HARARE, Zimbabwe — Gay Zimbabweans face widespread harassment and some have even been raped by those intending to convert their sexuality, the U.S. State Department said in a discussion of its annual human rights report in Zimbabwe.

Gay men were forced into heterosexual acts and lesbian women were raped, sometimes by male relatives, to teach them to change their ways, said Amanda Porter, political officer at the U.S. Embassy in Harare and compiler of the report.

"Some families reportedly subjected men and women to corrective rape and forced marriages to encourage heterosexual conduct," she said Tuesday.

Homosexuals reported widespread discrimination in 2009, the year under review. But the report notes that the conservative southern African country has long frowned on homosexuality.

Hate speech by politicians against the nation's small gay community fueled social pressures on families, Porter said. And crimes against human rights and sexual abuse against gays were rarely reported to police.

"Victims are afraid to speak out," she said.

Same-sex acts are illegal in Zimbabwe and while there have been no reported prosecutions related to consensual homosexuality in recent years, the offense carries a penalty of up to a year in jail or a fine of up to $5,000.

President Robert Mugabe last month vowed gay rights would not be protected in a new constitution being drawn up under a power sharing deal ahead of new elections, possibly next year. Mugabe once described homosexuals as "lower than pigs and dogs."

Prime Minister Morgan Tsvangirai said he personally shared an abhorrence of homosexuality, but called for tolerance toward all minority groups.

"There can be no place in the new Zimbabwe for hate speech or the persecution of any sector of the population based on race, gender, tribe, culture, sexual orientation or political affiliation," he said in debate on constitutional reform earlier this month.

Condemnation of gays is common in Africa. In Africa, only South Africa has legalized same-sex marriage, and even so the gap between the liberal constitution and societal attitudes can be wide.

Ugandan lawmakers have proposed imposing the death penalty on some gays. A gay couple is on trial in Malawi, charged with unnatural acts and gross indecency and face up to 14 years in jail.

Ugandan clerics have accused President Barack Obama of "exporting" homosexuality to Africa under the guise of human rights.

Porter said the annual U.S. rights review presented to a discussion group in Harare late Tuesday gave greater emphasis to gay rights than in previous years, reflecting concerns in Obama's administration about homophobia.

She said attitudes and laws in Zimbabwe made gays feel unsafe. Many did not seek medical care, for fear of being shunned by health providers and others who were stigmatized, reported abandoning their education early and suffering higher rates of unemployment and homelessness than other groups.

As usual, Zimbabwe dictator, Robert Mugabe, is blamed and nothing is said of Prime Morgan Tsvangirai's part in the persecution. Tsvangirai is an anti-gay bigot just like Mugabe. Last month, both men slammed Zimbabwe's homosexuals, and vowed to oppose the inclusion of gay rights in Zimbabwe's proposed new constitution. Mugabe said homosexuality was “just madness ... insanity”, etc. Mugabe is an unapologetic gay-basher. He's called homosexuals "worse than pigs and dogs".

But Tsvangirai agreed: “The President has spoken on the issue of gay rights, men who breathe to other men’s ears.Never, I don’t accept that culture. Why do you look for other men when women make up 52 percent of the population?”

Tsvangirai's homophobia is a betrayal of the ideal, post-Mugabe liberal Zimbabwe we have come to expect, a country that protects the rights of all. But it is also an insult to the international community. We gave Tsvangirai the inflated global profile he has today. He has received international awards for HUMAN RIGHTS. He was nominated for last year’s Nobel Peace Prize. Recently, President Obama hosted him at the White House.

Tsvangirai is following in Mugabe’s footsteps. He's a Mugabe in democratic disguise. In the early '80s, Mugabe exterminated an estimated 10,000 black opposition supporters. The University of Massachusetts and UK's University of Edinburgh and other western universities gave him honorary degrees. In 1994, Mugabe became the Knight Commander of the Order of Bath, knighted by Queen Elizabeth II.

I still can't understand where the US gets off criticizing other countries human rights. Ask Matthew Shepard how "tolerant" Americans are of homosexuals.

How would it help if we were paralyzed by an atrocity? Should we let an Shepard's attack make us silent or should it spur us on to say we tolerate these thugs anymore and anywhere?

first, Matthew Shepard was murdered by a group of homophobes. the US has taken laws against gays off the books and continues to make headway in the area of gay rights. we don't have to fear rape by family members, being thrown in prison just for being gay, or being targeted by the government for reeducation camps.

We can and should blame the West for Zimbabwe: it's the legacy of colonialism and their native intolerance has been reinforced by Christian homophobia. The missionaries in particular are at fault, because they preach a gospel of hatred and intolerance.

I do agree the United States isn't primarily at fault, although its jackbooted opposition to Mugabe hasn't improved their lot, unless you're the world bank.

True and this article was not really written to show the plight of gays but rather show the obsession of western media towards Mugabe. After all, unlike Iran, Zimbabwe does not execute gays.

Please respect to other cultures. Why US always persecute adult people who are agreeing to marry two or three wives? Why US don't accept prostitutions? They can be fined and go to jail right here in US. AM I wrong to that? So why judge other about their cultures? No offense to anyone I am speaking the truth. But truth sometimes hurts. I understand if you are hurt.

respecting other cultures doesn't mean we shouldn't point out wrongdoings and inequalities that have been passed down disguised as 'tradition'. if a society with slavery claims other societies should respect their 'culture' is there nothing wrong? when in the name of culture and tradition women are raped, children are sacrificed, does that deserve my respect? NO.

i wouldn't oppose polygamy if there was gender equality - that women are allowed to have as many consensual husbands as a man can have as many consensual wives, but that's not the case. polygamy without gender and sexual equality just is a lame excuse some men have used to 'own' women. if you want to practice polygamy, you are welcome to go to parts of the world where it is practiced. if you marry based on love, i dont see why you would need another wife. if you thought about how left out one wife feels when you are in bed with another, maybe you will have some respect for why polygamy isn't so ideal from women's point of view.

" The Zimbabweans will say the same thing as you mentioned "if you want to practice homosexuality, you are welcome to go to parts of the world where it is practiced." You don't see you are using double standard? In USA if you don't go where polygamy is practiced and you practice it in USA, you will go to jail or fined or both. It is the same thing Zimbabweans are doing with homosexuals. Please try to understand my point before answering to advance your agenda. Or being blind just to protect America. My advise to you is to lobby the US government to sponsor them (homosexuals) and come leave in USA. What do you think?

Here in America there is not man owning a woman and polygamy in USA do not means man owns woman. Women here are free. I am not talking about Africa where you can have point. Even in Africa they don't force a woman to accept a man with many women.

While African societies have always been very conservative when it come to sexuality issues, there have always been gay people in Africa.

I don't think that the recent wave of homophobia is entirely indigenous. Rather, I think that it has been nurtured by the newest crop of missionaries that make their way to that continent, often from fundamentalist churches in this country. They simply find fertile fields for their own prejudices amongst the people who they are supposedly helping.

Oppression has long been part of the freight of christian evangelism. Homophobia just happens to be a new element to consider.

Pathetic how you ignore the effects of Islam(cause those countries are SO MUCH more tolerant of gays that Europe/AMerica) has on AFrica.

ANd ignore how oppressive tribal patriarchal cultures are to gays(and women) and how those cultures still have a large influence in Africa.

Sorry your boggy man(Christians) is just a sign of your own bias and scapegoating.

ANd if you think it was safe to be openly gay in africa 30, 50 , 100, 200 years ago then you live in a fantasy world where all teh problems are the fault of the West.

I am fairly well acquainted with Africa, having lived there for several years. I know Zimbabwe particularly well. There is minimal Islamic influence there. There is, and always has been a significant christian missionary presence.

They preach the same homophobic dreck there that they preach here.

actually, before the christian missionaries were there, the shaman of most African tribes were homosexual. they then were the family of the whole tribe. this hatred of gays was just one more way the missionaries took more and more control from the natives and gave it to the white minority.
