WASHINGTON — Despite near gridlock in the Senate, Republicans were expected to swing behind a new arms control treaty with Russia that President Barack Obama said they will like, even though some are reserving judgment until Obama can assure them the pact won't set back U.S. defenses against other potential foes such as North Korea and Iran.

Obama called the pact signed Thursday a fresh beginning with Russia and predicted the Senate will ratify the agreement by the end of the year.

"This ceremony is a testament to the truth that old adversaries can forge new partnerships," Obama said in Prague, where he stood grinning with Russian President Dmitry Medvedev following the signing of a treaty that would shrink the one-time rivals' arsenals to their lowest levels since the frightening arms race of the 1960s.

Obama returns to Washington on Friday.

The warheads covered by the treaty are lethal relics of the Cold War, and even with the planned reductions there will be enough firepower on each side to devastate the world many times over. Of more immediate concern are attempts by terrorist groups like al-Qaida and nations such as Iran and North Korea to acquire or use nuclear weapons.

The treaty requires approval by two-thirds of the Senate to take effect.

History is on Obama's side, even if numbers in the Senate are not. He will need 67 votes in a chamber where Democrats control 59 seats in a sour political climate that could tempt Republicans to set aside the nonpartisan deference often given to national security treaties.

"There is a strong history of bipartisanship when it comes to the evaluation of international treaties, particularly arms control treaties," Obama said.

Republicans, however, did not rush to either praise or criticize the treaty.

They want Obama to promise it won't undercut the nation's ability to set up missile defenses to protect against an attack from Iran or North Korea.

They also want assurances that the agreement will preserve what's known as the "nuclear triad" – the nation's ability to deliver nuclear weapons from the air, land and sea.

"The Senate will assess whether or not the agreement is verifiable, whether it reduces our nation's ability to defend itself and our allies from the threat of nuclear armed missiles, and whether or not this administration is committed to preserving our own nuclear triad," said Senate Republican Leader Mitch McConnell.

GOP officials say they won't know the answer to those questions until lawmakers are briefed on the treaty and its technical annexes in detail and convene hearings.

"We'll want to review all of that, have constructive discussions with the administration officials in charge of implementing it and then obviously talk to experts, have hearings and debate in the Senate," Sen. Jon Kyl, R-Ariz., said on PBS' NewsHour.

He added that the president's modernization plan for the nation's nuclear arsenal would also bear on his decision to support or oppose the treaty.

"Those two things go hand in hand," Kyl said.

Sen. Joseph Lieberman, I-Conn., did not promise his support either.

"My vote on the START Treaty will thus depend in large measure on whether I am convinced the administration has put forward an appropriate and adequately funded plan to sustain and modernize the smaller nuclear stockpile it envisions," he said.

The landmark successor to the 1991 Strategic Arms Reduction Treaty was nearly a year in the making, the "New START" signaled a bold opening in previously soured U.S.-Russia relations. If ratified by both nations' legislatures, it will shrink the limit of nuclear warheads to 1,550 each over seven years, down about a third from the current ceiling of 2,200.

Senate Majority Leader Harry Reid, D-Nev., said Thursday that he bets that Republicans won't "play politics" on the issue.

"Strategic arms control treaties similar to this one have historically passed the Senate with strong bipartisan support, and I am confident that this agreement will receive the 67 votes from both sides of the aisle needed for passage," he said in a statement.

Jim Manley, spokesman for Reid, said Democrats were hopeful they would have the votes but that "there are no slam dunks in the Senate anymore."

The Democrats lost their 60-vote, filibuster-proof margin with the January election of Republican Sen. Scott Brown to fill the late Democrat Edward Kennedy's Massachusetts seat.

Several Senate Republicans, including Kyl and John McCain of Arizona, have said they think Obama has put too many restraints on the nuclear arsenal, which could weaken the nation's defense. Obama this week announced a new strategy that would narrow circumstances under which the weapons would be used.

But the treaty, which would cut back the size of the arsenal, has been less contentious. McCain, for example, has supported arms reductions in the past.

Democrats are hoping they could find support from Sen. Richard Lugar of Indiana, a moderate Republican steeped in nonproliferation issues and the top GOP lawmaker on the Senate Foreign Relations Committee.

Lugar has said he looks forward to hearings on the matter "so that we can work quickly to achieve ratification of the new treaty."

Obama said he has talked about the treaty with the chairmen of the relevant Senate committees and would broaden those discussions now that it has been signed.

Obama gave no specific timeline other than by the end of the year. Some administration officials have suggested a vote is more likely after the midterm congressional elections in November.

The Constitution gives the Senate the power to consider treaties negotiated by the president. Approval takes two-thirds of the 100-member Senate, or 67 votes, and the Senate has the power to amend the language. The process is cumbersome by design, and intended to give pacts with foreign nations bipartisan support at home.

The Senate has approved most of the hundreds of treaties it has reviewed, but many others were sidelined or withdrawn by the White House to avoid defeat.

Considering that the Treaty puts some teeth in the Nuclear Non-Proliferation Treaty, brings Russia to our side in dealing with Iran, and continues the legacy of Ronald Reagan, the GOP would be hurting this country and their own goals opposing it.

Did you feel the same about Reagan or Bush 41 & 43's foreign policy? I doubt it. Let's review the major points:

Obama on closing Guantanamo: same exact position as Bush 43

Obama on Iraq: winding down on-the-ground forces after the 'Surge,' policy started under Bush 43. Obama created a timeline for eventual withdraw of frontline forces from Iraq.

Obama on Afghanistan: actually stepped up troop levels and drone attacks, works more closely with Pakistan military; more aggressive strategy then Bush 43's

Obama on world nuclear stockpile level: nuclear missile reduction treaty, the first of which was entered into under Reagan and was supported by Bush 41. Obama position on lowering the deployment of nuclear materials is exactly the same as Reagan's.

Obama on Israel/Palestine conflict: supports 2 state solution, the same position as held by Bush 43. The only difference is Obama is actually putting some pressure on Israel to take action towards an eventual peace, as opposed to Bush's lack of interest until his final failed year.

So Patriotaltlady, please explain how Obama is all of the sudden a 'threat' to national security when he's essentially continued many foreign policy ideas from the last 3 republican presidents? Was Reagan and the Bush's equally as threatening to US national security?? I look forward to your answer...

Mr President:

I am not a citizen of your republic, but I love your country, and am a citizen of the world...just like you...just like all of us. I have watched how far you have come...seen how much you have accomplished...heard the hope on your constituents tongues....in your speeches.

I appreciate not only what you are trying to do for your country, but for common men and women throughout the world. You speak of peace , but will not succumb to the ev il around us all that exists.

There is so much ha te and anger and people are scared , as they have a right to be...but not of you... You are NOT the threat. The Threat comes from within...from forces that wish you defeated ...because of their own insecurities ...their own shortcomings, ideology or prejudices.

Do us a favor and concentrate on Ireland's problems (such as 12.7% unemployment in Ireland) and leave the United States citizens to resolve ours. Criticism of our government is normal and is not subversive. However following a leader of any country or party, in any country, without questioning is asking for disaster.

Supporting and liking a political leader is one thing, however gushing over one is quite another.

Mr. President , you continued the bailouts started by your predecessor , Bu.sh . You helped bail out the bankers with the proviso that they would in turn lend to smaller banks ..and in turn again would pass on capital to main street.

YOU Mr. President have staved off one of the worst economic downturns since the great depression.
YOU Mr. President have helped millions of people either keep their jobs or get back to work.

If you are Irish and a non US Citizen, you will have absolutely nothing to do with our election. You have no vote here. Your posts go way past respectful admiration of the President. It is wonderful that you feel the Bush bailout is a program that you approve of as long as President Obama continues and expands on it.

Like the Iraq war (which he opposed and continued)?

Like the offshore drilling he opposed during his campaign and now authorized?

Get back to work? $787 Billion Stimulus and now 160,000 new jobs with an unemployment rate of 9.7%, not including those off the UI and still unemployed? Delusional "YOU Mr. President have helped millions of people either keep their jobs or get back to work." 160,00 new jobs does not equal "millions" and when he started the package UI rate was below 8% and claimed it would keep it below that number.

Mr. President :

Your ideas for the country as a whole have been a breath of fresh air. There is hope . The Previous administration slashed and burned the economy and left you with the mess. THeir playbook was to do so and make you look bad. Their policies are limited to ONE now and that is simply to say NO. You have overcome. You and your staff are doing a wonderful job (especially from starting off at a minus due to Bush).

The economy is strengthening . The view of the US from around the world has turned positive once more. You have put representatives and senators front and centre in the public eye by letting them show their true colors during this health care debate. The amercian public finally sees that the President does not just dictate and the congress ratifies that dictate. The congress makes policy . They must do their job . The american people now see the special interests hold on these members . Soon the ones beholden to those special interests will be voted out and true work that you had in mind Mr, President will begin.

You have taken a massive gamble and staked your entire presidency on one issue. That issue is NOT health care , nor financial reform, nor cap and trade.

You Sir, are trying to restore the republic back to the people. You are trying to restore the democracy.

For over a year , you have consistently put the spotlight back on congress and especially the broken senate.

For over a year representatives and senators alike have said or yelled or pleaded for you to lead. The media (pundits of every persuasion) have jumped into the fray and decried you were doing too much or not focused enough or not leading (dithering was a word often used) .

I think the plan all along was to keep people engaged. ..to keep people focused and franky to anger people-. You were going to try and get some reps and senators to actually work and represet the people of their districts. Men and women that have been elected so many times over so many years that they FORGOT what it was to work FOR THE PEOPLE.

Ok well you say that senators and representatives are representing the people by voting for the health care bill? Oh wait the majority of Americans don't want this bill, so tell me how are they representing the people?

As for the bail outs to help the economy, look at it, it isn't getting better unemployment is getting worse and we are just raising taxes? That doesnt help the economy either.

I'm not saying all democrats or liberals do this, but look you aren't stating facts in what you are writing you are just trying to write eloquently to persuade readers. Maybe before you write you should go get some facts to support your statements.

I enjoy that fact that people from Ireland are interested in our government but as nicely as i can say this, if you don't know the whole truth about what is going on stay out of our business

The Moment that you were elected Sir,...the moment you won the nomination...the moment you announced your candidancy ...forces were working against you and still are.

Mr. President, deals were done that handicapped you before even taking office. Massive sums of money on an historical scale were lost or either taken out of the economy. ''Scorched earth'' policy was in full swing waiting for you and the blame ready to lay at your feet.

The suffering and pain of people being laid off...having their homes taken away ...losing everything was to be left for you. All efforts to help those people ...the American public have been obstructed ..delayed ...and answered with a NO from the Republican party. Bankers took the money and ran..AND WORSE ...held back that money so that EVEN MORE could be blamed on you SIr.

When congress wanted to extend employment benefits to help ease the suffering ...the right fillibustered for a month while almost 200,000 people went off the rolls..losing everything ...

When you tried to fix health care , the special interests took hold by any means necessary. They have lied and misled...and delayed while people d1e...

Does Colin know you are using his picture? Or maybe you are him? Of course this is the web and who really knows who you are? Or where you are from? I will take your word on it Sir Ireland, that indeed you are from there. I would not care to involve myself in your country"s elections...and neither should you in ours.

You being behind him is meaningless as the nauseating, nonsensical dribble you display repeatedly here. His health care bill does nothing to control rates here, which are expected to rise. "When you tried to fix health care"....your quote....the word "tried" might be the operative word. It didn't provide any real reform or fix the high cost of insurance here in the States.

Private not for profit hospitals are required to provide at cost or little cost to patients that can not afford to pay for the services. This is by federal regulation....something I expect you to know little of since you are not an American.

Lastly, ask your friend Colin to donate to the US debt. After all every penny will help make that affordable health care happen and I am sure you are so concerned with us Americans.

None of this is REALLY is not your concern. We do not need your help or thereby extension the support of Ireland in these matters. If we do, I am certain both you and your government would be willing to help financially, right?
