Jaesun Ingles Dies After Being Tasered As Chicago Police Seek To Expand Taser Use (VIDEO)

The Chicago Police Department's announcement that more Tasers will be used by officers on the street comes the morning after a man died after police Tasered him in south suburban Midlothian.

The Chicago Tribune reports on Wednesday that the CPD will expand its use of Tasers throughout the department. The number of Tasers on the street will rise from 280 to around 650, and patrol officers will be given authorization to use the allegedly nonlethal weapons.

On Tuesday night, however, a man died after being Tasered by police.

Jaesun Ingles, from south suburban Riverdale, was pulled over around 11 p.m. Tuesday night in nearby Midlothian. Ingles was serving parole in Illinois for an attempted assault charge in Ohio, the Tribune reports. When they pulled him over, officers smelled marijuana, and found a small amount on Ingles when they searched him.

Ingles ran. He hid behind a small building and attempted to swallow a plastic bag that "may have contained drugs". When officers tracked him down, he resisted arrest, and they used a Taser on him.

Ingles began to have trouble breathing after being Tasered. He was taken to MetroSouth Hospital in Blue Island, another south suburb, and pronounced dead at 12:31 a.m.

The Illinois State Police public integrity unit is investigating the incident, and a Wednesday autopsy was inconclusive, pending the results of more tests.

Ingles' death is likely to draw some negative attention to the increased Taser presence in Chicago.

I wonder if the breathing problem had anything to do with the fact he was stuffing a plastic bag into his mouth attempting to swallow evidence? Just thinking...................

The correct term for TASER Electronic Control Devices is "less lethal". They are unlikely to cause problems on healthy adults when used correctly. They can cause problems with extremely aggitated individuals or individuals on certain drugs like crack and meth.

The standard use of force model has five tiers

Subject actions:
1 - Compliant
2 - Passive resistance
3 - Active resistance
4 - Combative
5 - Life threatening

Each tier of subject action corresponds to a use of force stage:
1 - Cooperative controls
2 - Contact controls
3 - Compliance techniques
4 - Defensive tactics
5 - Deadly force

TASER ECDs were originally designed as an alternative for the use of firearms or hard defensive tactics (baton strikes, choke holds, hits and kicks, arm locks) which might be used in the two most violent tiers (4 & 5), but sometimes can be appropriate for use is some of the 3rd tier depending on the exact situation. They should not be used for tiers 1 or 2.

There is no reason to use a TASER ECD on a subject more than one or two times. That should allow more than enough time for officers to physically take control of the subject. Part of the problem may be training as there are still many officers who think that it is not safe to touch a person during an ECD discharge.

at it's best tasers are simply torture devices. their ONLY use is to inflict great pain to force compliance with whoever is pulling that trigger. and it is very telling how many pigs salivate over the idea they can claim it isn't "deadly" force no matter how many times it kills.

Where are they getting all this money for new taser guns while simultaneously complaining of budget shortfalls? It's like the CTA complaining of having no money but they're put up dozens of (useless) 42" flat screen TV's on their train platforms.

American cops love their toys and love to use their power.

Here very few cops carry sidearms (maybe less than 10%). None have tasers. Almost none carry handcuffs or mace. They do carry batons. And it's not a problem....with all their ills, the cops have respect from the people. They walk around, rather than sit in a car at a doughnut shop. They know the locals on their beat, the shopkeepers, the good folks and the troublemakers.

If someone gets out of line, they talk to them first. If they decide they have to run someone in, they just tell them to come along, and the people do. I've actually seen them tell someone to sit down and wait for a car to pick them up, and the person go to a kiosk, buy a beer, sit down and wait.

Good is in the eye of the beholder. Moldova has 1/6th the crime as the US, no gangs, no drug problem. In exchange we have politicians ALMOST as corrupt as the US, roads more rubble than pavement, and...and that's about the downside... Education better than most US high schools, free health care for all.

There have been enough incidents of this sort that they know they should never Tazer someone in the chest or abdomen. If the person has any sort of heart beat irregulaties, it can trigger a fatal attack. Legs and arms are supposed to be far less risky.

If the weapon is used correctly, it can prevent an encounter with the police escalating to guns and bullets, saving lives on both sides.

But as we are seeing in increasing numbers, they are NOT being used correctly, and the lack of good judgment in deciding WHO to use them on is also increasing. Tasers have been used on people in wheelchairs (he was going to get away, huh?), pregnant women, women with babies in their arms, people on a window ledge (suicide is against the law, so in order to stop you from killing yourself, we'll taser you and have you accidently fall off instead), etc.

My brother is seriously mentally-ill, so every time he is arrested, he tries to assault the police. He shouldn't be on the street in the first place, but that's another story about our crappy healthcare system. The last time he was arrested, they tazed him atleast 10 or 20 times, which caused him to have uncontrolled seizures for three days-he doesn't have a past history, so it was all the tazing. An uncontrolled seizure of that magnitude can kill you. These weapons aren't safe. The police need to use less force when arresting unarmed people. Period.

It appears that it isn't a NON LETHAL as advertized. but it could be written off as an inexperienced or overzealous operator. 20-30 good shocks might be a bit too much for even an elephant.

Posters are jumping to conclusions with little information.

We don't know what killed this man. Wait for the coroner's report.

We don't know the extent of his resistance and whether the use of a taser was justified. Maybe he was waving his arms around. Maybe he was punching and kicking.

Chicago Police have done horrible things to innocent and guilty people, but we don't know that happened here.

It should become a rule and social norm,
that when we witness any "man in uniform"
attacking an unarmed person with a taser,
we all go after the armed attacker.

We have had grandmothers and little girls tasered,
and people have lost their lives.

There has to be consequences for this "behavior" by "law enforcement".
