So before wave energy buoys are deployed off the Oregon coast, scientists and developers want to make sure that 18,000 migrating gray whales are not put in jeopardy.

Might also help if they do not create such a congested farm of these buoys that you have tangles in the ocean like some prairie of portugese man-o-war jelly fish killers
