Arkansas Senate Runoff: Bill Halter, Blanche Lincoln Make Final Appeals In Democratic Senate Fight

(AP) - The bitter and expensive runoff for Arkansas' Democratic Senate nomination moved into its final hours Tuesday as Sen. Blanche Lincoln and Lt. Gov. Bill Halter made their last campaign stops in a race that could end Lincoln's political career.

After voting Tuesday morning at his polling place in North Little Rock, Halter said he expects the runoff to be close but he still hoped to improve his vote total in every county over the May primary.

"I think that's why everybody's vote matters so much," said Halter, who planned to talk to voters until the polls close at 7:30 p.m.

Lincoln, who has been attacked by both the left and the right on issues such as health care, defended her Senate votes, saying groups from Arkansas have criticized her because she has tried to work with both parties.

"There are very few who come out on the battleground and dare to say, 'Where is the common ground? Where do we solve these problems?' One of the reasons I've been beat up is I've gotten out of that foxhole. I'm out here in the middle," Lincoln said after voting in west Little Rock Tuesday afternoon.

Tuesday's vote marks the end of a three-week runoff between Lincoln and Halter. The winner will face Republican U.S. Rep. John Boozman in the general election.

Despite the intense advertising and campaigning, the candidates still missed the mark for some voters.

"I feel like I just stabbed my country in the back," said Pat Wallace of North Little Rock after voting at Halter's precinct. "With fear and trembling, I voted for Blanche."

"I don't like this," Wallace said. "I want to vote for someone. We just don't have any leaders."

Lincoln, considered one of the most vulnerable incumbents seeking re-election, greeted Little Rock-area voters at polling places Tuesday before voting with her husband, Steve. She had other appearances scheduled in the Little Rock area later Tuesday.

Halter wrapped up a three-day road trip across the state with a midnight breakfast at the International House of Pancakes in Conway. He also planned to make stops in central Arkansas later Tuesday.

Lincoln and Halter have spent more than $10 million on the contest combined, and outside groups such as the AFL-CIO and the U.S. Chamber of Commerce have poured millions more into the race. Lincoln spent the closing days of her campaign attacking unions and liberal groups backing Halter's bid, saying they're trying to buy Arkansas votes.

Though Lincoln edged Halter in the May primary, Halter won in Garland County. He expressed concern in recent days because the county opened only two polling places Tuesday, down from 40-plus in May.

Halter said Tuesday that the campaign was posting volunteers at each of the May polling places to steer supporters to the correct location and organizing carpools and vans to transport voters.

About 650 people voted in Garland County by 10:30 a.m., a pretty heavy turnout. Garland County Election Commission Chairman Charles Tapp said a few locals complained but most of the criticism came from people calling from out of state.

"They just don't understand Arkansas. They don't understand Garland County. The Garland County people are handling it real well," he said.

Lincoln has angered conservatives by voting for the Democratic-led health care overhaul, and liberals have criticized her for opposing a government-run insurance option as part of the health reform. She's also been targeted by labor unions backing Halter for opposing the Employee Free Choice Act, legislation that would make it easier for workers to unionize.

Halter has accused Lincoln of flip-flopping on that legislation and other key issues. Despite the backing of liberal groups, Halter says he's the more fiscally conservative of the two in the race.

Tuesday's election also features a Republican contest for northwest Arkansas congressional seat and Democratic runoffs for congressional seats in central and eastern Arkansas. Democrats also will choose their nominee for secretary of state and land commissioner. Arkansas Secretary of State Charlie Daniels has not predicted how many voters will cast a ballot in Tuesday's election, but history suggests it will be much lower than the May 18 primary.

Twenty-nine percent of the state's 1.6 million registered voters turned out for the May primary.

I hope Rahm is satisfied. He has fractured the democratic base, and made the November election unwinnable for Democrats.

The White House is just amazingly good at pissing off progressives. I find it impressive how egregious and unnecessary the vitriol coming out of the white house has been towards the very people who they depend on to be elected.

Calling them "effing retards," selling them out in bill after bill, and now spitting in the face of labor for "flushing millions down the toilet". The problem isn't with labor, it's with the white house that has consistently refused to push the political paradigm to the left. Money is consistently funneled away from progressive candidates to more conservative ones. Even in races where progressives have a realistic chance to win, they always opt for the conservatives. That is extremely and utterly infuriating. They need to learn how to work their base and appease them every once and a while. They need to pass at least one effin bill without the shameless compromises and cynical false reforms. They need at least one bill where they give the left exactly what they want, and then they can point to that as proof that they share the same goals as progressives do.

A half-a-loaf is fine most of the time, but when that's all the left gets, is it any wonder why they're hungry for more?

I'm glad Blanche Lincoln won. It would have been more difficult for a more progressive liberal to win the seat in November. Arkansas is more of a conservative state.

I would have prefer Halter to win, but if this was a blue state.

I believe Halter would have won had it not been for 'shenanigans' with the polling places. And because voters are angry and upset over it, I believe that Lincoln will lose in November.

She will lose. Lincoln was disliked only for her health care vote. Halter is disliked because of his character, he will be lucky to be Lt. Gov. again.

pranksalot you are confused. You use the phrase progressive liberal as if they are the same.
They are not. Blanche Lincoln was favored by "liberals" like Bill Clinton. Halter was favored by unions and progressive organizations like Democracy for America and many others. Liberals like the status quo...they are part of the system. Progressives see a future in an America where the people actually are the government and the government is not an external oppressive force owned and controlled by America's corporations business interests and financial institutions. That is a message even people who think they are Tea Partiers would embrace. It is an anti incumbency message and it can win in any state. Well it can win if our electoral system could be trusted which it cannot at this point in our history and it can win when the Supreme Court stops giving corporations the power to destroy the democracy our Founders envisioned.

There is an anti incumbency mood in America and so what does Obama, Biden, and Bill Clinton do? Of course, you guessed it: support the incumbent. Had Halter won not only would he have had the advantage of not being an incumbent but also a relatively progressive Democrat who might be persuaded to spread the progressive message that the only real antidote to the Tea Party ravings and lunacy is the logical progressive explanation that the reason so many Americans feel that government no longer represents them is that it doesn't. Ours is not a government of by and for the people, but a government of by and for corporations, business interests and financial institutions. No Blue Dog or Corporate Democrat has that message because they are a part of the corporate system. So Blanche Lincoln and all like her are going down this November. And it isn't because Republicans have any answers, they don't.
Plouffe has an impossible task. He will fail to convince those who voted for Obama to get excited about people like Lincoln or any other Blue Dog or Corporate Democrat. It ain't gonna happen. The real struggle is within the Democratic Party; all the Tea Party chatter is part of the corporate media's entertainment and distraction function to please their corporate advertisers.

In her victory speech on Tuesday night, Lincoln said that the voters of the state had sent a message: That "the vote of this senator is not for sale."

We knew that. She sold it to the insurance companies and the oil industry last fall.

So, what was the differential in votes. I can't help but wonder what the effect of shutting down 40 of 42 polling places in Halter's strongest district would be. I think Charles Tapp should be investigated for electioneering.

I have already notified the DOJ Voting Division. Someone in AR tried to pass it off as 'an outsider who didn't know how things work here'. However, a lawsuit was already filed in AR because of this.

Also, someone on one of these stories commented that her brother (in AR) stated that polls in areas that voted heavily for Halter were being shut down early with no notice. This says election fraud to me.

Well, gee....it's easy to win when the polls are shut down early in an area that votes heavily for your opponent, isn't it! It's also easy to win when all of a sudden polling places are cut down from 42 to 2 in an area that votes heavily for your opponent - and no one bothers to tell the voters! That kind of taint does not go away - it's the kind of thing people will remember about Lincoln's win.

Looks like the "Chicken Lady" is gonna pull it off in Nevada. Wonder if the vote tampering is occurring within the winger ranks to keep that entrenched power in the hands of the corporate wing of the re-thugs...this is something to watch! Got my popcorn popping just on "pundit" explanations alone!

Blanche Lincoln has won it. Progressives who believed Arkansas would vote for anyone but a Blue Dog are living in Disneyland. As bad as she is, she's the best you can expect. Halter would have lost in the general.

Politico just called it for Lincoln but the message was delivered. There never would have been a challenge had she not been so opposed to the public option. She knows how weak she is now going into Nov.

The public option was a joke. I'm glad she voted against it. Insurance companies would have driven the sickest Americans into the public plan, making it the most expensive plan available. It was a stupid idea, and a completely lousy substitute for single payer. It cracks me up that so-called "progressives" accuse President Obama of "selling out" while they themselves sold out single payer long before he called the public option a bad idea. The President was right--the public option was a bad idea. Progressives should quit blaming the President for shooting a sick dog and fight harder for single payer. This battle is far from over.

Should Lincoln win...I want to talk to Jane Hamsher one on one. Just she and I. I want to ask her what good it does progressives to be so divided. If Halter wins( and by the way...I wouldn't be upset if he did), WTF do we do to protect the vote in Arkansas in November. Tonight is only the first leg of this race...I sincerely hope Jane has a great get out the vote effort in November. And by that I mean...a damn good one, along with protections at the polls. We already have seen what entrenched power has done in favor of Blanche. From 42 polling places to 2? Arkansas is running hard to become just like South Carolina and Mississippi...except Haley Barbour is more like "Foghorn Leghorn" than he was when Mel Blanc was doing cartoon voice-overs in his heyday. "I say, I say boy...we just got a jug's worth of "erl" on our shores...come on down and ya'll kin use it use it fer yur sunblock..." Ya'll come on down now ya here?"

As an excited member of the GOP, I, and many of my colleagues hope Halter wins. When you have Clinton coming out against him, you know the dude doesn't stand a chance in the election that matters. BL could have possibly carried this conservative, rural state. Now, it's another win for the GOP. Thanks Unions - you finally did something to help our country!

Don't get me wrong, I love MacBeth but in this case, the line doesn't apply. This is a BL punishment vote, plain and simple. My family is from Arkansas, it's not a progressive state. Watch multiple news challenges, read multiple papers, glance over practical blogs, you'll see I'm on here.

Do love the quote though.
