Will Congress Extend Unemployment Benefits Beyond 99 Weeks?

Sen. Tom Coburn, the Oklahoma Republican who blocked Democrats' efforts to reauthorize existing unemployment insurance for the long-term jobless, says that Congress will eventually give the unemployed another month of benefits.

"We have 99 weeks of unemployment compensation out there right now -- and we're gonna move that to 103, and then we're going to move it even further," Coburn told a reporter asking about the practical implications of his obstruction on Friday.

Last week, Coburn prevented Democrats from extending eligibility for Emergency Unemployment Compensation to May 5. The program, which provides up to 53 weeks in four "tiers" of federally-funded benefits in addition to up to 46 weeks of state benefits, will lapse on April 5, while Congress is in recess (it's likely the disruption will be minimal despite the lapse).

But Democratic and Republican leadership offices in the House and Senate were unaware of any plan to add a new tier of benefits. Judy Conti, a lobbyist for the National Employment Law Project, told HuffPost that the idea of an additional tier has no traction even among the most liberal lawmakers.

"When it has come up to congressional offices, they said 'We're not there yet, there's not the political will for a Tier 5,'" Conti said. "If one of his justifications for his heartless action is legislation that doesn't even exist, it seems to me his objections are even more specious than we thought."

Coburn and his Republican colleagues insist that they wholeheartedly support unemployment benefits. They argue that the measure to temporarily extend eligibility for the enhanced benefits will add $9.2 billion to the $1.5 trillion projected deficit. Last week, the GOP wanted to pass the measure but pay for it with stimulus funds, an idea Democrats rejected before voting to adjourn. One of the most important things about unemployment benefits is that they stimulate the economy because the money is desperately needed and immediately spent; progressive economists say offsetting the spending also offsets its stimulative effect.

An additional tier of benefits is an entirely separate matter. But even with all the debate surrounding the benefits, there's little disagreement between the parties that it's good policy to extend a lifeline to laid-off workers in a time of high national unemployment. Coburn could be right that the lifeline will be lengthened.

"It's not surprising leadership offices don't want to show their hand but time will tell," wrote a Coburn spokesman in an email to HuffPost. "Dr. Coburn's core argument is that Congress could easily find offsets to pay for this extension, which is the right thing to do for the unemployed and future generations who are burdened with debt. If some benefits expire on Wednesday it will be because House leaders rejected a deal supported by Senate leaders, and because Senator Reid choose to hang out with the gun lobby on Saturday instead of holding a cloture vote."

The spokesman attached a photo from the Las Vegas Sun of Reid firing his own personal 12-gauge shotgun at a National Rifle Association fundraiser in Nevada. All Republicans voted against Reid's motion to adjourn on Thursday. (Of course, it's a "conditional adjournment," meaning Reid could call everyone back into town, something nobody at all expects to happen even though several Republican senators said they didn't think they could win a cloture vote on the bill.)

The measure Coburn is referring to in the second half of the clip would extend EUC eligibility through the rest of 2010. The House passed a similar measure with a different funding source, which means it requires yet another Senate vote -- the bill would not give the long-term unemployed more than 99 weeks of benefits. Congress most recently added extra weeks of benefits in November.

These Corporate Communist Purchased Politicians have just provided to the Health Insurance Industry as big a gift as the American Taxpayers provided when Bush, Bernanke and Geithner just opened the US Treasury to guarantee the "Too Big To Fail."

hey the congress need to get a head start on what needs to be happening for the unemployment people because we are needing it very bad for the tier5 and the extending until the end of the year benefits because people got to eat and keep a roof over there heads and have water and lights at least they are back on a permanemt job and that they can be relieved and once they get upon there feet and working they want have to depend on the govt. well this is my first time ever recieving unemployment because they always turned me so I want to say is that to keep the faith and keep praying god will make a way for all of us. thanks may god bless ya

When employers say to me, "You're over-qualified", what exactly does that mean? I think it means that they can pay a younger person to do the same job for much less. Why doesn't the GOP think that age discrimination in the workplace is for real? After hitting the road for 2 years and hearing this over and over again, why don't they just put an age requirement on job listings? Saves me gas money, time and aggravation! I paid for my college degrees, it wasn't given to me...and now I'm over-qualified. I guess they want a hamburger flipper working in white collar jobs. Can I super-size your account for you? Would you like fries with your implementation plan? The American Nightmare.

I am sick and tired of hearing that the Unemployed 99-Weekers are lazy and not trying to find a job. I am a 99 weeker and I have work MOST of the entire period I have been on Unemployment with a reduced benefit. The work have been temporary, part-time employment that has allowed me to continue to receive my Unemployment benefits, while I was seeking permanent employment.

Last week, I started another temporary job with the U.S. Census, as April 2 was my LAST WEEK of Unemployment Benefits without a extension passed by Congress. I started on April 5th, developed a case of Pink Eye on April 6th that cause me to miss 24 hours worth of training on April 7th. Reported back to work on April 8th, with a job or a means of income…because they told me that it was NO MORE WORK.

Like I stated, sick and beyond tired of those who think I and many other people like me have sat on their cushion points collecting checks and doing nothing. I have looked and looked and looked for permanent work. I can get paid $17.00 an hour for P/T Work but F/T Work is like $10.00 an hour. I have a degree…working for $10.00 an hour is a insult, really. So, if the work was $17.00 with 15 hours, I would rather take that and keep whatever little dignity, I have left.

In Jan 2008, I was laid off from my job after working there for over 28 years. Instead of letting us take our retirement, they gave us all pink slips and said "Sorry, we are closing the doors." Well they didn't, they moved the whole company over to India where they say labor is so much cheaper. My problem is that I am 60 years old and no one will hire me, they want the young folks. My unemployment benefits run out next week and in a couple of months I will be homeless. What irritates me is that they will not extend benefits to the actual working people, but they are still allowing the big bonuses to the corporate CEO's that caused this mess to begin with. I still can't file for my Social Security for 2 years, all I want is another JOB. I want to work and be productive.

Sometimes I feel that if the Senators and Congressmen could just be in our shoes for 3 months, where they wonder if they are going to be able to pay their rent or mortgages, buy enough food for their family, or to just survive without having to worry that they will become a homeless statistic ( which I will be in about 6 weeks), then maybe, just maybe they would have some sympathy for their constituents that gave them their jobs.

Un-employed people are not lazy or on vacation. Wake up! We need to vote all incumbant officials out of office sending a loud message that they work for us and not the special interest or party agenda.

I've been un-employed for 15 months! The first time ever un-employed. I have observed more advertisements for employment however in my state the un-employment rate in Central Florida is 12.6%. To all of you that are un-employed, keep the faith, don't stop looking!

Benefits must be extended through the end of 2010. Don't be fulled by the news agencies, it will take until 2012 for the economy to hopefully recover.

THERE IS NO MORE AMERICA FOR AMERICAN PEOPLE!!!!! i AM SICK AND TIRED OF ALL THIS BULL WE HAVE MONEY FOR OTHER COUNTRIES IN THEY'RE TIMES OF NEEDS BUT DONT GIVE TWO CRAPS ABOUT AMERICAN PEOPLE!!! I AM SO SICK TO MY STOMACH WATCHIN DAY BY DAY HOW AMERICANS ARE TREATED HERE. WE HAVE TO FIGHT FOR HEALTH CARE , WE HAVE TO FIGHT FOR JOBS , WE HAVE TO FIGHT FOR HOUSING. WE WOULDNT BE IN THIS PREDICAMENT IF IT WASNT FOR THE GREEDY. I just had to add a piece of thought... first thing I must add is I knew there was ignorance in the world but to top it off here in america is outstanding not only are people super ignorant but also very blind and use little of their common senses.... I mean think about it we bust our asses working fourty to fifty sometime even more hrs a weeks on top of that we pay more taxes outside our employers and to top it all we pay so much for rent light mortgage etc. So basically we live in a cycle where our money isn't really our money cause obviously the money we make we aren'T EVEN intite too cause the rug is pulled from under our feet cause that "money" we work so hard for we r the ones really paying for welfare taxes r with drawn from our paychecks daily weekly monthly... so what help do we receive from our soul call goverment zero we the people provide the cycle with our taxes so y are we not intile to collect it back if we r unemployed… BECAUSE OF IGNORANCE point blank... that's our money and we should receive it for as long as we need it... and just to keep u posted "welfare" is worst don't u know the facts I think is time to do some research... and stoop being sombies wake up "america" !! And speak up....

Like it or not, those Unemployment checks have been playing a huge part of keeping this economy alive.

Just wait until the housing market receives the next tsunami of homes in foreclosure! Wait until more businesses have to lay off MORE employees or close their doors altogether just because Congress and the White House have pointedly decided NOT to address the millions and millions who have lost their jobs and have run out of benefits.

All of you slinging mud at folks who are unemployed - YOUR job may be on the chopping block because of this and you'd better bet if a couple more homes on your street or in your neighborhood go into foreclosure and aren't sold immediately, YOUR home will be worth a lot less.

ADP said employers slashed 23,000 jobs in March. Economists surveyed by Thomson Reuters had forecast the report would show employers added 40,000 jobs during the month.
The ADP report is seen as an early indicator of the Labor Department's closely watched monthly employment report, which is due out Friday. However, there can be wide variations because ADP only accounts for private-sector jobs.
Economists expect the government report to show employers added 190,000 jobs in March. It would be only the second monthly increase in jobs since the recession began in late 2007. The number could be somewhat inflated because many temporary workers were hired to conduct the 2010 census.

At some point we liberals need to admit there is a such a thing as economic theory. Unemployment compensation is intended as temporary help to tide a worker over until he or she can find a job. If "temporary" comes to mean "a really, really long time," then it makes little economic sense to find a job. I have a friend who has used her unemployment benefits to help her go to school full-time instead of the part-time she needed to do when she was working. When the benefits start to run out, she starts to look for a job, but for the past two years she has not had to follow through on getting a job because her benefits get extended over and over. Her decision makes sense (for her). In short, open-ended extension of unemployment benefits is a disincentive to work. Of course, politicians do not want to be seen as insensitive to suffering Americans, so even Sen. Coburn wants to extend benefits yet again--he just wants it to be paid for. If we want the unemployment rate to come down, we might try not paying people to not look for a job.

That said, some people need assistance to survive. That is what the welfare system is for. Of course, this is America, where welfare is "bad," and unemployment benefits are "good."

I can see your point, though if your friend is using her time on unemployment to secure something better for herself I can't say I begrudge her that. The more money she earns in the future, the more she's able to contribute to the economy over her liftetime.

My biggest concern is for people like my friend who has been unemployed for over 15 months. She's over 55 with tons of experience and will take most any job (and has applied for virtually everything but hamburger-flipping), but has had few interviews. And since she's single she doesn't qualify for any other assistance. It may come down to fast food before its all said and done, but a year and a half of UC in this economy is necessary in many cases.

I have only been on unemployment for 6 months but because there is no extension in effect as of april 5th I get no extensions I am 54 years of age and had surgery for circulation problems in my legs I because of this am having to change my career it's hard to do this and being unemployed is harder then work do you know what its like out there and then to not know what you want to be when you grow up at 54 it is awful. But we all have to stay positive and keep fighting for our rights. HAHA !!!

I think "temporary" should be tied to the availability of jobs to the unemployed, and not limited to what each of us thinks "is a really long time".

Grrr! We need to call our Congress people.

I am writing today to express the need for Tier 5. I am not at that level
yet but see the need for hundreds of thousands of Americans. My story is
simple, I have been unemployed and looking for work daily. On three
different occasion I have been hired only to find out the position had
been canceled before my start date.

Just yesterday it happened again. The company was concerned about the
Health care bill and what that will mean to them. They called and noted
that they are on a hiring freeze until they figure out the impact of this
new bill.

This will only make it harder out there and we need Tier 5 extended ASAP.

Please support and ask for this.

Question after 99 weeks. Is it the government's job to pay unemployment benefits to people who proved, after 99 weeks, that no one simply wants them. They should be switched to welfare.
