Postal Rate Increase Announcement Expected

WASHINGTON — Buy those Forever stamps now. The cost of mailing a letter is going up again.

Fighting to survive a deepening financial crisis, the Postal Service said Tuesday it wants to increase the price of first-class stamps by 2 cents – to 46 cents – starting in January. Other postage costs would rise as well.

The agency's persisting problem: ever-declining mail volume as people and businesses shift to the Internet and the declining economy reduces advertising mail.

"The Postal Service faces a serious risk of financial insolvency," postal vice president Stephen M. Kearney said, an indication that without significant changes a time could come when the agency would be unable to pay its bills.

The post office lost $3.8 billion last year, despite cutting 40,000 full-time positions and making other reductions, and Kearney said it is facing a $7 billion loss for this year and the same for fiscal 2011, which begins in October. The rate increase would bring in $2.5 billion, meaning there still would be a large loss for next year.

The post office, though part of the government, does not receive a tax subsidy for its operations.

While the cost of a first-class stamp would go up, people who bought Forever stamps at the current 44 cents or at lower prices would still be able to use them without paying the difference.

Officials also said they plan a new design for Forever stamps, which currently have am image of the Liberty Bell. New Forever stamps will have images of evergreen trees. All Forever stamps would remain valid.

Under the proposed increases, in addition to the 46-cent rate for the first ounce, the cost for each additional ounce would go up a penny to 18 cents. The cost to mail a postcard would go up 2 cents to 30 cents.

The price to send periodicals would go up about 8 percent, and other rates for advertising mail, parcels and services would rise by varying amounts.

The current 44-cent first-class rate took effect May 11, 2009.

The rate increases proposed Tuesday now go to the independent Postal Regulatory Commission, which has 90 days to respond. If approved the new prices would take effect Jan. 2, Kearney said. Besides the first-class increase, postage costs would rise an average of 5 percent.

After going more than three years without an increase, the post office has raised stamp prices annually since 2006.

The latest increase is part of a series of deficit-fighting plans, announced in March, that include reducing mail deliveries to five days a week, closing offices and making other cuts in expenses. Congress would have to agree to eliminating deliveries on Saturdays.

The weak economy has sharply reduced mail volume as companies cut their advertising. At the same time there has been a significant drop in lucrative first-class mail, with more and more people turning to the Internet to communicate with each other as well as to receive and pay bills.

The proposal drew a quick complaint from the mailing industry.

"This proposed rate increase amounts to another tax imposed on Americans at a time when the economy can least afford it," said Tony Conway, executive director of the Alliance of Nonprofit Mailers, a group representing charities and other organizations.

"Consumers everywhere will pay more for the letters and packages they need to send; businesses – large and small – will suffer, and even more jobs will be lost," complained Conway, who was designated spokesman for the Affordable Mail Alliance, a coalition of businesses, charities and other mailers formed to oppose the increase.

Post office finances are complicated by a requirement that the agency make annual payments of more than $5 billion to fund future health benefits for retirees, something not required of other government agencies. The post office avoided financial disaster last year only after Congress allowed it to delay $4 billion of that payment.

The postal inspector general also contends that the Postal Service has been overcharged billions of dollars for retirement benefits for employees who worked for the old Post Office Department before it was converted to the Postal Service in 1970.

THE MAILMAN WAS CAUGHT CONFISCATING MY MAIL INSTEAD OF PUTTING IT IN MY MAILBOX, TAKING MAIL INTO A LOCKED AND GATED SWIMMING POOL AND RECREATION AREA (WHERE THERE IS NO MAILBOX), AND USING HIS POSITION AS A MAIL CARRIER TO OBTAIN A KEY TO THOSE AREAS WHERE RESIDENTS EXPECT TO HAVE PRIVACY BECAUSE WE PAY RENT TO LIVE THERE. SUBSEQUENT TO COMPLAINTS ABOUT THIS MISCONDUCT BY THE MAILMAN HE HAS RETALIATED WITH VERBAL TAUNTS AND HARRASSING ACTIONS WHEN HE FINDS ME AT THE SWIMMING POOL.

THE POSTAL REGULATORY COMMISSION SHOULD DRAFT, APPROVE AND ENFORCE RULES AND REGULATIONS FOR THE US POSTAL SERVICE TO PROHIBIT MAIL CARRIERS FROM OBTAINING KEYS TO ACCESS ANY PRIVATE PROPERTY ALONG THEIR ROUTE WHICH IS NOT THE LOCATION OF A MAILBOX, OR THE PATH NECESSARY TO TAKE TO REACH A MAILBOX; PROHIBIT MAIL CARRIERS FROM TAKING MAIL INTO ANY BUILDING WHICH IS NOT THE LOCATION OF A MAILBOX; AND REQUIRE MAIL CARRIERS TO MAKE ARRANGEMENTS ON THEIR OWN USING THEIR OWN MEANS TO TAKE THEIR BREAKS AND LUNCH AT LOCATIONS WHICH ARE USUAL AND CUSTOMARY FOR WORKERS OF ANY OTHER COMPANY OR AGENCY TO USE FOR THAT PURPOSE, INSTEAD OF DISTURBING THE PEACE AND PRIVACY OF RESIDENTS AT LOCKED AND GATED AREAS OF MULTIFAMILY HOUSING.

It is totally discouraging to see some people in this country get so furious about a 2 cent stamp price hike when their insurance premiums jump 15,20,30%,and not a peep they just blindly pay it!!!!! Now I know why Johnny Depp moved to France,and when asked why?He replied,"America is a stupid country!"

Who cares let them raise it to a dollar eventually after the older generation dies off who aren't internet savy,and are used to the P.O. the P.O. will be archaic and hopefully obsolete,can you imagine sening a piece of mail for a dollar,I don't think so.

Wow maybe they should raise to half a dollar and be done with it for 2 years ,this ever year raising i or 2 cents ,seems stupid and self destructing,but we are talking about the fed Government so of course they'll do the micky mouse routine,ever yar or 18 months ,gives them something to do and look forward too,I guess,until it's 75cents or 80 cents and no one is using them anymore ,by then you'll be able to actually be able to pay everything online it's almost everything now another year or so it will be everything,,so the P.O. will be obsolete,especially when the older generation dies off that are not computer savvy,then the P.O. can raise it to a dollar a stamp,they'll have no customers by then anyway.

I will jump in here...as a carrier I can tell you most folks who work for USPS would love 5 day a week delivery...I certainly would...my god, an actual weekend like normal folks? We would take a pay cut for that in a second...but alas, it is up to your and my congress to say yes to that...and my bet is that they won't....why? Retailers don't want it...but I can only hope...

Sure fellow--if our nation had all the vacations that you guys have, we would LOVE short work weeks, too. Cut out the Saturday deliveries--then the Mondays, Tuesdays, etc. You guys can then give up your retirement and health insurance! But--guess what, the way you do things you would still have a huge deficit. You are dreadful businesspeople. Privitize the outfit!

Why is it that I can never get finished using the previous book of stamps before they jack the price up again!!!!! Grrrrr! Looks like there are some more 2cent stamps in my future, and some forever stamps from now on!!!!

If the Postal Service didn't have such lousy, undependable service they wouldn't be in this situation. People have left using them---like me---because I couldn't be sure what I sent would reach its destination, even when I used certified mail! And the attitude of many postal workers (certainly not all) is a real turn off to people.

It amazes me how some people get so "angry" when the price of stamps go up.I guess they forget about the "free" service that we provide to them. Its no like the price is raised every week like the price of gas is! Increases are done once a year, or maybe once every two years! Wow, a whole two cents that it rasies! The postal service even came out with the forever stamps to make the price change as painless as possible!!!!

Oh, goodie! Yea! Yea? Yes, Yea! And thank GAWD the postal service does not place the price of a first class stamp at a round number, like 45 or 50 cents. No, from 44 to 46 cents. Yes! Way to keep those pennies relevant. Good job, postal service. Has Zippy been laid off yet?

I don't use the post office like I used too, every since email has come about the postal services have taken a major hit. The only time I use them is to send off letters of bills and that's it.

I am a Rural Carrier...and no, I have not had a raise in three years.I work my a** off to get the folks their mail...I am out there the day after xmas delivering in three feet of Vermont snow...I deliver your damn mail 6 days a week all year long. I have seen numerous people get the same job as I do coming out of the banking industry, from real estate, from all forms of life quit after a single week of doing this job because they feel it is very very blue collar, too hard and not worth the money. I have no health care as I am not a regular (most folks who work for the postal service are not regulars) and neither do I have a pension coming. When I am done, I am done. I get paid 18 bucks an hour which is fair I think for the job, but by no means extravagent. I have a Phd but as there were no jobs in my field I got this job and am thankful for that and have been doing it for 8 years. I like my job and feel productive and real. If USPS did not exist and it were left to private companies, it would cost you about 3 dollars to send a card to your Mom. That it might cost you 46 cents now is actually quite a deal...so quit your whining and appreciate what we do.

Dude, you are so lying about being a postal worker. Just have a tough time believing this rant is from an actual letter carrier. Sounds too staged and too fishy to me. Good try, though. Whining? Yep, that was one of the big, red flags that clearly states you are not really a letter carrier. I do agree, though, that given how much stuff in general costs these days, being able to send a letter from Maine to Hawai'i for what will be 46 cents is still a pretty good deal. If I could jump into the envelope and fly that distance, I'd do it. Better than the pain and discomfort of most major airlines these days. I only object to not making the price of stamps an easy, no-pennies-required round number like 45 or 50 cents.

Gosh....my paycheck tells me I am a Postal Carrier as does my Union and gee I thought that was me delivering junk mail to 300 people this morning after a damn holiday and doing extra work for free...but I guess I was wrong...

I have a wonderful rural carrier--that is not where the problems are. It is with the retirees and the waste of time and money. There is a Union Chief who mans one of the windows at our local post and he is absolutely unable to work the computer and only sells one stamp at a time! I will NOT use the Post Office when he is on duty. He will NOT do the job but holds down a place and holds up the traffic flowing thru the place. I wish he would retire and would give him a party if he would announce the fact. Dreadful worker . . . he just cannot get the job done and gives you all a bad name. Bue NO ONE can fire him--member of the UNION, you know.

I will retire from USPS Nov.1 2010. Civil Service retirement will, before fed and state taxes, pay somewhere between $30,500 and $31,500 a year. My health insurance costs triple I'm told, but are still an amount I can afford, I think. I will be 55, with 34 years service (2 years non civil service), and I'm worn out physically. If I thought like Dragula, I suppose it would be time to prepare an "Earl like" list of friends. I could have them raise their garage doors and point to their shiny toys I never could afford and tell them I resent the benefits of their choices I never could afford. The Dragula types always let me know how well their investments were doing, and didn't seem to have a problem with that until the security I chose now seems to not be all that bad. I guess what they have is theirs and what I have is also theirs, somehow. I don't curse the darkness, however. I chose public service, and had no idea in the early 80's the world would be turned upside down. I did my best for my town, and would do it again. I am thankful I could serve. I know I made a difference.

The Postal Service could increase revenue by decreasing the huge discounts given to the major mailers.

Why do I have to pay more to send a credit card payment when the credit card companies pay FAR LESS to keep sending me unwanted solicitations for credit cards I don't want?

As for eliminating Saturday delivery, who cares? The only thing that comes in the weekend mail are more solicitations for JUNK I don't need or want.

Just a thought.

All the junk mail comes on Saturday because the regulars will NOT sort it on Fridays!

My answer for JUNK is OPEN it, check to see if a stamped envelope is enclosed and addressed from the sender, and I then fold ALL the stuffing junk, mailing it back to the sender! Let them haul out the recycling stuff--but cross out your name and say NO THANKS. Gives the Post Office business and takes the recycling out of your bin.

My responce is to millfarm. Yes open that junk mail and fill the prepaid envelope with their junk and mail it back. The post office gets more than the regular amount for those prepaid envelopes, at least it used to. I have been doing that for years. But I take my name off of all of the junk before I put it in the envelope. People rumble about the cost of a stamp but I remember when a Hershey chocolate bar and a stamp cost the same 5 cents. That Hershey bar now cost 89 cents and isn't even the real chocolate it used to be. The stamp is still a bargain at 46 cents. Try delivering that birthday card yourself for 46cents. I get my junk mail during the week so the postal carriers do still sort them. If the post office is so easy a job why isn't everyone applying for the jobs? Think about what "going postal" means. We all see the carriers but no one sees the people who work nights to get that mail out for delivery the very next day. How many people does it take to get that birthday card out to mom? Take a tour of a regional distribution mail center. It is eye opening.
