rate to 11 percent and driven record numbers of people to seek aid such as food stamps.

Oregon's Sherwood Forest, take-from-the-rich strategy might appeal to legislators in other states struggling to bandage their budgets, said Portland pollster Tim Hibbitts.

"If you're going to take this to a red state, it's going to be a lot more difficult," he said. "Other blue states that are feeling the pressure may say, 'Maybe we could craft a similar measure and win with that.'"

Business leaders and Republicans were glum. Hibbitts' polls suggested a closer vote, and for much of the voting period, liberal Multnomah County was slow to mail in and drop off ballots, raising the hopes of the tax opponents.

It was a victory for public employee unions who were the spearhead of the campaign for the taxes and raised enough money to outspend the opponents.

A Common Cause analysis put their fundraising advantage to date at $6.85 million to $4.55 million in one of the state's most expensive campaigns.

"The bottom line is the unions bought the election," said State Republican Chairman Bob Tiernan. "It's going to be a sadder day as more businesses leave the state and more don't want to come here."

I just heard that Oregon will lose 70,000 jobs because of this tax increase. And it will happen almost immediately. I think this is great news. Oregon deserves it.

The constitutional authors lived under an aristocracy, they knew all too well what it was like being ruled by those who had inherited wealth. It is my belief that all income over 2 or maybe 3 million dollars per year should be taxed at 90%, this way anyone making more than that would instead plow their money back into their businesses to avoid the high taxes, thereby creating more jobs with better wages. Kind of like America had from the 1940's until 1980. The rich are not paying their share, not even close, time to make them.

I keep reading statements written with the exuberance of a great victory over a tax of $150/yr on corporations like Nike. Am I missing something? Shouldn't that be a far high sum? Granted, it is higher than $10/yr, but come on!

I also can't understand the painful cries of doom and gloom about potential lost jobs from corporations and the rich. I'm sorry, but $150 is lunch money to this class of people.

Please correct me, if I missed something in this Oregonian People's Revolution.

As far as NIKE, the top step for taxes is, if you make ONE HUNDRED MILLION DOLLARS OR MORE, YOU MAY HAVE TO PAY $100,000. So, that would be $1,000 on each MILLION.

Well seems like you're one of the many calling this a revolution, and I wonder if you've ever set foot in this state, much less vote on a referendum. And consider that, no, it's not the case that all corporations in Oregon were paying only $10 in state income tax, and are now only going to have to pay $150. I run a business in this state and I can assure you, state income tax for my business income is far more than those paltry sums. No great complaints from me about that, but your view seems somewhat distorted by a distinct lack of information on the particulars.

Fanned. The logic that as the working class improves, the attraction of corporations looking for customers increases, has been attacked for centuries. It makes no sense to punish those who have demonstrated the will and effort to be successful. A better strategy is to punish the stupid and lazy. Good ways to do the latter are more cigarette and alcohol taxes and lotteries.

In spite of a massive misinformation campaign, Oregon voters, by a hefty 10% margin, voted to approve these measures because they took the time to become informed of the issues and implications. If you have a problem with that, perhaps you you'll be energized to start a petition drive to overthrow this legislation. Let us know how that works out for you.

I don't live in Oregon. I live in Texas. We have no state income tax. We have some business taxes, sales taxes, and property tax. It is not ideal, but pretty good. Most importantly, we have a balanced budget.

As a general statement, I think redistributing wealth from those who have earned it to those who have not is not only unfair, but rewards stupidity and lazyness. Over the long term, that is unhealthy for the entire economy. The communists wanted everyone to get the same material reward, regardless of effort. As you probably know, most communist governments that once existed are no more.

I noticed that you did not explicitly challenge what I wrote in my previous post. That says much.

And so very true. Were all unions to vanish, they would blame the middle class. When the middle class is gone, they'll blame the poor. Then they'll show their true colors and just blame all the non-whites and non-land-owners. By that time, we'll be back to feudalism.

The SAME rhetoric was offered in the wake of our groundbreaking bottle bill legislation, our aggressive efforts to finally clean up the Willamette River, land use planning rules with real teeth, and our efforts to insure public access to OUR beaches. All of these progressive measures were met with threats of job losses and growth stagnation. It did not happen. And the tax measures just passed were opposed by some of the same entities that opposes those successful progressive efforts.

In all fairness to Nike, your comment isn't really accurate. Nike will see a very small increase in taxes for in-state sales. However, most companies have until now been paying $10 per year, unchanged since 1932 !!!!

Nike, however, receives the bulk of it's savings through VERY generous county property tax deferrments.

anyone out there know how many times we have cut taxes for business small or large in the last 40 years
seems that what the gop keeps saying since 1994 (the year i learned how crappy politics are)
bu in the last 40 years havent we had 5 reccesions?

Well that's the big lie they keep telling. Their argument is that if you cut taxes on the rich, they will invest it in the economy and create jobs. Obviously, that's a lie. It's the trickle down theory of economics and it's a lie. The rich invest their unpaid taxes into financial investments that create more wealth for themselves and even then not necessarily into financial instruments that are loaned out to small businesses. There has been no net increase in jobs over the past decade. We've had tax cut after tax cut after tax cut from 75% to 40% for the top 2% and there has been no net increase in jobs in the past decade. There are other ways to create jobs. An industrial policy for one would help. An export strategy and government stimulus for start up technology, medical and green industries rather than continued subsidies for mature industries like fossil fuels and agriculture, which continue due to political pressure rather than what creates jobs.

for those of you that think high taxes are a good thing...and that tennessee doesn't have anything but trees...we have a new volkswagen plant...several new solar panel manufacturing...and last year we stole nissan corporate hq from cali.....why...because we have low taxes and good workers....

people i know that moved here from cali. are amazed at how much easier life is out here...tags for your car are way less than 100 dollars in most counties...and for the same price in those west coast states you can buy twice the house and still have money left over...and when tax time comes the state does not have its hand in your pocket....

I was just in Portland a couple of hours ago and the stream of Escalades and Navigators lining up to leave the state was huge. Buildings are falling apart, the Willimette River has crested it's banks, women run screaming through the streets.. It's pandemonium, folks! The humanity, oh, the humanity. Do you realize that someone may have to give up playing the back nine over this? Gawd, I barely escaped.

I've lived here nearly 20 years ... have a business ... and there's rioting in the streets. The screams are deafening. Oh wait, that's a flock of geese. Businesses are all moving to that NeoCon loving state to the South of us run by that Austrian guy, lol.

Actually, we're gonna show the country how it's done. There's talk of a Bank of Oregon, ala what North Dakota does.

I don't understand why Connies are reluctant to contribute faily to society via taxes? If the gov't suggested an increase of 3% of my income taxes to provide free health care to the people of Texas I would gladly do it. Why are other people so concerned with accumulating wealth? When you die, you die with nothing. And an increase in income taxes is not going to bankrupt you. BĂ­tch, please!
