Unemployment Extension Bill Clears Hurdle, Standoff Likely Over Until November

The Senate voted 60-40 on Tuesday to move forward with reauthorizing unemployment benefits for the long-term jobless, 2.5 million of whom have missed checks since the end of May as Republicans and conservative Democrats filibustered several bills to renew the aid. After a final Senate vote, the bill goes to the House, which will vote on Wednesday.

"It shouldn't take a supermajority to help families afford the bare necessities while unemployment is rising," said Senate Majority Leader Harry Reid (D-Nev.) after the vote. "It shouldn't take the slimmest of margins to do what is right."

Defeating the filibuster clears an easy path toward the president's desk this week. People who missed checks will be paid retroactively; people who exhausted all weeks of benefits available before the lapse will not get anything.

The great debate pitting deficit reduction against jobless aid is over -- until November, when it is certain to return. White House Press Secretary Robert Gibbs said Monday that the president will push for an additional extension of benefits when the current one expires shortly after the midterm congressional elections.

"I think it is fair and safe to assume that we are not going to wake up and find ourselves at the end of November at a rate of employment one would not consider to be an emergency," Gibbs said, in one of the most affirmative statements from Democrats about their plans for the next lapse in benefits.

Historically, Congress has never allowed federally-funded extended benefits to lapse when the national unemployment rate has been above 7.2 percent. The current rate is 9.5 percent, and few projections show it coming down any time soon.

Republicans in the Senate, along with Nebraska Democrat Ben Nelson, had blocked the bill because its $33 billion cost was not "paid for." For 49 days after the benefits lapsed, Republicans and Nelson complained that deficit spending would worsen the economy, and many wondered whether extended benefits don't actually make people too lazy to look for work -- though the official line from Republicans has been that the cost of the benefits needed to be offset by taking funds from the 2009 stimulus bill.

"Republicans support extending benefits to the unemployed," said Mitch McConnell (R-Ky.), the Republican leader in the Senate. "As the president himself said yesterday, we've repeatedly voted for similar bills in the past. And we are ready to support one now. What we do not support -- and we make no apologies for -- is borrowing tens of billions of dollars to pass this bill at a time when the national debt is spinning completely out of control."

Maine Republicans Olympia Snowe and Susan Collins joined Democrats in breaking the filibuster; Ben Nelson stuck with the GOP. Democrats' previous attempt failed by one vote after the death of Sen. Robert Byrd (D-W.Va.) in June. His replacement, Carte Goodwin, gave the Democrats the 60 votes they needed.

The lapse caused plenty of anxiety and hardship for people who've been out of work for more than six months. "What a shame that it had to drag on so long, especially in light of the fact that it was only a matter of time before it was passed," said Judy Conti, a lobbyist with the National Employment Law Project. "Even retroactive checks won't make up for the people who have had their cars repossessed in the last month, who have been evicted from their apartments or houses, or who have faced other atrocities because of this unconscionable delay."

Ladies and gentleman lets rejoice at the recent vote on the unemployment extension 7/20/10. However, there is no provision for tier 5 or the 99ers. We need to do something about this so email your congress men and women about this issue. It won't do anything in the state of Arizona because of the senatorial toilets "OH" I mean Jon and John that are in this state. Jon Kyle still hasn't contacted me since his letter dated 7/1/10 arrived and I blasted him about his interview with Chris Wallace on Fox News Sunday that aired on 7/11/10. During that interview he out and out lied about his position on the unemployment extension that he included in his letter to me. John McCain never has responded. Boy I'm surprised. Intelligentsia and the Political Observers welcomed the success in the bill passed to save the unemployed citizens.

They said, Americans be they from any party and be they are conservative, progressive , liberal or followers of any ideology, should now deeply consider the behavior of the GOP with regard to the Jobless Benefit.

Their proposal and their attitude towards millions of the American citizens with their families passing their lives in miseries, Is this for what Senators and congressmen of GOP's were sent by their constituent voters to represent them to obstruct their lively hood in time of difficulties.

They added that time has come for Americans to consider exactly for few decades who all are fit to be trusted with the country's affairs and who are not.

It is simply disgusting to think of a responsible Political Party would play such filthy dirty game with lives of the countrymen only for person aggrandizement forgetting about the lives of million which was their prime responsibility to look after as Senators and congressmen opined the Political Analysts.

Do you read anything other than drivel from left wing news??? The Republicans are wanting to help but not add more to the deficit... Hard choices need to be made and the fact that many people both on the right and the left FAILED to prepare for economic disaster meanwhile they've purchased way beyond their means... Flat screen TV, new cars, etc... YOU liberals NEVER seem to look at the individual mostly or in part responsible for their plight. Why??? Because many liberals think and act like children... they are victims ... they want the government to take care of them... eh' em.... I mean the TAX PAYER to take care of them. I just need to check if my Bluedog supported this. Probably not. That would be Schuler from NC. He already voted against health care. So many suffering and out of work. I was, but am lucky to be working. I have other friends who are on unemployment. No they aren't freeloaders and bums, but hardworking people looking for work.

I've read many post below saying that it's ok to end unemployment benefits because of this or that. I happen to believe most people are smart so that leads me to think many of these posters are trying to be to cute by half. The truth is that many of those unemployed are like me I'm 47 and have been working on the books since I was 17. I have never had to use unemployment benefits but have paid into the fund for 30 years. If I lost my job and needed help I've paid for the right to collect those benefits as have those who need them now. If you want to repeal the whole unemployment benefits that's one debate but to imply that these folks who lost there jobs somehow don't deserve to get the benefits after having paid into the fund for many years is wrong.

I for one couldn't be any happier at the prospects of
seeing the Republicans get back in come NOvember.

Anyone who hasn't taken stock of the enormous benefits
to be had in "taking our country back" needs to do that
now.

Consider just how fantastic things will be in reversing the
mess Obama has created:

They want to reverse everything Obama has done.
They'll admit that straight away, so let's see what
that platform becomes:

1. Obama is just 600,000 jobs short of having created
more jobs in his first 18 months than Bush did in 8 years
(about 3 million created). That means they have a plan
to either fire those 3 million or something like this.

2. Obama made it so credit card companies can no
longer jack your interest rate from 8.99% to 32%
overnight just because you were finally late for the
first time in 20 years on a payment (30 days grace
and in some cases 45). Presumably, that's to be
repealed.

3. 32 million fellow American brothers and sisters
that had no health coverage now have it thanks to
Obama, meaning an insurance company has been
called out for redefining your God-given DNA as a
"pre-existing condition". Presumably that too will
be reversed.

4. Federal grants for college tuition have been
extended, stripping banks from ra.ping students
and putting them in hunderds of thousands of
dollars of debt coming out of college into a market
with no jobs. Presumably, that will be reversed so
that when you come out of college you can just go
straight to the Empire State Building and jump off.

5. Ended torture. Presumably that's going to get
a new shot in the arm, whole new grants to the makers
of razor wire, water board planks and folks who raise
German Shepherds.

6. Withdrawal of troops from Iraq and Afghanistan.
Presumably that'll be reversed with the order or a
whole new bunch of smart weapons, billion-dollar
aircrapt, fabulous new assault rifles able to blow
a 10" hole in you from 15 blocks away, etc., which
China will no doubt fund, but hey, if they can't
not to worry -- we always got the taxpayer.

7. The housing rescue plan which has hardly had
the chance to put on the brakes, let alone reverse
the tragedy of Americans still being put out of their
homes will get a much deserved push -- out their front
door, that is.

8. The nuclear reduction treaty with Moscow to
reduce warheads by 30% will presumably be reversed
as we order 30% more warheads than what we had
before we reduced them by 30%.

4. When funds are extended. They are not Free. Taxpayers have to pay them.
5. Ended torture. Yeah. I'm sure you've served in any of the military units or Depts that are overseas. Again, whatever you read is correct.
6. Troops are not leaving. They are downsizing. Iraq on Bush's schedule. AFG currently has more troops due to Obama's surge.
7. The housing market is messed up. It will drop another 25%. Nothing core in the housing sector was address. FFG own 6T in mortgages backed by the govt. They lost 400B the last two years. (But that will show up as a intragovernemental transfer and not deficit, why. The Fed picked up 2T in assetts)
8. I would think you would be happy about this. We will get rid of our older ones. No loss. No need to replace them.

At what point do you believe any of these things will help the Economy, let alone be judged as Good.

Over the last few years, ive seen signs posted on clothing and fast food stores looking for employment. People just dont wanna do "crappy" jobs. Thats such BS. If i have no steady income coming in, YES I will flip burgers even with college diploma. Its called sacrifice, its called trying and fighting thru.

It is interesting that you actually bring those up.

Those stores put the sign in the window for one because it is cheaper than advertising, and they are reaching low income people who likely need a job. THEY DO FILL THOSE JOBS TOO! But it isn't a great paying job often enough, and people move on when they find a better one. That is why you see them offering entry level jobs so often. It isn't a career, it is an entry level job.

Entry level, low income, yada yada....ITS A PAYCHECK that you EARNED. Simple, but nobody wants to do jobs "beneath" them, like one user implied.

Last time I shopped at Target, My checker was a 50 something white male from Australia.

When I last stopped at McDonalds for a shake, the lady who served me was not a kid.

See, You gripe, but I see people doing any job they can get, and you know what? They are nicer people than the kids that usually have the job.
