Obama Weekly Address: Now Congress Will 'Pay For What It Spends, Just Like Everybody Else"

WASHINGTON — President Barack Obama said Saturday new budget rules that say spending cuts must accompany spending increases will force Congress to "pay for what it spends, just like everybody else."

Obama signed a bill Friday reinstating budget rules known as "paygo" – short for "pay as you go."

In place during the 1990s, the rules helped create balanced budgets and surpluses. Obama blames eliminating them for creating much of the $1.3 trillion deficit he faced upon taking office in January 2009 and for a total debt of $8 trillion projected over the next decade.

The president has been trying to show a public alarmed by higher government spending in the midst of an economic downturn that he is taking steps to tighten Washington's purse strings.

But the bill also lifted the cap on the amount of money the U.S. can borrow by $1.9 trillion – to a total of $14.3 trillion. The ceiling was lifted from $12.4 trillion to keep the U.S. from going into default.

In his weekly radio and Internet address, Obama said the "politics of the moment" often overwhelms the desire Democrats and Republicans have to produce balanced budgets – something the federal government legally is not required to do.

"Now, Congress will have to pay for what it spends, just like everybody else," he said.

Obama did not discuss raising the debt ceiling in his message.

The president also repeated a promise to create, by executive order, a panel of Democrats and Republicans to suggest ways for closing the gap between what the government spends and what it collects in revenue. His proposal is weaker than a similar plan recently defeated by the Senate because Congress would not be required to vote on the presidential panel's recommendations.

Obama was expected to sign the executive order as early as next week.

The administration is projecting a $1.56 trillion deficit for the budget year ending Sept. 30.

Republicans mocked Obama for signing the "paygo" bill behind closed doors.

"With a simple stroke of his pen, President Obama now has the ability to continue his binge spending agenda to the tune of an additional $1.9 trillion, the largest one-time increase in our history," Republican Party Chairman Michael Steele said Friday. "Taxpayers will continue to foot the bill for the Democrats' fiscal irresponsibility."

The strategy from the right from day one has been to portray this CENTRIST President as socialist , radical , extreme and and so on.

The modern republican party, or what is left of it (being obliterated by the tea bag gers) is really the ones that are the radicals and extremists ....radical in the sense that they do NOT care if people lose everything (their homes , jobs or health) just as long as they get their tax cuts for themsleves and their big corps and banks behind them .

Even if the President DOES agree to whatever they propose or co-sign ...then they stop in their tracks ...disavow that they ever wanted whatever bill they were in agreement with and then promptly move EVEN FURTHER right or more radical.

THIS 25th ..this President is going to finally corner them all ..CENTER stage ...and tick off one by one all the points ..getting all of them to agree one way or the other ...and then show how extreme and radical THEY are and really ...

how sensible and reasonable this President is.

and then that will be the end of them.

It boggles the mind to see there are trolls here arguing AGAINST paygo!

But when you think about it, the reason Republicans won't vote for it is clear.

Paygo is what enabled Clinton to reverse the deficit Daddy Bush created and turn it into a surplus. That spelled two terms for the Democratic president.

Go President Obama! They won't give it to you...You just take it!

I can quit any time I want. After today, thats it, no more. I might as well drink twice as much now since this is my last time. You know, I wouldn't be drinking as much if the guy that lived in this house before me hadn't drank as much as he did. I mean, I can't really drink less than he did, that would be stupid. The Congress, sir, does not pay back what it spends, the American people do in the form of higher taxes!

And, at the rate your Congress is spending it will be a tax liability that bleeds all over the middle class.

That's a hoot. If he was so worried, why did he increase discretionary spending on many of the bills passed by the prior administration? The bills were locked in, but the discretionary spending was up to him and him alone.

One way to save money is cut out health insurance and retirement benefits for the Senators and Congressmen. That would save some money and they'd know what it's like to do without those perks.

I am not a citizen of your republic, but I love your country, and am a citizen of the world...just like you...just like all of us. I have watched how far you have come...seen how much you have accomplished...heard the hope on your constituents tongues....in your speeches.
