NEW YORK — Hundreds of New York City cab drivers accused of repeatedly overcharging passengers will face a special tribunal.

The city's Taxi and Limousine Commission on Friday issued the results of a monthlong probe into data revealing elevated meter-based charges over the past two years. The agency said 88 drivers each overcharged clients at least 500 times, while 545 more did so 50 to 499 times.

Some could lose their licenses, while others with up to 49 overcharges face fines of as much as $5,000.

TLC Commissioner David Yassky told The Associated Press on Saturday that in the future, it'll be almost impossible for passengers to be cheated as often as in the past. He said an alert system will go off on a taxi's back-seat monitor signaling the driver has switched to a fare rate that computes a trip beyond city boundaries – a common method of overcharging.

A passenger can then report the problem by dialing 311, which provides quick access to non-emergency municipal services.

If the TLC agrees that there was a transgression, the passenger may seek a reimbursement by filing a claim; the driver is responsible for covering the extra amount.

The average overcharge has been about $5, the commissioner said.

"The meter shows everything, so it's hard to make a mistake," said Bablu Chowdhury, who's been driving a New York yellow cab for 16 years. "Most drivers don't want to cheat because they need the job."

However, he added, "if a driver is new and changes cars that have different models of meters he's not used to, it can happen."

Chowdhury and several other cabbies who declined to reveal their names, said they don't object to their meters being monitored.

Almost 22,000 medallion cab drivers, out of about 50,000 total, charged higher rates 286,000 times, costing passengers about $1.1 million, according to the TLC survey.

But the commission acknowledges that some drivers could have made honest mistakes operating their meters. Yassky said those who overcharged once or twice will not be punished.

The TLC has referred its findings to the city's Department of Investigation and the Manhattan district attorney's office.

Agency spokesman Allan Fromberg said the city will begin proceedings against the accused drivers in the coming weeks. He emphasized that each has the right to due process before a TLC- independent tribunal linked to the city's Office of Administrative Trials and Hearings.

The commission will make its case and, in turn, a driver can bring his or her own evidence and witnesses, and has the right to be represented by an attorney.

The average cab company is simply a leasing operation masquerading a a survice business. Business plan: Rent cars to contractors, period. Any money spent on service[answering the damn phone] or equipment[million mile police cars] comes out of profits. Therefore the only way to increase profits is to cheat drivers:usurious overtimes charges[dollar a minute charge over ten hours] bogus repairs,parking tickets, city loves to tag cab because they know it will be paid. If the driver does not see the ticket in the cashiers window, the outfit pays it and charges the driver more. .A new driver can easily lose money on a shift. TAXI LABOR CODE: We did not come lookin for you. DRIVER CODE: No good deed goes unpunished. This was once often a union job where the driver recieved a percentage of the meter, got tips, and enjoyed benefits[medical, pension, etc] This was the case on the west coast with yellow cab which controlled the major hotels and airports. Owned by Westgate corp, run by C. Arnold Smith. As it turned out, a member of Richard Nixon's inner circle. Watergate= loss of control. Leases were signed, union broken. A clueless driver goes the wrong way"String him up!" Banksters steal billions "Hey look, the market's up" Please have a little compassion for one of the most thankless and dangerous jobs out there.

As a current New Yorker who uses yellow taxis all the time, I have to say that most out of towners don't know that there is a .50 surcharge at night added to the fair. And most don't know that there is a fare differential when you are stuck in traffic or moving slowly. Which by the way is right on the door before you get into a taxi.

I just don't see how a metered taxi can cheat people? If you are heading to Manhattan from the airport or going to the airport from Manhattan there suppose to charge you a flat rate of $45.00 no matter where you are picked up in the city, period.

Big cities have two problems: Too many cars, and crooked taxi companies that take advantage of de facto monopoly on ground transportation. That having been said, what are the average operating costs of these companies, such as Yellow Cab, how tight of a margin do they have after maintenance, wages, fuel, insurance, that kind of thing? Are they solvent, are they making/losing money? Before pointing too many fingers, better to get all the facts. If they're trying to overcharge, it might be a situation like with the banks that they just aren't making enough money, period.

For one in NYC, a taxi medallion can cost you about $6,000 to $8,000 if you want to drive your own cab.

I live in Las Vegas. We actually have a state agency known as the State of Nevada Taxicab Authority. These are State Police Officers that regulate the taxicab industry in Las Vegas. We have 10,000 plus cabs here. Cab drivers do the same thing here. It's called 'Long Hauling". The Taxicab Authority Police have been ordered by the Governor and the agency's leadership to ignore it. A local reporter has done numerous stories of the misconduct in this agency. You have got to see this to believe it. Nevada Taxicab Authority Police Officers have engaged in documented complaints about racial discrimination, discrimination against homosexuals, etc. The Administrator of the Taxicab Authority Gordon Walker was alleged to have engaged in an extamarital affair and had a whistleblower rrested to cover it up.
