OTTUMWA, Iowa — President Barack Obama on Tuesday warned of harassment against Hispanics under Arizona's tough new immigration law, saying such "poorly conceived" measures can be halted if the federal government fixes the nation's broken immigration system for good.

Obama pledged to bring his own party along, pleading with Republicans to join in as the only realistic hope to solve a politically volatile problem.

On a day dominated by his economic message, Obama offered a fresh, stern criticism of a new Arizona law that allows police to question anyone about their immigration status if they have reason to suspect they are in the country illegally. He said it targets people who look they like might be illegal immigrants.

"Now suddenly if you don't have your papers, and you took your kid out to get ice cream, you're going to get harassed – that's something that could potentially happen," Obama said of the Arizona measure. "That's not the right way to go."

Obama's comments came on the same day that Attorney General Eric Holder and Homeland Security Secretary Janet Napolitano were critical of Arizona's new law, and Holder said the federal government may challenge it. The president sought to step up Washington's will to get an immigration deal done.

"I will bring the majority of Democrats to the table in getting this done," Obama said in response to a question at a town hall in south-central Iowa. "But I've got to have some help from the other side."

Obama said he hoped to get a deal done "sometime soon" – a politically vague timetable in an election year with a shrinking window for legislative action.

Starting a two-day, three-state Midwestern trip, Obama's broader message was about economic revival. Back in Iowa, the state that jump-started his White House bid, Obama sought to reassure wary Iowa voters with a message he hopes will resonate in the fall elections: The economic recovery hasn't reached everyone, but progress is being made. He's not on the ballot this year, but his party's control of Congress is at stake, along with dozens of governors' seats and state legislatures.

On immigration, Obama said he wants a federal law that would secure the borders and require illegal immigrants to register, pay a fine, learn English, take responsibility for having broken the law and get in the back of the line before others who are seeking U.S. citizenship.

He said if all of those challenges are handled in one comprehensive measure, then "we can once again be a nation of laws and a nation of immigrants."

He said Arizona's law is poorly conceived, but it is equally unfair for the state to have to deal with hundreds of thousands of illegal immigrants.

The president sought to surround himself with rural Americans in his latest getaway from the White House confines. He focused on his economic and clean energy programs as job creators, even as he acknowledged the pain and skepticism of hard-hit areas.

Despite encouraging news about an expanding economy and markets, the president told an Iowa crowd, "times are still tough in towns like Fort Madison. And times are still tough for middle-class Americans, who had been swimming against the current for years before the economic tidal wave hit."

Obama outlined his administration's goals to "create conditions so that folks who work hard can finally get ahead." They include improving schools, making college more affordable, expanding health coverage and preventing Wall Street irresponsibility, he said.

Underscoring the challenge was agriculture secretary and former Iowa Gov. Tom Vilsack, who told reporters traveling with Obama: "There's a silent crisis occurring in rural America that's been ongoing for several decades." He said the president is delivering a new framework for the "revival of the rural economy."

Obama also plans to stop in Illinois and Missouri before returning to the White House late Wednesday. Iowa and Missouri are sharply contested in virtually every election, and Republicans this year think they can snag the Illinois Senate seat that Obama held before becoming president.

After speaking first at a wind energy plant Obama made a surprise stop at a 140-acre organic farm in nearby Mount Pleasant. MogoOrganic Farm supplies food for local schools and businesses. The president then dropped by Jerry's Family Restaurant in Mount Pleasant for a cup of coffee and slice of rhubarb pie.

The president capped his day with the town hall at Indian Hills Community College in Ottumwa, Iowa.

The latest economic forecasts show some signs of progress: The nation added jobs at the fastest pace in three years last month, the manufacturing industry is growing at a steady pace, and new claims for jobless benefits have declined.

But the unemployment rate, perhaps the most recognizable economic indicator, has held steady at 9.7 percent for three months, and 15 million Americans remain out of work. By the White House's own estimates, as well as those of many independent economists, that rate isn't expected to fluctuate more than a few tenths of a percentage point through the end of 2010.

Polls suggest the president and his party are increasingly vulnerable on the economy. Democrats and Republicans each have the confidence of 44 percent of people for handling the economy, according to an Associated Press-GfK poll conducted this month. The Democrats had a 9-point advantage just four months ago and have held an edge since AP polls began asking about the issue in 2006.

Dear Mr. President

DO NOT for another moment entertain the notion of discussing "Immigration REFORM". Recent Arizona legislation on this particular issue is the Achilles Heel of the State of Arizona and is not and SHOULD NOT be the Achilles Heel of your greater goal for America.

As your goal is and has always been the development of a proactive national economy benchmarked in the substantial growth of alternative energy technologies and the overall socio-economic and educational growth of a nation in desperate need of this and only this focus, immigration is a guise designed solely to disrupt that agenda.

As those who oppose this agenda would like nothing better than to appeal to your obvious weakness for the down trodden, Hey, were all down trodden, we're all immigrants of an ancient industrial 20th century seeking a 21st century social benchmark that among other things enable us to call America home and you are boss.

Be the boss and let others cry. If their tears are sincere, they'll work for our nation. If they are not, they're probably Republicans.

Mr. President

You are STILL trying to do your best. You are STILL leading and still trying to work with a party that only holds Americans in contempt! ...(Republicans do NOT even respect their own money backers, they think to be either dumb or naive or what was the phrase ..EGO DRIVEN ..right.)

Mr. President , you continued the bailouts started by your predecessor , Bu.sh . You helped bail out the bankers with the proviso that they would in turn lend to smaller banks ..and in turn again would pass on capital to main street.

YOU Mr. President have staved off one of the worst economic downturns since the great depression.
YOU Mr. President have helped millions of people either keep their jobs or get back to work.
YOU Mr. President have taken the first step in health care reform ( a CENTURY in the making)

The Job is not done , but those same BANKERS are holding back the money and continuing the trading that started the whole mess in the first place. ANY path to true reform is being thwarted by these money men with their lobbyisists and BIg Businees interests that do NOT care about the American worker.

THEY JUST WANT YOU TO FAIL (.) period ..and WILL DO ANYTHING TO SUBVERT YOU SIR.

As far as I can tell, Obama is doing a great job under horribly difficult circumstances. He isn't perfect, but I'm putting my 2008 OBAMA/BIDEN lawn sign back in my front yard.

All the Independents and Libertarians who were "sick" of "politics as usual" from Democrats and Republicans in New Jersey and who beat their chests about "sending a message to Washington" were the first to dismiss Independent Chris Daggett as a viable candidate for governor. Independents are "spoilers" and "can't win," they said. So they stuck Chris Christie in there, and haven't stopped complaining about him since--even though they knew EXACTLY what he was going to do the moment he got elected.

I don't have a lawn sign and perfection in any candidate is wishful thinking. But I'll be DAMNED if I pull a lever in a voting booth for a Republican or Libertarian. Obama and Biden have got my vote, mostly because they've got unfinished work to do in getting this country back on track, and they shouldn't be let off the hook to give some Republican a free pass.

It's never been about the economy. It's been a year and his promise the Stimulus would stimulate has been a bust. Instead of growing the economy like he promised in Feb. 2009 he is now reduced to say he stablized it. HCR was going to save money and now Sebelius says she doesn't know how much it's going to cost. Why would we trust him anymore? He doesn't have a clue on how to grow the economy. He does know how to spend. He knows how to make promises and break them right before our eyes.

I don't want to hear about Obama "struggling" to bring back jobs. Obama made this bed himself when he didn't have the courage to push for a full stimulus bill that had enough money in it to get the nation back to work. Instead he went for a 1/2 measure full of ineffective tax breaks (to appease the false theory of supply side economics courtesy of the Republicans)

He WAS WARNED about going too small in the stimulus bill BUT he knew best right?

Then to rub salt in the wound he called together top business CEO's in December to encourage them to create jobs! What type of cynical circus are we watching here?

It is clear to anyone who understands ECON 101 that the private sector WILL NOT "create jobs" when there is no demand to do so in the economy. With all the loss of wealth and business uncertainty in the economy the CEO farce in December was an INSULT to people who watched the President ignore their pleas for a ROBUST stimulus package last winter.

Now the chickens have come home to roost on a timid President who is doing more to please his critics than the American public.

When it came to the bailout of Big Banks we saw a BOLD a decisive President moving with vigor and certainty to help Wall Street. But when it came time to put America "back to work" he is listening to Republican advice.

The result = failure.

No it's not his struggle alone, it's all our struggle, including the Republicans who destroyed this country, and hasn't not taken any responsibility for it. There is no doubt that President Obama's biggest challenge remains providing jobs and more JOBS. Yes, he inherited the recession, but all or most of us are energized by 'pocket book' issues. When paying the bills becomes increasingly difficult, there's a big problem.
Must also ask where are those Stimulus funds? In some states there's no 'trickle down effect. Cannot emphasize it enough: "Its the economy, stupid!! "

It's amazing to me that so many people have so little patience. Our economy was in the toilet and we were falling off a cliff, so to have things turn around even a little, to where we are gaining jobs, even though it's still not enough, is amazing. There was a jobs bill that came through a couple of months ago, and there was, in the initial stimulus package, lots more money for infrastructure, but the Senate watered that down, and so the jobs growth is minimal to what it could have been. At least we are not sliding down in the other direction. It's easy to criticize, but change is hard work.

Can someone tell me what the GOP would do to bring jobs back to America? Please don't tell me more tax cuts because the wealthly and businesses have had tax cuts for years now; however, I don't see any jobs being produced in America just overseas.

You are right. INFACT over the past 10 years business has had the most friendly tax environment since before the Great Depression. Most Conservatives don't even know this- so they can pretend that if only we had more tax cuts things would be better. What a rotten lie.
The evidence shows the opposite. Under Clinton Taxes were higher and growth was greater.

For most of the decades since WW2 - taxes have been much higher -yet the US experienced its greatest growth and prosperity. The numbers don't lie- anyone can see it.

Just because Republicans preach low taxes doesn't believe it is true- look at the evidence!!!!!

I have no confidence in jobs coming back to the US. They will be lost forever without policy changes. Our government today; too little to have impact, waters down real change, preoccupied with personalities, stuck in war mode, relies on the wrong people, makes decisions in secret, steps in the mud every single time, does not understand the problem before reacting to a problem

Excellent, but "the paltry bunch" on here will counter this one way or another.

Another thing that would be "most" beneficial is to wean yourself off a Financial Economy and return to an Industrial Economy. Your scheme would work well in that.
