In late January, the Illinois Department of Human Services sent Susan Shaf a letter announcing that her monthly food stamp benefits were going down starting Monday. Instead of receiving $143 a month, she would get just $26.
"They're saying I never supplied them proof of my new place where I live. I faxed them a copy, I mailed them a copy," Shaf said. "I've tried to contact every single person in the world over there."
