Watchdog To Salazar: Close BP's Atlantis Or Get Out Of The Way

By allowing existing offshore drilling operations to continue despite his six-month ban of the practice, President Obama is ignoring numerous red flags at BP's Atlantis, the second largest deepwater rig in the Gulf of Mexico, claims a watchdog group.

In court filings, Food & Water Watch allege that Atlantis is unsafe, moving for a preliminary injunction that would order the government to shut down the rig, which produces 200,000 barrels of oil and 180 million cubic feet of gas a day. Secretary of the Interior Kenneth Salazar's response was underwhelming, stating that production at the Atlantis will continue while regulators investigate the allegations.

"Their inability to close a rig that is operating without any evidence of safety, especially in light of the Deepwater Horizon catastrophe, has led us to conclude that Secretary Salazar is serving oil interests, not the public interest," said Wenonah Hauter, executive director of Food & Water Watch.

After completing its probe in September, the U.S. Minerals Management Service, which oversees offshore drilling, will determine whether to shut down Atlantis, which operates 190 miles south of New Orleans at a depth of 7,050 feet.

"The Department of Interior is currently undertaking an exhaustive investigation, at the request of Congress, to determine whether BP maintains a complete and accurate set of required engineering drawings for the BP Atlantis," said Salazar in papers filed in federal court last week. However, the department won't have any answers until at least three months from now.

Food & Water Watch's response to Salazar? Close Atlantis or get out of the way.

"President Obama should demand his resignation and find someone who will regulate the industry -- starting with the shut-in of Atlantis until it is proven to operate safely," said Hauter in a statement Monday.

Last month, Food & Water Watch filed the case in conjunction with former BP employee Kenneth Abbott who sued Salazar, the Interior Department, MMS and its regional chief Michael Saucier for ignoring his warnings that Atlantis was not fit for operation.

Abbott, a former project control supervisor for BP, said MMS failed to respond when he brought his safety concerns to them in 2009 and again this year. The MMS had said it would look into the situation and report its findings in May, but apparently the investigation has only just begun.

"Given the quantity of records and need for MMS to focus on responding to the Deepwater Horizon accident, the investigation is only approximately 10 percent complete," Salazar said.

BP, for its part, insists that the Atlantis platform is safe and fully compliant with U.S. law.

About 100 miles north of Atlantis, the London-based company is struggling to cap another well that began leaking when BP's Deepwater Horizon caught fire and sank on April 20, causing the largest offshore oil spill in U.S. history.

"In reality, this is a simple examination that requires the agency to review BP's document databases. It should take mere days, not months..." said Hauter. "Furthermore, the response admits that there has been no meaningful investigation in over a year since they were first notified of safety deficiencies. The agency is simply dragging its feet."

3 MONTHS FROM NOW?

According to SALAZAR, their EXHAUSTIVE investigation of BP's Atlantis will take 3 MONTHS?

By then BP will have their OIL or another disaster will strike, god forbid, at this rig that has EXCEEDED Deepwater's safety regulations.

This is INTOLERABLE.

Atlantis is a producing platform. The wells are drilled, cased, completed and PRDUCING> Just exactly what do you think is wrong with Atlantis? Macondo was a BLOWOUT. You are not talking apples and apples. BP needs money to pay for the Macondo disaster, where do you think they getting their money- well partially from the 200,000 bbls of oil that Atlantis produces. Just because bloggers and would be whistle blowers want to shut it down is not reason enough to shut it down!!!!!!

This is classic Obama - helping the rich and powerful cover their asses while pretending to care about the powerless and vulnerable. Seen it with health care "reform," financial "reform," and now this.

As long as Salazar is head of DOI, and not an environmentalist, nothing will ever change and that's just how Obama wants it.

Obama's hands are tied. He cannot fire Salazar due to threats from the oil industry, and he cannot fire Geithner due to threats from the banking industry. We must break the connection between industry and government. We must remove their ability to threaten our elected officials.

When I first time went into the mountains, I wondered why these small rivers are embed in huge a dozen times oversized heavy stones beds. Until I've seen one of these small rivers was going wild and wrapped a tons heavy steal bridge around a rock like a halloween decoration.

As I've learnt from this deepwater horizon accident so far, one big blow can destroy the whole structure of a well and there is no available technology, that could prevent this. Even if a BOP wouldn't be damaged in such a case, its function would increase the spill, because the high pressured oil starts flowing through rocks and seafloor. As long as we don't have the technic to control these blowouts, we have to quit drilling for the deepwater oil.
Also the fast breeder reactor promises endless energy, but was cancelled for the time being among others because it's simply out of our control.

I certainly never expected myself to say this, but Salazar is Obama's "Heck-uv-a-job, Brownie."

He needs to respectfully resign and be replaced with someone with integrity. And therein lies the problem: any nomination would have to make it past the Party of No, heretofore known as the Republicans. A leaderless MMS is a frightening proposition. So once again, we seem to be back to choosing the lesser of two evils.

VAC BABY VAC Instead!!! Get those vacs out there with the same enthusiasm they got the drills offshore. Hazmat vacs have been around for years. Oil floats to the top, vac it up! Every animal and piece of wetland is worth it. BP needs to be ORDERED to VAC BABY VAC! Also there are thousands of experinced persons who can help treat the birds who have not been called (as reported on CNN) and instead there are workers BP hired from temporary agencies out there with no experience. The U.S. government needs to ORDER BP to tranport these experienced persons from Audubon and International Bird Rescue, etc., out there and pay them immediately.

The Atlantis platform isn't drilling; it's a production platform. The media needs to start referring to platforms as platforms and rigs as rigs. There is no danger of a similar blowout on Atlantis as the Deepwater Horizon experienced because it isn't actually drilling, and drilling is when blowouts happen. The Atlantis platform is a production facility, not a drilling rig.

Secretary Salazar should resign or asked to spend more time with his family whether he shuts down BP's Atlantis or not. Salazar had 16 months to reform the Minerals Management Services but hadn't even started - in spite of the fact that the agency's corruption was widely publicized during the Bush administration. It is well known that Salazar is too cozy with the oil industry.

Actually Kenny Salazar has only had this position since July of 2009(11 months), the position had a hold placed on it by Repbulicans..with that said he still needs to resign.

Mr Salazar is in bed with the oil industry and if President Obama continues to trust Salazar this going to be Obama's downfall also, some people in Texas are already predicting that this spill is his WaterLoo.


President Obama is a centrist, he is so afraid of offending righties..I say shut everything down that is in jeopardy of creating another incident like Deep Water Horizon, until there are regulation in place. Regulation can be in place in less than six months, but everyone(Dems and Repubs)would have to work together..Safety first or have we not learned this lesson?

If the 6 month moratorium was designed to halt new drilling, then there is no reason to shut down Atlantis. Deepwater Horizon was a drilling rig, whereas Atlantis is a production platform. Huge difference. The drilling rig will drill a well, and then move on to drill another in a different location. Atlantis being the production platform stays in one place and has possibly 40 producing wells tied into it. These are all existing wells that have been drilled and completed and are producing crude up to the Atlantis. Think of it as a kind of mini refinery.

Hello..My uncle works on the Atlantis, Production platforms(mini refineries)explode also.

Atlantis is in worse condition than the BP Refinery that exploded in 2005 in Texas City, Tx killing 15 workers. They can not afford to shut it down to address some much needed repairs, they would much rather take the risk of another explosion than lose money, it is just that simple.

Look at Bobby Jindal, even though the Deep Water Horizon is destroying the Louisiana Gulf Coast he is still asking President Obama to lift the 6 month moratorium on new drilling..go figurue? money talks?t

I agree, production platforms are a dangerous place and must be put under close scrutiny just as the drilling operations. I'm just trying to clarify to the folks posting here that these are very different facilities and should not be lumped together. I only used the term "mini refinery" because I could think of no other way to explain what the production facility does. Platforms are designed to have certain sections shut down for maintinance (turnarounds) while production can continue on a scaled back level. My point was that Atlantis has many wells tied in and just shutting down the platform will not eleiminate the hazard. The wells will still be there till they are abandoned.

The only thing I worry about is that Interior Dept needs a head--- I doubt the GOP will allow Obama to confirm anyone to lead that department. They'll filibuster or put anonymous holds on everyone he nominates until November.

Its really a situation where you can either A.) have no one at the helm and the status quo will be maintained or B.) Keep Salazar at the head but do absolutely everything possible to keep the guy honest.

I'm not sure which is better at this point, but I'm leaning toward option B because I don't think we can afford to wait while the GOP plays politics with the nation's environment.

I have a few shares of BP stock that my mother-in-law bought years ago in Alaska. She worked in the 1960's or 1970's on the pipeline project with her sister in Alaska (office work) For years now BP sends all this legal crap trying to get her to sell her few measly shares of stock, but she gets these 2 very low dividends every year and won't do it. Probably so they won't have to pay her a dividend. I imagine they will be hurting for money for their own pockets soon. Why pay out any profit they could put in their own bank accounts, to share holders. I wonder how many other shareholders are getting letters to sell theirs?

Why is it the Governors in the gulf states think they have a right to put the entire country at risk by demanding the oil platforms continue to operate without taking time to inspect and correct any deficiencies that may be uncovered? We cannot afford to have this problem doubled. The gulf is not a stable place under the best conditions. Knowing what we do, and what we were not given accurate information about. It would be irresponsible to fail in going over every dotted i or crossed t and every proceedure we can learn about. I realize they want to put people to work in the gulf, but they must realize we need to make sure the gulf is a safe as can be possible before any moratorium can be lifted.

You can bet Atlantis has been inspected by many times by MMS and will contiue to be. The govenors of the states have no jurisdiction in Federal waters and there is no evidence that there is anything wrong with the 4000 platforms that are producing in the GOM, other than routine maintenence requirements.. I work for a company that has over 200 structures in the GOM, we get inspected all the time without notice. To shut down Atlantic wich produces 200,000 bbls per day when at the same time we expect BP to pony up big $$$ is assinine.
