Immigration Fee Hikes

WASHINGTON — The cost of the first step toward becoming a U.S. citizen – getting a green card – may be going up, but the price to apply for full-fledged citizenship should remain the same.

The Obama administration has proposed increasing the application fee for a green card – given to foreigners with permission to live and work in the U.S. permanently – from $930 to $985. The fee for required fingerprinting also would go up $5 to $85, for a total of $1,070.

Foreigners wanting to become a U.S. citizen must have held a green card for five years before they are eligible to apply for citizenship, which costs $595 plus the fingerprinting fee. In other cases, such as when a foreigner plans to marry an American citizen, the wait time is not as long. The administration is not proposing an increase in the citizenship application fee even though a government study found the fee should be increased as much as $60 an application – to cover the full cost of processing those applications.

"Requesting and obtaining U.S. citizenship deserves special consideration," said Ali Mayorkas, director of Citizenship and Immigration Services, part of the Homeland Security Department.

The increases are being proposed as Congress puts off overhauling immigration laws that President Barack Obama promised would be done in his first year in office.

Mayorkas said the increases are needed because his agency is facing $2.3 billion in estimated costs to process immigration-related applications. The agency expects just $2.1 billion in revenue this fiscal year to cover those costs.

The fee increases, if approved, are only expected to make up some of the revenue gap. Mayorkas also is asking for $248 million from Congress for the 2011 fiscal year that begins in October and additional money to cover naturalizations of military personnel. The agency is largely funded by fee revenue and is required by law to study the fees every two years and adjust them based on costs and revenue.

Mayorkas said the administration has been "mindful of the effect of a fee increase on the communities we serve" and has made budget cuts to limit the size of the increases.

The agency hiked fees in 2007, helping to trigger a flood of citizenship applications that were filed in advance of the increases. But since then, applications for citizenship and other immigration benefits have slowed.

The agency proposed to charge fees for three other programs that previously had no charge, including a new $6,230 fee for investor visas, known as EB-5. The visas are given to foreign investors who pledge at least $500,000 to a project that creates jobs.

Fees would drop for five applications, including petitions to legally bring a fiance or fiancee or an orphan to the U.S.

A lot of posts here advocate amnesty. We tried it back in 1986. 1.7 million people were supposed to be legalized but it wound up more like 3 million.
Fast forward 24 years to 2010
After the amnesty, more and more people kept coming. The borders were not secured and Mexico flipped US soveriegnity the bird. Now we have between 12 (our figure) and 20 million (Mexico's estimate) unregistered Mexican and other citizens demanding amnesty simply because they are here.
If we have an amnesty this time a conservative figure would be about 30 million new citizens.
Fast forward to 2035;
1/3 of the citizens of Mexico's 200,000,000 is living in the now overcrowded United States illegally. And again they are demanding US citizenship for simply being present. This time Mexico threatens war if the US does not capitulate.
Sorry but this happening over and over does not bode well for the US republic.
We as a nation have a right to say how many of other nations people can come here. It is about time we put our foot down. None have a right to be here based on skin color or ethnic heritage.
Born or naturalized makes a citizen, not brown skin.

This story is mere filler....seeking on the sly to pile another "injustice" "on the backs of immigrants." There is NO injustice: These price adjustments are a reflection of the trivial upward movement of ALL prices.....

All the same, watch the venom flow: The PC believe that Third World immigrants should have the 'free run' of the U.S. and Europe as some sort of expiation....for APOCRYPHAL, past wrongs. HISTORY, subject to repeated reflection and reinterpretation, can be useful to avoid foolish repetitions but is NOT the basis for morality itself. Religiously-informed depredations were acknowledged for centuries before the Thirty Years Wars. Religion was not outlawed; states became multi-sectarian; however, no one recognized Marxism et al. as eff. "new religions," and bigotry, murder, destruction reappeared greater than ever....

I agree this is a trivial article. However just note that once again legal immigrants will follow the rules, absorb the fee increases, etc. while illegal aliens continue contributing ZERO to the costs of running the immigration system.

AMENDATION: ILLEGAL ALIENS cost the system BILLIONS; of course, they contribute nothing to the costs of administration of legal immigration. Their existence threatens the destruction of 'legal immigration.'

Note: The apologists for/defenders of ILLEGAL IMMIGRATION always make reference to Latinos/Hispanics in their arguments. Granted this cohort is 80%+ of the problem, but doesn't their preference really bespeak their ETHNIC BIAS?

"The law applies to US citizens who expatriate, as well as long-term US permanent residents who give up their green cards, which they have held for 8 of the last 15 years. Both categories are subject to immediate “exit tax” on unrealized gains on all their assets in the US and worldwide, including grantor trusts, as well as on any future gifts or bequests to US citizens and residents, if any.

You qualify for the covered expatriate and the related exit tax, if you meet any of the following criteria:

•you have a net worth of US$ 2 million or more;
•you have an average net U.S. income tax liability of greater than US$ 139,000 (thereafter indexed for inflation; $145,000 for people expatriating in 2009) for the five year period prior to expatriation; or
•you fail to certify that you have complied with all U.S. federal tax obligations for the preceding five years.

You couldn't be more wrong. Latinos are an integral part of the culture here. Many of the hispanic families who have lived here for generations are supportive of SB1070. We have somewhere around 500,000 people a year flowing across the border, dropping tons of trash, wrecking trails and personal property and causing other problems.

The majority are Mexicans and people from Central and South America, but there are a growing number of Chinese and other Asians, as well as people from the Middle East and other parts of the world. Most of them are coming to find work or to have babies in America. But around 20% of them have criminal records in the U.S. and are coming back after being deported.

There's a certain percentage of all populations that have criminal intent. The population illegally migrating to this country is no different.

Our immigration system is not broken. There were 232,000 Mexican nationals naturalized in 2008 more than any other country. The more you give them the more they want. They will not be happy until all Mexican citizens are granted dual citizenship in their country and the US.

Our system is not broke, just get in line and obey the law.

We really, really, really need to make it easier for skilled immigrants to come here. Anybody who has an employable skill or a higher degree should be ushered in here as easily as possible; not spend months and thousands of dollars fighting a slow moving bureaucracy.

I'm really torn on this. Should we be trying to raise revenues or in the short term (the status quo), or making it easier for immigrants to become tax-paying citizens?

I've decided that it is more beneficial to this nation if we make it more affordable for those who make an effort to become citizens to do so--in the long term.

If you have not noticed there are a lot of Americans on the unemployment line. Why should we add new citizens to that count? If new citizens can't work what do you think they are going to do? Apply for social services which are already over burdened. You can't pay taxes if you don't have a job.
