CIUDAD JUAREZ, Mexico — Mexicans are seething over the second death of a countryman at the hands of U.S. Border Patrol agents in two weeks, an incident near downtown El Paso that is threatening to escalate tensions over migrant issues.

U.S. authorities said Tuesday a Border Patrol agent was defending himself and colleagues when he fatally shot the 15-year-old as officers came under a barrage of big stones while trying to detain illegal immigrants on the U.S. side of the Rio Grande.

About 30 relatives and friends gathered late Tuesday to mourn Sergio Adrian Hernandez Huereka, whose shooting Monday evening came along the border with Texas. He died on the Mexican side of the river.

"Damn them! Damn them!" sobbed Rosario Hernandez, sister of the dead teenager, at a wake in the family's two-room adobe house on the outskirts of Ciudad Juarez.

Preliminary reports on the incident indicated that U.S. officers on bicycle patrol "were assaulted with rocks by an unknown number of people," Border Patrol Special Operations Supervisor Ramiro Cordero said Tuesday.

"During the assault at least one agent discharged his firearm," he said. "The agent is currently on administrative leave. A thorough, multi-agency investigation is currently ongoing."

The shooting happened beneath a railroad bridge linking the two nations, and late Tuesday night a banner appeared on the bridge that said in English: "U.S. Border Patrol we worry about the violence in Mex and murders and now you. Viva Mexico!"

Less than two weeks ago, Mexican migrant Anastasio Hernandez, 32, died after a Customs and Border Protection officer shocked him with a stun gun at the San Ysidro border crossing that separates San Diego and Tijuana, Mexico. The San Diego medical examiner's office ruled that death a homicide.

Mexican President Felipe Calderon said Tuesday that his government "will use all resources available to protect the rights of Mexican migrants."

The government "reiterates its rejection to the disproportionate use of force on the part on U.S. authorities on the border with Mexico," the president added in a statement.

On an unpaved street, gathered around Hernandez's gray metal casket, the teen's family called for justice.

"There is a God, so why would I want vengeance if no one will return him to me. They killed my little boy and the only thing I ask is for the law" to be applied, said the boy's father, Jesus Hernandez.

His mother was less hopeful. "May God forgive them because I know nothing will happen" to them, Maria Guadalupe Huereka said.

Above the casket was a photo of the youth wearing his soccer uniform and his junior high school grade cards, which showed A's and B's.

His mother said he was a good student who never got in trouble. He was the youngest of five children, played on two soccer teams and had just finished junior high school, she said.

The case took a testy turn when U.S. and Mexican officials traded suggestions of misconduct in the incident.

Arturo Sandoval, a spokesman for the Chihuahua state Attorney General's office, said a spent .40-caliber shell casing was found near the body – raising the question of whether the fatal shot was fired inside Mexico, although he did not explicitly make that allegation. That would violate the rules for Border Patrol agents, who are supposed to stay on the U.S. side of the border.

A U.S. official, meanwhile, said video shows the Border Patrol agent did not enter Mexico.

The official, who agreed to discuss the matter only if not quoted by name, said the video also shows what seem to be four Mexican law enforcement officers driving to the edge of the dry but muddy bed of the Rio Grande, walking across to the U.S. side, picking up an undetermined object and returning to Mexico near the area where the boy's body was. Like their U.S. counterparts, Mexican law officers are not authorized to cross the border without permission.

According to the FBI, Border Patrol agents were responding to a group of suspected illegal immigrants being smuggled into the U.S. near the Paso Del Norte bridge, across from Ciudad Juarez around 6:30 p.m. Monday.

One suspected illegal immigrant was detained on the levee on the U.S. side, the FBI said in a statement. Another Border Patrol agent arrived on the concrete bank where the now-dry, 33-foot (10-meter) wide Rio Grande is, and detained a second person. Other suspects ran back into Mexico and began throwing rocks, the FBI said.

At least one rock came from behind the agent, who was kneeling beside a suspected illegal immigrant whom he had prone on the ground, FBI spokeswoman Andrea Simmons said.

The agent told the rock throwers to stop and back off, but they continued. The agent fired his weapon several times, hitting one who later died, said the FBI, which is leading the investigation because it involved an assault on a federal officer. The agent was not injured, Simmons said.

Chihuahua state officials released a statement demanding a full investigation into the death.

The boy was shot once near the eye, Sandoval said. Authorities were still investigating the bullet's trajectory, he said.

Sandoval said he couldn't comment on the video reported by the U.S. official because he didn't know anything about it. "I am unaware about those hypotheses," he said.

Sandoval said Mexican investigators were questioning three teenagers who were with the victim at the time of the shooting.

The boy's sister, Rosario, told Associated Press Television News that her brother was playing with several friends and did not plan to cross the border.

"They say that they started firing from over there and suddenly hit him in the head," she said.

The boy's mother said he had gone to eat with his brother, who handles luggage at a border customs office. While there, he met up with a group of friends and they decided to hang out by the river, she said.

"That was his mistake, to have gone to the river," she said in an interview with Mexico's Milenio TV. "That's why they killed him."

Mexico's Foreign Relations Department said its records indicate the number of Mexicans killed or wounded by U.S. immigration authorities rose from five in 2008 to 12 in 2009 to 17 so far this year, which is not half over.

T.J. Bonner, president of the union representing Border Patrol agents, said rock throwing aimed at Border Patrol agents is common and capable of causing serious injury.

"It is a deadly force encounter, one that justifies the use of deadly force," Bonner said.

In my white neighborhood when kids throw rocks at the police, and they do, the police retreat, call for backup, arrest, charge and prosecute them. In my white neighborhood the armed authorities do not summarily execute kids for throwing rocks.
The mothers of these wayward kids always say, " I taught them better, it must be the friends they hang out with, my child is innocent." But they didn't teach them better did they?
There are mothers on this thread, such as "weebils", who support the execution of kids when they are not their own and are brown. That they are driven by racism is obvious.
If we can control kids with rocks in my neighborhood without killing them, for what reason did the BP agent kill this kid? Clearly the agent couldn't control the situation to begin with. Rather than retreat and call for backup, he choose to execute the kid. That was his instinct and probably his training. It matters not what crimes the kids may have committed in the past. Our system of justice requires a trial and sentencing before an execution can proceed.
Had the kid been an American white kid "weebils" would be beside herself calling for justice, just as she is now beside herself calling for mis-justice. But since the kid was brown, she supports the execution.
How sick of a society do these people make us?

Won't reveal my neighborhood online, but year ago last January, my nephew, two neighbor boys, 5200 in legal fees, reduced charges, 9 months probation, 30 hours community service and 3 days waiting in juvy. I hope they learned their lesson.

Funny how she forgets to mention that her son was arrested 6 times previously for charges related to human smuggling or illegal entry. I'm not saying the shooting was justified, but the family is lying by saying the kid was only going to the river to hang out with friends.

I notice in the pictures given by the democracy now people and the Mexican gov he is about 10-12. Looks so innocent.....but if you watch the democracy now clip that shows his corpse....the kid looks more like twenty. Amazing job of pulling an old pic to make him look like an innocent little babe.

I didn't know the laws of phyics is out when a child throws a rock at you it won't hurt or kill you. i hope people are mad as hell about this and it stops people from ileagly crossing, running drugs across the boarder. why is it when a boarder guard kills a person the liberal masses freak out because they killed an ilegal entry person. but an ilegal kills someone and the liberals remain silent. see this is why we need a dead zone at the boarder with only one entry point if you are in the dead zone guess what you die end of story. you want to come to america come to the entry point and start the proccess.

The liberal masses are not the only outraged opponents of killing young teenagers from across the river.

I just called the Border Patrol in El Paso and was told that the boy was about 30 yards from the BP Agent.

That is not a distance from which a stone can be accurately thrown.

And in fact, no stones were thrown by the victim, who had no intention of crossing the river, either.

The stone throwing's part of a cover-up intended to justify what was at best a reckless act and at worst, an intentional homicide.

The blanket acceptance of that pretext reminds me how little it means to be an
American these days. Once the Land of the Free (now corporate wage-slaves and mortgaged to the hilt) and Home of the Brave (who applaud those uniformed cowards that shoot children from across the river).

The report that the U.S. is giving is that the agent was "surrounded" by people who were throwing rocks at him. The video shows that he was not surrounded AT ANY POINT.

They say that at least one rock came from "behind" the agent. Well, the video shows that the agent's back was to a stone wall. His back was to the American side. The only way a rock could've hit him from behind was if an AMERICAN had thrown a rock from ABOVE him.

This was murder. These were obviously just kids, who were not trying to sneak into the country - it was BROAD DAYLIGHT, and right at a check-point. Really? They were trying to illegally immigrate IN BROAD DAYLIGHT, RIGHT NEAR A CHECKPOINT?

I am disgusted with this.

1) The Mexican individuals HAD crossed over onto the U.S. side, right up to the fence (here's a clue for you: The fence is NOT the border.)

2) The Mexican individuals were on several sides of the BP agent as they ran back across the riverbed.

3) The BP agent's back was never to a "stone wall", as there was no stone wall. He was at the bottom of the concrete embankment, and his back was facing multiple directions at different points.

Do you just assume that you can claim anything, and that everyone is too stupid to know any better?

Look up what these "kids" do to women. Look up the clubs in the Barios of San Antonio, El Paso, Brownsville, etc etc etc.....Look up the back room brothels and the women who are raped and forced in to prostitution by these "kids." BTW I watched the video Raleigh1997 is posting...you are wrong it shows the kids got over the fence and when the border patrol agent comes svrl of them run along the fence line on the American side. Not all of them run back to the Mexican side. They are on both sides of the agent. If you watch the video with the sound off instead of with the commentary of the biased democracy now guy you see its pretty clear where ev1 is. The only thing wrong with the video is its so grainy you can't see the shot clearly and you cant see the rocks at all. Eye witnesses all say that the rest of the "kids" were throwing rocks so I would have to assume that means the "kids" on the American side as well.

Yesterday I pointed out that this kid was a "middle schooler", and your response was to mock the very idea of a 14 year old in middle school.

I thought I'd inform you that in Mexico, "middle school" is grades 7 through 9 (what many of us here in the U.S. would call Jr. High.) A 9th grader is usually 14-15 years old.

I hope you aren't raising your kids with the same imperialistic ignorance of other countries that you've displayed.

No proof has been presented indicating the victim was either throwing stones or taunting the BP Agent.

Your assumptions display your values and despicable inhumanity.

You are encouraging the commission of violent and illegal acts.

As an American residing in Mexico this affects me directly and I would prefer to have justice prevail and see the Agent in jail in Mexico where he belongs.

If rock throwing is common, they should have proper riot gear. A thrown rock has only the force that a human arm puts into it, and can easily be protected against. Serious injury is possible, but a rock probably just leaves a bruise, if it even hits: in this case the officer wasn't injured at all.

Putting a bullet through someone's head is a grossly disproportionate response. It is absolutely not justified, and no reasonable person could believe it is. T. J. Bonner should resign.

A fourteen year old carrying an AK47 for the Taliban in Afganistan has a wife and family. He is considered a man. You are telling me this YOUNG man was a kid? He is involved in human trafficking but you STILL weep for him and curse the very people who were trying to protect his victims. You truly sicken me.
