BP Oil Dispersants Used Regularly Even After White House Order; Coast Guard Allowed It

WASHINGTON — The U.S. Coast Guard has routinely approved BP requests to use thousands of gallons of toxic chemical a day to break up oil slicks in the Gulf of Mexico despite a federal directive that the chemicals be used only rarely on surface waters, congressional investigators said Saturday after examining BP and government documents.

The documents show the Coast Guard approved 74 waivers over a 48-day period after the restrictions were imposed, resulting in hundreds of thousands of gallons of the chemicals to be spread on Gulf waters. Only in a small number of cases did the government scale back BP's request.

The extensive use of dispersants to break up oil gushing from BP's Deepwater Horizon raised concerns early on as to what long-term damage the toxic chemicals might be doing to the Gulf's aquatic life. That prompted the Environmental Protection Agency on May 26 to direct BP to stop using the chemicals on the water surface except in "rare cases."

But Rep. Edward Markey, D-Mass., said Saturday that the chemicals continued to be used extensively with Coast Guard approval, often at a rate of 6,000 to 10,000 gallons a day. A request was made and approved on June 13 to spread as much as 36,000 gallons of dispersant, according to data obtained by Markey's Energy and Environment subcommittee.

The EPA directive "has become more of a meaningless paperwork exercise than an attempt ... to eliminate surface application of chemical dispersants," Markey wrote in a letter sent Friday to retired Coast Guard Adm. Thad Allen, the government's point man on the spill.

Markey's office released the letter Saturday as well as the documents his panel had analyzed. Markey said that instead of complying with the EPA directive, "BP often carpet bombed the ocean with these chemicals and the Coast Guard allowed them to do it."

The House investigators found that the Coast Guard routinely approved the chemical use, in some cases a week in advance. On five occasions the Coast Guard approved a BP request to use 6,000 gallons a day over a weeklong period and "in many of these days BP still used more than double" the limit that was approved, Markey said in his letter.

A call to the BP press office in Houston was not immediately returned.

A spokesman on duty for the Unified Command Center in New Orleans did not have an immediate comment.

The chemicals break down masses of oil into small droplets that allow the oil to be more easily consumed by bacteria. But the chemicals also are toxic and it's not known what impact the large volume of chemicals being used against the BP spill might be having on marine life.

The EPA has acknowledged that there are tradeoffs and that some use of the chemicals are essential to combat the oil spill. The EPA directive issued in May concerned only surface dispersal of the chemicals. BP also has been using large amounts of chemicals near the ocean floor at the site of the damaged wellhead.

In recent weeks, little oil has been noticed on the Gulf surface, and scientists believe one reason for that might be the extensive use of the chemical dispersants.

The analogy to addiction continues. The addict will steal from his grandmother, kill her even, to get money to buy his drugs. An oil-addicted society will steal from its future food supply because it's too addled by its addiction to think through the loss of healthy seafood (which is a whole other topic). What happens one, two or five years into the future is nowhere near as important as getting the oil today. More and more oil. Never consider an alternative. Just get the oil. Lie if you must about dispersants, about the quantity of the hemorrhage ("spill"). You gotta get the oil. Screw the fish. Screw the fish industry. Heck, forget the beaches and quality of life in the regions. JUST GET ME MY OIL.

I just hear Erin Burnett , on MSNBC, say the EPA says the chemical dispersants are NO more toxic then the spilled oil itself! If these dispersants are so safe then why have they been banned in England for over 10 years?

This is just proving how out of control the coast guard is. Don't they have to swear an allegiance to the constitution like other branches of the military? Aren't they under the commander and chief like other military branches?

The solution is simple, and obvious; anyone deemed to be in a position of responsibility and not doing his utmost to restore "The Area' has to move into it and continue restoration until such time as they are completely covered in tar, then rinse and repeat. Locally grown/harvested food only.

This is SO reprehensible beyond words!

Here we have the United States Coast Guard, being the lackeys for BP; even if that DIRECTLY conflicts with orders from the Administration.

What OUGHT to happen is:
1.) ALL those responsible in the Coast Guard should be relieved of command, arrested, tried on crimes of TREASON, and then punished appropriately for that; their citizenship in the U.S. should be revoked, and they should be deported -- they can go work for BP in the UK, if the UK will let them in ...

2.) ALL those involved in decided to proceed to use the dispersants, if they knew how dangerous they were, or if they ignored how dangerous they could be, should be brought up on Crimes Against Humanity charges, and prosecuted accordingly.

3.) an IMMEDIATE real, honest, independent scientific investigation of how bad the situation actually CURRENTLY is should be conducted -- and NOT by NOAA, who is just as bought off as MSS, or the Coast Guard

4.) all those who say that "the sea food from the Gulf is fine" ought to demonstrates it by in public, on camera, eating some!

5.) some NGO, or set of NGOs, get *seriously* into monitoring this situation, via actual samples of rain, on a US-wide, or maybe even world-wide basis -- might get some help from groups in Mexico and northern South America

They have poisoned OUR world, and that of EVERYBODY's kids, grand-kid's, ...

As if the dispersants themselves weren't toxic enough, the 1.8 million gallons of Corexit 9500 (oil dispersant) sprayed on BP's spill in the Gulf of Mexico breaks down the oil, releasing some of the most toxic chemicals already in the oil into the water, dramatically increasing the toxicity of the spill.

ok, its BP's fault we have no deep water drilling. why should we not keep drilling deep. we have too for our economy. that said how do we not eat the seafood we know is tainted. it seems we want things but we dont want the consequences. if oil is wanted at that extreme then seafood should be distributed with no labels as to where its from (as long as its US seafood). if you dont want us too drill, don't use any petroleum products derived from our oil. same being said we can not cry when there is an inevitable spill. fish die so we can live. don't that shrimp taste gud!
