Senate Finally Approves Unemployent Extension

WASHINGTON — State unemployment agencies are gearing up to resume sending unemployment payments to millions of people as Congress moves to ship President Barack Obama a measure to restore lapsed benefits.

After months of increasingly bitter stalemate, the Senate passed the measure Wednesday by a 59-39 vote.

Obama promised to quickly sign the legislation into law once the House takes a final vote on Thursday.

"Americans who are working day and night to get back on their feet and support their families in these tough economic times deserve more than obstruction and partisan game-playing," Obama said in a statement Wednesday night, criticizing the "roadblocks by a partisan minority" that for weeks stalled the measure's passage in the Senate.

It's a welcome relief to 2 1/2 million people who been out of work for six months or more have seen their benefits lapse.

Under best-case scenarios, unemployed people who have been denied jobless benefits because of a partisan Senate standoff over renewing them can expect retroactive payments as early as next week in some states. In other states, it will take longer.

State unemployment and labor agencies have been preparing for weeks for Congress to restore jobless payments averaging $309 a week for almost 5 million people whose 26 weeks of state benefits have run out. Those people are enrolled in a federally financed program providing up to 73 additional weeks of unemployment benefits.

About half of those eligible have had their benefits cut off since funding expired June 2. They are eligible for lump sum retroactive payments that are typically delivered directly to their bank accounts or credited to state-issued debit cards.

In states like Pennsylvania and New York, the back payments should go out next week, officials said. In others, like Nevada, it may take a few weeks for all of those eligible to receive benefits, said Mae Worthey, a spokesman for the Department of Employment, Training and Rehabilitation.

In North Carolina, Employment and Income Department spokesman Andrew James says to expect a wait of two to six weeks.

The Senate continued debating the measure a full day after a GOP filibuster was defeated by a 60-40 vote. Senate rules required 30 hours of debate, but missing no opportunity to seize a political edge, Democrats attacked Republicans for not waiving them and requiring an additional day of debate.

"Republicans are declaring an all-out war on unemployed Americans," said Jim Manley, spokesman for Majority Leader Harry Reid, D-Nev. "Even though Democrats have the votes to give unemployed workers the safety net they deserve, Republicans are callously delaying the vote for an entire day."

In fact, the measure could have been passed months ago had Democrats not insisted on coupling it with a host of other, more controversial legislation, such as tax increases on hedge fund managers and on some small businesses that were used to pay to renew a popular package of tax breaks for individuals and businesses.

The resulting delays required two temporary unemployment insurance extensions – one came only after a lapse in coverage because Reid adjourned the Senate for its two-week Easter recess rather than engage in a time-consuming battle with Republicans. Benefits were restored retroactively.

Democrats have become more aggressive in attacking the GOP for opposing the measure, which has been stripped down so that it's essentially limited to a $34 billion, six-month renewal of unemployment insurance for the chronically jobless.

Republicans say they support the benefits extension but insist any benefits be financed by cuts to programs elsewhere in the $3.7 trillion federal budget. Maine GOP moderates Olympia Snowe and Susan Collins were the only Republicans to support the bill Wednesday.

Sen. Ben Nelson of Nebraska was the only Democrat to break with his party to oppose the bill.

Many Republicans have voted in the past for deficit-financed benefits extension, including as recently as March and twice in 2008, during the Bush administration. But now they are casting themselves as opposing out-of-control budget deficits, a stand that's popular with their core conservative supporters and tea party activists whose support they're courting in hopes of retaking control of Congress.

Democrats tout the economy-boosting effect of unemployment checks since most beneficiaries spend them immediately, and they say that paying for them with cuts to other programs dilutes the stimulative effect.

"Extending unemployment insurance isn't just the right thing to do. It's also the smart thing to do for our economy," said Sherrod Brown, D-Ohio.

Economists say the measure will likely have a modest beneficial effect on the economy. It represents less than one-quarter of 1 percent of the size of the $14.6 trillion economy, and is far smaller than last year's $862 billion stimulus legislation. Republicans have blocked Democratic add-ons, such as aid to state governments, that could have meant a greater economic boost.

Two years ago,my father was laid off.My father has worked hard for years & always did his best to take care of the family.Hes been on unemployment benefits since his layoff those 2 years ago.He has tried finding jobs,there just arent any.We've been struggling to survive since.My mother & brother also cant find jobs.Ive had to find a home a few months ago(in which we still have only for a very very short while longer) that would be big enough to fit my whole family in,including an innocent dog.just so we could all try to survive & help each other to the best of our ability. Now the time has come to where we have exhausted our unemployment benefits & have no money,no home,no help for food,etc.My father is also on a few medications for High Blood Pressure & another severe health issue,he has no insurance or any type of aid,& now we dont know how those will be paid for.We are trying so hard to stick together & just hang onto this place so we all have a home,& to have just enough food for everyone,& for everyone to have the medical attention they need.we've already given up most of what we have just to survive.theres not much left at all.we dont know what to do & everyone is so stressed.i weep every night for my family & for all the others that are out there suffering also.

The 99ers have been considered the parasites feeding off of road kill. Not only by those still employed through their inner fear they could become one of us----but the current unemployed who will certainly become one of us.
I ask of you skeptics, when someone calls or visits YOUR place of employment and asks if you are accepting applications for employment...exactly WHAT is your response? The answer tells the truth.
And if truth be told, the answer is no.
Those being helped through this 4213 bill, will be falling off of those tiers, to become 99ers...millions before elections.
Yet the politicians are trying to BUY your votes, by extending them JUST THROUGH NOvember. Elections are????????????
THEN not only the 99ers, but the unemployed in whole, will be SOL.
Unemployment in today's economy, should extend until the unemployment figures are under 6.5%.
This would not only extend a life line to the unemployed, but enable them to pay their bills, to keep those still employed, employed. If they are continuously denied benefits, YOUR job WILL be affected. Even if you work for your relatives.

Not to belittle your anger but all of the extensions have been small extensions. All extensions are fairly short..... reason is because they could not pass a year long extension because of the cost it would be a tough fight to pass it(thanks republicans).

Yea but Pelosi and Reid left out the long termers who have no benefits left. The benefits they passes take care of the smaller portion of the unemployed. So whoopie. I think all those have run out of benefits and live in California should go to Pelosi's home and stand across the street with signs cut out of a cardboard box with " Nancy, I'll mow your your lawn for food" on the sign. On day two show up with a sign saying "Nancy, I'll wash your car for a burger." Day three "Nanacy I'll show up each day until you say yes to tier 5."

The individual states should take back their power under the 10th amendment. The Congress should be re-organized. Lower their pay, cap their expenses, perform drug testing and background checks before they are sworn into office.

i've been on unemployment for 26 weeks, with no extensions and no checks for 4 weeks, and i'm ready to kick someones ass. i have already taken to the streets at 6 am where illegal immigrants wait for trucks to pull up for day labor. the sight of a 6' 4" white boy and a 99 lb, 36" tall black and tan shepherd intimidates the trucks form stopping. this is causing less and less illegals from standing in that area in the morning. will they go somewhere else? probably. but in time i will find that spot too. i get my checks now, so this is my volunteer work to my community. once they are all gone, there will jobs available. that is why i do this every day. the faster theyre gone, the quicker i get back to work. you people that have large intimidating dogs might do the same. in the words of , "Rage Against the Machine.... Take the Power Back!!!!" the only way we are going to get jobs is, create out own!! necessity is the mother of all inventions and jobs. so get out of bed early in the morning, go to where the illegals are, prevent them from getting in these vehicles and you will have a job. take the power back people. stop sitting here posting and bitching about your problems and do something about it america. you dont need to resort to violence, just let them think you will. ilmao

Gallup's 2010 confidence in Institutions poll finds Congress rannking dead las out of the 16 institutions rated the year. Eleven percent of Americans say they have a great deal or quite a lot of confidence in in Congress. I guess we can find that 11% right here on the Huff.

I really wish I lived in Nebraska ONLY for the one reason of voting Ben Nelson out! Unfortunately, as one person pointed out to my last response about Nelson, un-employment in Nebraska is down around 4-5%. So the chances of Nelson keeping his seat in 2012 are pretty good! All politics are local, but this man has no heart! He cares nothing about America, as we saw during the health insurance reform fight, but just for the insurance companies that have given hundreds of thousands of dollars to him. Maybe Nebraska will wake up by 2012 and elect a REAL Democrat..................................

Republicans don't believe in fiscal responsibility, far from it! Reagan spent a trillion plus on the failed Star Wars program that didn't produce a single viable weapon. Reagan's welfare to the super super wealthy caused the crash of '89 and drained the Treasury dry, creating a recession in '90-91. Clinton reinstituted the balanced budget and filled the Treasury back up, only to be drained again and then some by Dubya. Tax breaks for corporations and the super rich, unfunded wars, unfunded drug prescription programs, deactivation of PAYGO, and trillions in deficits! Obama gave the lower classes tax cuts such that taxes are at the lowest level for working Americans since Eisenhower was in office, and the Repubs still complain! We can't *afford* the "fiscal responsibility" of Repubs anymore! It's time to VOTE OUT EVERY SINGLE REPUBLICAN and actually fix all of the things that they broke during the last 30 years.

They actually didn't use the whole 30 hours...they went ahead & let the vote happen 3 hours early as they knew the House had finally gave up the waiting on it & went to do the whole birthday thing for Clyburn. THAT was likely the ONLY reason they let it go 3 hours early. They had accomplished holding it up another entire day by doing so.

hello all of "us" who are "forgotten"---I'm one of you----a "Common Laborer"--what is being done for "US"? the "factory workers"-- the "ditch-diggers"---or if you are Biblical the "Hewers-of-wood" and "Drawers-of-water"---what about us??!! I know "times" have "changed"---but even so---some of us have to "bend -our-backs" and do work----I try to do this "work" but is there not a place for me anymore?? Warehouses? Factories? what???!!! are "outsourcing" all the "work" we have----for God's sake what is there for Us??

obama could've helped those most in need, the 99ers

yet, out of incompetence, or plain meanness (or some other, unknown reason), chooses to sit idly by and not lift a finger to help, even though he could very easily do so

obama mouths the words that he wants to help the 99ers, but when it comes to action, he offers nothing

obama seems to have plenty of money to fight two wars overseas
and enough money to keep guantanimo open

and he certainly has time to take fancy vacations and frolic about

but when it comes to helping those most in need of an unemployment insurance extension, the 99ers,

he has neither the time, money or inclination to help.

thats just lame

why some are excusing his inexcusable behavior on this issue is beyond me.

but before you give up hope

there is one ray of sunshine on the horizon

a true hero, washington democrat jim mcdermott, is urging obama to sign an executive order authorizing unemployment benefits to those most in need as we speak

I really don't understand why you would attack the president, of all people, over unemployment benefits. Kinda missing the *elephant* in the room, know what I mean? Attacking the guy who is actually trying to help the unemployed (albeit not to your standards, clearly) as opposed to attacking those in Congress actively *blocking* benefits doesn't seem like the best use of energy. I'm just saying if you want to be effective helping these people, you might spend more energy attacking the real bad guys.

well, the republicans, flawed as they are, arent the ones in power

and the president is the one, with little more than a stroke of his pen, that could solve this debacle

and its obama's inaction, seemingly without reason, that is why the 99ers dont have the relief they need

not to mention, obama claims he wants to help the 99ers, but doesnt

at least with the republicans, we know where they stand

with obama, he says one thing and does another

besides, getting obama to do the right thing will actually get the tier 5 benefits that are needed

complaining about republicans will have no real effect one way or the other

Because the stimulus money is funding vital jobs for the next year, its not meant to be spent all at once. Taking money from the stimulus would be killing jobs in some of the most important sectors we need to be supporting right now: green collar jobs like wind turbine jobs and electric batteries. These are *private* American industries being supported by the stimulus, in the fastest growing part of our economy. Taking money away from that, as well as from the police and firefighter jobs funded by the stimulus will only add *more* people to the unemployment lines.

The bottom line is this---if you want to know what the Republicans will do if they are in "power"---they will support the "Rich"---as they have always done. They are fighting to oppose the (their words) "Death-tax"--which is only the "inheritance-tax"---which only benefits 1% (the top 1%) of Americans------the Republicants have no solutions---"trickle-down-economics" has NOT WORKED----see the truth.....
