Bad idea. discriminatory, potential to backfire and create more hate and divisions in the society.
Europe in general is slowly spiraling down a slope away from secularism and creating a divided society. This is not just an issue for European Muslims but all minority groups in Europe.

State training of Imams is open to as much corruption as radical Imams are able to do on their own. Setting some guide lines, developed by moderate sensable Imams might be a better way to go. State vs religion is always a slippery slope. Actually, the real threat in Germany are the pedophile priests that have been molesting children long before anybody ever thought about Islam as any kind of threat.

Over and over again, the same problem arises as this article points out that the tenets of Islam differ from German tenets. When the non Muslim government begins in earnest to train imams, there will be trouble for sure. The efforts to get Muslims to become mainstream by trying to brainwash or have them to take away some of the tenets and adding other tenets that run contrary Islamic tenets will not work. There are many learned Muslims with secular education but that does not qualify them to become a imam or a shaykh. When one has a degree in computer science and he is elevated to imam, by turncoat Muslim leaders, this also will not work. Imam is more than those that lead in prayer. There is so much to grasp to be truly effective as a imam and cultivating secular education with Islamic knowledge, aqeeda, the seerah, hadiths, Quranic memorization of passages and so on would be a great plus! Germany must be given credit for trying to find a way to pull in Muslims in their society; but they must tread lightly on how they are going to do this. Resentment will set in quickly if Muslims see that their imanm was hoisted in by the government, and lacks the right Islamic knowledge, he would be viewed as a spy or a munaafiqoon (hypocrite)!

Because when I think of the most qualified organization to train Imams, I think of ... Germany.

What? There is no real separation of church and state in Germany. It is more like a cooperation. training imams by the state could mean that they are ready to make Islam a state religion next to Catholicism, Protestantism and Judaism.

And of course, to make sure the policy is not discriminatory, Germany will also take a hand in the training of Roman Catholic Priests to protect the children of Germany.

Oh, you mean Germany won't do this with any other religion? Then yes, Germany is a bigoted country!

Germany should do that as well. However, anyone not blinded by partisan rage should realize the issue with radical imams and the people that listen to them

Because radical Imams are the only ones who present a problem to the harmony of society. A few days ago a statistic was floating around Huffpo-globally, less than 1% of terrorism is committed by Muslims. Its called stigmatization and sterotyping.
