Boulder Residents' Water Conservation Leads To Budget Shortfall

Boulder residents are conserving water at rates not seen since the early 1980s, according to utility officials, but that green achievement has left a hole in the city's wallet.

So far this year, the city has billed residential and commercial customers for about $8.8 million worth of treated water. The problem is, the utility department expected to bill about $10 million by now.
