Obama Gulf Oil Spill Speech Fact Check

WASHINGTON — In assuring Americans that BP won't control the compensation fund for Gulf oil spill recovery, President Barack Obama failed to mention that the government won't control it, either.

That means it's anyone's guess whether the government can, in fact, make BP pay all costs related to the spill.

Obama aimed high in his prime-time Oval Office address Tuesday night – perhaps higher than the facts support and history teaches – as he vowed to restore livelihoods and nature from the still-unfolding calamity in the Gulf of Mexico.

A look at some of his statements and how they compare with those facts:

OBAMA: "We will make BP pay for the damage their company has caused and we will do whatever's necessary to help the Gulf Coast and its people recover from this tragedy. ... Tomorrow, I will meet with the chairman of BP and inform him that he is to set aside whatever resources are required to compensate the workers and business owners who have been harmed as a result of his company's recklessness. And this fund will not be controlled by BP. In order to ensure that all legitimate claims are paid out in a fair and timely manner, the account must and will be administered by an independent, third party."

THE FACTS: An independent arbiter is no more bound to the government's wishes than an oil company's. In that sense, there is no certainty BP will be forced to make the Gulf economy whole again or that taxpayers are off the hook for the myriad costs associated with the spill or cleanup. The government can certainly press for that, using legislative and legal tools. But there are no guarantees and the past is not reassuring.

It took 20 years to sort through liability after the Exxon Valdez oil spill in Alaska, and in the end, punitive damages were slashed by the courts to about $500 million from $2.5 billion. Many people who had lost their livelihoods in the spill died without ever seeing a check.

OBAMA: "In the coming days and weeks, these efforts should capture up to 90 percent of the oil leaking out of the well."

THE FACTS: BP and the administration contend that if all goes as planned, they should be able to contain nearly 90 percent of the worst-case oil flow. But that's a big "if." So far, little has gone as planned in the various remedies attempted to shut off or contain the flow. Possibly as much as 60,000 barrels a day is escaping. BP would need to nearly triple its recovery rate to reach the target.

OBAMA: Temporary measures will capture leaking oil "until the company finishes drilling a relief well later in the summer that is expected to stop the leak completely."

THE FACTS: That's the hope, but experts say the relief well runs the same risks that caused the original well to blow out. It potentially could create a worse spill if engineers were to accidentally damage the existing well or tear a hole in the undersea oil reservoir.

OBAMA: "From the very beginning of this crisis, the federal government has been in charge of the largest environmental cleanup effort in our nation's history."

THE FACTS: Early on, the government established a command center and put Coast Guard Adm. Thad Allen in charge of coordinating the overall spill response. But officials also repeatedly have emphasized that BP was "responsible" and they have relied heavily on BP in making decisions from hiring cleanup workers to what oil dispersing chemicals to use. Local officials in the Gulf region have complained that often they don't know who's in charge – the government or BP.

OBAMA: "We have approved the construction of new barrier islands in Louisiana to try and stop the oil before it reaches the shore."

THE FACTS: Louisiana Gov. Bobby Jindal and local officials pleaded for weeks with the Army Corps of Engineers and the spill response command for permission to build about 40 miles of sand berms along the barrier islands.

State officials applied for an emergency permit to build the berms May 11, but as days went by Jindal became increasingly angry at federal inaction. The White House finally agreed to a portion of the berm plan on June 2. BP then agreed to pay for the project.

The corps was worried that in some cases such a move would alter tides and drive oil into new areas and produce more harm than good.

OBAMA: "Already, I have issued a six-month moratorium on deepwater drilling. I know this creates difficulty for the people who work on these rigs, but for the sake of their safety and for the sake of the entire region, we need to know the facts before we allow deepwater drilling to continue."

THE FACTS: Obama issued a six-month moratorium on new permits for deepwater drilling but production continues from existing deepwater wells.

Give Pelicans the right to vote. They need a place in congress to voice there concerns with the oil disaster. Open up a seat right next to the brilliant Barney frank to represent our fellow Pelican community. Recently Obama visited the gulf coast and met with the Pelican community, to hear there concerns on how there nesting grounds are being soaked with oil, how there food source is being wiped out by the oil slick. Free rights for all Pelicans!!! Pelicans are American citizens too, they are being effected by BP.

I just streamed the video of Obama earlier today after meeting with BP. I think it was a great message, how BP set up at least 20 billion to pay for people and industry effected by the spill. This message was 100% better than the vague speech Obama gave last night. I still feel this should of been done along time before, probably 5-7 days after the initial start of the oil leak to get things moving in action. I am still unsure, and really trying to search around on how drilling additional wells will "stop" the leak into the ocean. I would think to stop the leak that the well or pipe would have to be blocked. Until I research more, I still feel BP wants to keep the well open to tap into the oil. Oil reserve in that well is probably enormous, and well worth the cost of BP to pay off people of the gulf coast for the spill. BP is actually burning off the oil being contained from the ruptured well instead of pumping it into tankers. I have no idea why, it doesnt seem logical to me. Is there no tankers around to pump the oil in, so it has to be burned? I would rather have it burned though, than allowed to wash ashore and cover our beloved Pelicans. I just like that word, Pelican. It makes me want to adopt a Pelican, have it running around my backyard, Petey the pelican.

Obama's message from last night, was for Americans to hope and pray the oil disaster just goes away. It was insulting he actually mentioned America's founding fathers when he is clearly against the Constitution of the United States. Obama said he has had a nobel prize winning scientist or whatever trying to fix the oil leak since day one, yet 56 days later it is still flowing? Really Obama, is that the best you can do with unlimited American taxpayers dollars that you love to give away. I ask everyone this, do you think if there was a similar disaster like this oil "leak" located right in Washington DC would it be allowed to continue for this long? Obama does not care about American citizens, he has an agenda along with his behind the scenes supporters. His agenda is against what America was founded on. We have a bunch of corrupt idiots running our country right now, and this is exactly why our founding fathers wrote and signed our Constitution, to protect Americans from corrupt inept government. Our founding fathers fought and died to protect America from "big government", yet now government has grown larger than the private sector, with government jobs sought out because of all the benifits and pensions, basically abuse of the taxpayers dollars. November is coming quick, and we already see proud Americans have had enough of this form of government.

Poppa's speech was for all of us to "feel" like he is in control of the crisis, and was more specifically directed towards the People of the Gulf. The planet hasn't been gifted with a better orator in a long time. The man can connect. And his ability to articulate his words is what we were all needing last night. The gulf crisis is devouring his time in office and his words were meant to put us at ease about the disaster. The fact that ALL of this oil spewing out is worth only a few hours of consumption is a reality check for all of us, and it was good to hear that echoed from the oval office. If we do nothing, this disaster will simply be a harbinger of things to come. Last night was a win for Obama Administration.

"The gulf crisis is devouring his time in office"? Can you please post your references or articles stating exactly how much time the president of America has spent working on the gulf oil spill. Its just because I havent heard many stories on how involved Obama is on protecting America from the massive oil flow moving towards and already on our coasts. Maybe you are more informed and can fill us in. And I have to disagree with you saying last night was a win for the Obama administration, do you live in a cave with a wireless internet hook-up that only can get the White House homepage? You clearly gave all the readers here a "reality check" by saying "The fact that ALL of this oil spewing out is worth only a few hours of consumption is a reality check for all of us". The reality of it is this oil should not be spilling into the ocean, the well should be fixed or closed by now. But instead you sheepishly follow Obama and blame it on Americans for using oil. The world runs on oil, and until other sources of energy are available that are cost effective we will always need oil. Enough with these hopes and dreams of the world running off a giant windmill. Come back to reality.

Obama has spoken last night. Every American start praying for a hand from God to lead us through this. Americans and there evil ways are clearly to blame, dam oil loving Americans. We need to break our oil addiction, start using candles, build windmills everywhere, solar panel our entire houses. Obama is the true leader America has been waiting for since it was founded, he is a true American patriot who will lead this country into the future where unicorns roam free, everyone is equal and no one has to pay for food, housing or healthcare because it will be all free. Think of it people, a world of love and peace where everything is free. What an idea. Hail Obama...

What did I see last night watching BO's speech? I saw a president offer zero solutions for stopping the oil "leak". I saw him indicating the start of his plan to implement more taxes on coal and oil fuels. I heard our president actually admit to Americans that he doesnt know where the country is going, how its going to get there, and he is waiting for a "hand from god" or something to that effect. I heard zero answers, instead just another campaign speech. We need to get off using fossil fuels, ok then so how do we do that Obama? If it were as easy as flipping a switch we would already be doing it. What does he want, everyone to build a windmill on there front lawns and cover there roofs with solar panels? Im sure everyone would love free energy, but the technology is not there yet for it to be cost effective because of the high costs of equipment. I find it funny the people defending Obama, actually mentioning a previous president for all the blame. Do people realize the Deepwater Horizon drilled the well in September of 2009 well into Obama's presidency? And it is the deepest well drilled in history at a vertical depth of 35,050 ft. Now, was this well drilled out so deep because BP wanted to? Was it drilled so far out because Bush made them?

Obama has done nothing to protect America from the oil spill. Other than having a meeting with BP 56 days after the initial leak. I bet the meeting consisted of BP telling Obama that they do not want to cap the oil well because they can tap into it, later this summer when they drill some more wells into it. Then there were some smiles, handshakes, and a nice big check from BP deposited into Obama's account.

So, let me get this straight, AP's fact check is telling us that we should ignore the fact the headline in HP today says, "BP agrees to set aside 20B for spill claims in White House meeting." I don't think we are so naive as to think the livelihood of the Gulf oil rig workers, the fishermen, the restauranteurs, shop owners, property owners, etc.,will be put back whole without a lost dime, but for heaven's sake; this is a disaster! There are too many components to this catastrophe to count on one hand. Do I have to name them all? Instead of blaming President Obama for everything, doing too much, not doing enough, stop for a minute and look at what he has to deal with 24/7. The facts are there is much that needs fixing since George Bush left office. Whether this President gets credit for his efforts depends on how you view the mess we are in. Personally, I think he has been doing a Herculean job with what he was handed. For those that protest everything and anything, you have every right to believe the status quo is best, that no regulation is good, banks don't need reform, let them gouge, health insurance companies should be able to raise premiums as they wish, and the list goes on. Do they really want all that? I happen to think President Obama is leading us down a better path.

Stop complaining, fact checking an being the problem! Start praiseing this President for the hard work he is doing an the problems he has solved, an all those he's working hard to solve! Start helping! Hit those beaches an start cleaning up! Stand up an help were U can! Raise money for pals,gloves an mask of the states who are out their cleaning up for themselfs! do fund raisers accross america like u have for disasters that hit america before! Get involved pull together, help bussiness survive by eating at their resterant, an giveing of your time in volunteer work in these states! It's heartening to read that the Associated Press is fact-checking. If this were done be all major news agencies during the build up of the previous administration's war against Iraq we could have saved thousands of lives and billions of taxpayer dollars.

What's disheartening are the facts that the oil companies, our government, top engineers, scientists and environmentalists do not have reliable solutions to stop the blowout or enough resources to contain the destruction. I also never heard any President end such an important address by asking us to pray. Confidence is low.

Obama seems to be turning out to be willing to compromise with the true "Axis of Evil" (megas in any industry). We've been compromising for thirty years. Look where it's gotten us. Poorer. The cultural damage to this area is just as important as the monetary damage.
