Kerry Lieberman Climate Bill To Be Unveiled May 12th With Or Without Graham

WASHINGTON - A key Republican senator negotiating with Democrats on a climate change bill said Friday it's "become impossible" to pass the legislation now because of disagreements over offshore drilling and immigration reform.

Sen. Lindsey Graham of South Carolina said that Congress needs to move forward in a political climate that gives proponents the best chance for success.

"Regrettably, in my view, this has become impossible in the current environment," he said in a statement. "I believe there could be more than 60 votes for this bipartisan concept in the future. But there are not nearly 60 votes today and I do not see them materializing until we deal with the uncertainty of the immigration debate and the consequences of the oil spill."

Sixty votes are required in the Senate to overcome filibusters.

Last month, Graham threatened to withhold his support for the climate and energy legislation because he was angry that Democrats said they would take up a rewrite of immigration policy. That forced his partners, Sen. John Kerry, D-Mass., and Joe Lieberman, I-Conn., to postpone the long-awaited unveiling of the legislation, which aims to cut emissions of carbon dioxide and other greenhouse gases 17 percent below 2005 levels by 2020.

To win over Republicans, the bill calls for expansion of offshore drilling, which some Democrats have said they now oppose because of the Gulf spill.

"Some believe the oil spill has enhanced the chances energy legislation will succeed. I do not share their view," Graham said. While he respects the positions of Democrats who don't want to see more offshore drilling, he said he still believes that it's needed for the country to become energy independent.

"When it comes to getting 60 votes for legislation that includes additional oil and gas drilling with revenue sharing, the climb has gotten steeper because of the oil spill," the senator said.

He said it makes sense to find out what happened in the Gulf spill, take steps to prevent future accidents and build a consensus for expanded offshore drilling.

Just two days ago, Graham told The Associated Press that the oil spill does not necessarily rule out passage of a comprehensive energy bill this year -- although he noted it's always difficult to round up 60 votes.

: Senators Kerry and Lieberman have released the following joint statement announcing that they will be unveiling the climate bill on May 12th.

"Over the last three weeks, we all understand Lindsey has been busy with the immigration issue and we understand his feelings on that issue, but during this period we've continued working, moving forward, and talking in great detail with our Senate colleagues on both sides of the aisle, and with the environmental and business communities. We've continued to work with the Senate leadership and the White House, and we believe we've made new progress on the path to 60 votes.

"We are more encouraged today that we can secure the necessary votes to pass this legislation this year in part because the last weeks have given everyone with a stake in this issue a heightened understanding that as a nation, we can no longer wait to solve this problem which threatens our economy, our security and our environment. Our optimism is bolstered because there is a growing and unprecedented bi-partisan coalition from the business, national security, faith and environmental communities that supports our legislation and is energized to work hard and get it passed. Well……not to be negative before anything has even revealed, but has there ever been anything that's involved with Libermann that has been any good for anyone else besides him and his friends, anything that was not corrupt and self-serving from him? I hope they don't ram this through without a serious vetting. Hopefully they learned from HCR since we are now finding out how HC insurance will be dropped from companies because it is too expensive and they are better off paying a fine, finding out how expensive it really is and how it is screwing the seniors. As time goes by we are finding out how stinking that bill was so I hope they really think this one through.

Thanks for your efforts, guys. But Lindsey may be right. Anything involving offshore drilling these days is going to be loudly protested by the general public, in liue of BP and the gulf.

Good news is, you no longer have to pander to Graham. He has taken his own rightful place on the "useless" side of the aisle.

The Bill is a Complete Joke. They should be ashamed of themselves and kicked out of office for the insult they call "climate legislation"
Among thousands of problems, the bill restricts the EPA from regulating stationary sources of CO2. This is completely unacceptable and in my opinion, approaching treason or at minimum outright a gift to Big Coal and Big Oil in a Climate Bill. Ya thats goo. Give Coal and Oil a big gift in the climate bill. Way to go.

Over the years, we have morphed from the concept of minority protection to minority rule. Various states have mandated super majorities for various issues and the filibuster has become a bludgeon used by the radical reactionaries to block changes. The Senate has created a system where one person can bring an issue involving the whole country to a halt. This is patently ridiculous. Something has to break. l fervently hope that this stalemate will be resolved, but it not, in the words of Louis XV, "Apres moi, les deluge."

This bill, if passed, will do little to reduce Co2 in the atmosphere- which is now growing at 2 parts per million a year- we are now at 391ppm- the optimum level for climatic stability is 350ppm or below. We should reach 400ppm- the most in 650,000 years by 2014.

As it stands we should easily see a 2 degree Celsius rise (3.6f) rise in global temperatures by 2030-2050- with unpleasant consequences for the planet- a rise to 3 degrees Celsius is also a certainty by 2070 and after.

Even if the bill is as you state, it will be of value if it is agreed upon that the problem does exist. Right now, the opponents of the bill have taken a minor squabble among researchersabout procedures and made it the central theme of their opposition. That is the real problem.

Truth is- the climate globally is changing quickly- and the 'weird' weather events and increasing warmth are not in the future- but NOW.

When did Graham come to believe that 60 votes is the new standard for passage of legislation? Democrats already have Lieberman in their camp and if they can get another Republican or two they should move forward. This 60 vote standard is tying the hands of the country so we can not respond to anything. Soon our government will be the laughing stock of the world.
