Robert Rizzo, Bell's 800k Man, Resigns From Post

BELL, Calif. — Residents in this modest blue-collar Los Angeles suburb where one in six lives in poverty were angry: Their city manager was getting paid more than President Barack Obama and the police chief more than the commander of the nearly 13,000-member LAPD.

They demanded and got the manager, the chief and another high-salaried official to resign.

They looked for the culprits and found them in the very people they entrusted to lead their city of 40,000 people. Now, they're campaigning to boot them out of office.

Their mayor and three of their four council members, people they see every day at the grocery store or church, approved the contracts, and put an obscure measure on the ballot that allowed council members to pay themselves any amount of money.

And they did: collecting between $90,000 and $100,000 a year as part-time officials.

"This is America and everything should be transparent," plumber and longtime Bell resident Ralph Macias said.

In Bell, however, not many people really paid attention. The city of mostly small homes is like many American cities and towns: No newspaper covers them regularly, and the citizens spend what little free time they have with family and recreation.

A few who kept tabs on City Hall said they were suspicious because the officials were secretive, brusque and quick to act without explaining themselves.

"What caught us by surprise was the amount of money they were paying people," said Ali Saleh, who helped form the Bell Association to Stop the Abuse, whose acronym BASTA, translates to "Enough!" in Spanish.

The salaries exploded into public view last week after a Los Angeles Times investigation, based on California Public Records Act requests, showed that the city payroll was bloated with all sorts of six-figure salaries:

_ Chief Administrative Officer Robert Rizzo made $787,637 a year, getting a series of raises since being hired in 1993 at $72,000. President Obama makes $400,000.

_ Assistant City Manager Angela Spaccia made $376,288 a year.

_ Police Chief Randy Adams earned $457,000. Hired just last year to oversee a force of fewer than 50 people, he was making 50 percent more than Los Angeles Police Chief Charlie Beck's $307,000.

All three Bell officials resigned after a late-night meeting Thursday.

"To the residents of Bell, we apologize," Mayor Oscar Hernandez said.

Now, Hernandez and the council members may be next.

By law, the council would have had to approve the contracts in an open session, but several residents complained that officials are loathe to explain what they are doing and quick to race through matters at public meetings with little discussion.

The Times said Hernandez, Vice Mayor and Councilwoman Teresa Jacobo and Councilmen George Mirabal and Luis Artiga are paid $8,000 a year, plus about $8,000 a month for boards and commissions they sit on. The other council member, Lorenzo Velez, said he is only paid the base $8,000 salary.

Earlier in the week, both Hernandez and Artiga said they deserved their salaries, adding that in addition to council meetings twice a month they are constantly on call for city business.

"That would be obscene, to think we're getting paid for only two meetings a month," Artiga said. "But that's only half the story."

The residents' group is demanding that the big salaries be cut by 90 percent or that the officials resign.

If they don't resign, Saleh said, his group will initiate a recall. He gave the council until Monday's meeting to respond. In the meantime, organizers planned to paper Bell with 12,000 flyers over the weekend, urging people to attend the meeting.

City officials have declined to respond to the recall threat. A message left on City Hall's public information line was not returned nor were messages left for Hernandez at the grocery store he owns or on Artiga's cell phone.

The Los Angeles County district attorney's office and the state attorney general are looking into the salaries.

Artiga said earlier in the week that while some employees may be overpaid, no one, at least so far, has accused officials of stealing money or shaking down contractors. Instead, its officials boast of the city's $22.7 million budget surplus, its well-kept parks, clean streets and programs at the community center for people of all ages.

Still, the salary scandal has left residents suspicious.

"I think they're a bunch of crooks," said Macias as he left City Hall after picking up a permit to install a water heater. "They should all be investigated by the feds."

I find it weird that no where in this article, or any of the major newspapers identify him by political party. Ya know why? HES A DEMOCRAT. Liberal bias is full swing here.

Median household income $29,000/year. 1 in 6 live below the poverty line in Bell, CA.

Perverse doesn't even begin to describe it................

It's a city scam.

For instance, the city receives $10 million dollars from the federal government and $5 Million from the State, and $1 Million from taxpayer of Bell, annually, BUT their over head for payroll-labor is low b/c they contract to Contractors who bid very, very low. The Contractors bid very low b/c they hire illegal immigrants who are willing to accept min wage or perhap less. (This is very common complaint by legal residents who are laid off from their jobs and replaced by a contractor who employs dubious employees.)

So that it doesn't look like the City Admin and his assistant are taking payola from the contractors, and the City Councilmen aren't receiving questionable donations from these contractors, the City Admin and his asst receives exurbinate compensation for saving the City millions in payroll and benefit expenses, IN EXCHANGE. The Cheif of Police gets paid large for looking the other way. Once the monies are in the hands of the City Admin, City Asst and Police Cheif, then the City Councilmen gets their kick-backs.

City government is dirty and I hope this is the start of a lot of heads rolling in the Golden State!

maybe some of this anger in Bell will spread to Los Angeles where the level of corruption is enough to make Boss Tweed smile....Los Angeles is so entirely corrupted it is hard to know where to start...I would start with the CRA, a close audit by outsiders followed up by an audit of the Dept of Water and Power, the port and aiirport and ending fat cat commissions....Bell has nothing on LA...

City manager, police chief, administrative officer, etc. are NOT union jobs! These are political appointees. It IS scandalous and should be stopped, but making public employee unions out to be the villain accomplishes NOTHING. You can union bust all you want but it will not stop sleazy elected officials from appointing their cronies to plum jobs and jacking up their salaries and retirements. These are local problems. Voters need to wake up and pay attention.

I'll be 64 this week and I wish I could NOT care anymore what happens in this country as I won't be around when it gets really, really bad, which if it keeps going in the same direction, how can it not? But, every time I say "the heck with it. I give up" in the next breath I find myself back wondering what to do besides voting this way or that.

Voting doesn't even seem to do the trick anymore. I'm somewhat involved in my local city's business but the big problems facing this country are so complex, I don't know what is really going on and, yet, most issues are painted black or white as though they are that simple.

Happy Birthday, Butler!

I feel your frustration. Please attend your weekly City Council Meeting, you'll be surprise what you'll hear from those who are in the know. Also, establish a monthly block club meeting with your neighbors informing them of the happenings and ask them to spread the word to other citizen of your city, and to call their Councilmen for either change, opposition or continuity on the issue.

This is how it's done on a grass roots level.

I wonder if people realize how much city managers get paid across the board. They are essentially there to make sure the unions and city employees pay and benefits are kept in check. They are political in nature and it is an administrative position. Think I will go and check on the city manager's pay where my husband works, bet it's almost 400,000 a year. Why does everyone act all surprised all of a sudden?

I know exactly where Bell is, I grew up in Southern CA and had friends that lived in Southgate. I did check up on the assistant city manager where my husband works on the peninsula in SF, job offer was 144,959 a year. Couldn't find anything on the city manager's salary, but I know it's way above that. Most administrative jobs are, manager, chief, and I'm guessing it does depend where you live, pay is comparable. One thing I did find out on my quest was that if the manager wants a pay raise it has to be approved by the council, so this guy in Bell might have found some loophole where he could approve his own pay raises. I wonder if we will hear more of this story after the press gets tired of it.

This makes my local scandal shrink in comparison. We were just worried about 600+K in bonuses at the tax office, and bonus kickback schemes in the now-convicted sheriff's office But beyond the scandal, it was the first I learned that pay for government jobs often exceeds pay for similar private sector jobs. Whereas it used to be that gov't jobs paid less but were more secure, now it seems they pay more and are still more secure.

In the public sector, we are the employer, and we need to pay attention. The high salaries that the unions have negotiated will result in high pensions that we'll be paying for many years to come, even if we get control of the ever-rising salaries and benefits.

Don't misunderstand me: I'm all for fair salaries and benefits. But the benefit of job security that comes with a union-backed government job should "cost." It seems reasonable to me that there be a trade-off: a little less pay for a lot more security. It seems unfair that those of us paying the taxes that pay the salaries and pensions of public employees should be working similar jobs for less money and with basically NO security.

It is of course difficult to find good comparisons for sworn officers, but the scandal in our Sheriff's office revealed salary levels for all the senior admiistrators: finance director, director of administration, IT director, etc. For those it's easy to find comparisons.

The public employee unions that negotiate these deals behind closed doors are President Obama and Pelosi's number one constituency. They load every piece of legislation with pork for unions. Much of the stimulus money went to bailing out California public employees, which instead of forcing California to deal with the problem and work towards fixing it, merely kicked the can down the road. As long as Obama and Pelosi remain in power, they will keep coming back at us for more money to guarantee public employee's bloated salaries and pensions. Obama inherited a lot of serious economic problems, but the man is clearly putting his foot on the gas to head us towards a Greece style bankruptcy.

Not that I don't find public employee unions to have gotten over-powerful, but I'm not sure they are the culprit here. The elected city commissioners doled out a good chunk for themselves, and they certainly don't fall under the union. I'm not sure political appointees like the police chief and city manager do either. Anyone know for certain?

The city manager's excessive pay are provided by the taxpayers, like other public employees . City mamnagers get ten times the pensions of those in the private sector, just like other public sector people.

These corrupt people would likely be shot dead after a three day trial. I would settle for tar and feathering. This greed aside, California can no longer afford (and we probably never could) to pay out taxpayer funded pensions to civil servants at levels similar to their final year salary plus free HC for the rest of their lives. Some of these people retire at 40 after 20 years service and will live to 90!

In the next year or two cities will be laying off teachers, fireman, police officers and a whole host of other gov't employees who will fall victim to the Obama spend-Orama. The TARP funds saved their jobs for one year so we could double the dept. President wrecking ball is destroying this country from within
