The CIA had a bag of dirty tricks ready for Saddam Hussein in preparation of the 2003 American invasion of Iraq that included making him look like a pedophile. It also had something similar planned for Osama bin Laden.

Amusing, but unlikely to cut much ice. In both Iraq and (especially) Afghanistan, pederasty has traditionally been viewed with a certain amount of indulgence (read the poems of Abu Nuwas, for example, or the scandalous prose narrative by al-Jahiz "On the Pleasures of Boys and Girls Compared," to see how pederasty was viewed in the Abbasid caliphate). Sex between adult men is viewed with alarm, whereas sex with adolescents is often viewed as unexceptional, especially in southern Afghanistan (Kandahar, the spiritual home of the Taliban, has a particularly ripe reputation for such things - Afghanis like to say that when birds fly over Kandahar, they cover their backsides).

Views of sexuality are, naturally, culturally conditioned andsocio-historically contingent. It is merely surprising to note that the CIA seems to have assumed that the worst sexual and moral slurs in the Western world would be viewed in the same way by Iraqis and Afghanis. If that's not a mark of imperialist arrogance, I don't know what is.
